SENIOR AIRPORT OPERATIONS AGENT

DEFINITION Reports directly to the Airport Operations Manager. Participates in the administration and operation of the airside and landside activities of the Colorado Springs Airport. Directly and indirectly supervises, plans, and manages activities related to Airport Operations and maintenance requirements of the airport. Coordinates assigned activities with other airport work sections, tenants, outside agencies and the general public. Provides highly responsible and complex staff support to the Airport Operations Manager. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Airport Operations Manager. Supervise, plan, and manage activities related to the staff and operation of the Airport Communications Center. Exercise direct and indirect supervision over, professional, technical, maintenance, and/or clerical staff. ESSENTIAL FUNCTION STATEMENTS--Essential responsibilities are in addition to those required by the Airport Operations Agent. Duties may include, but are not limited to the following: Essential Functions: 1. 2. Assume the duties of the Airport Operations Manager in his/her absence. In support of the Airport Operations Manager, and in concurrence with the Airport Maintenance Manager, coordinates work activities of operations and maintenance sections as necessary. Coordinates all aspects of supervision, in conjunction with the Airport Operations Manager, of the Airport Operations Agents and the Communications Center Dispatchers, including drafting Quarterly reviews, and annual Performance Plans and Appraisals; coordinating, and reviewing the work of the Communications Center Dispatcher staff; assigning work activities and projects; and meet with staff to identify and resolve problems 1

Assume scheduling responsibility of the Airport Operations Agents and Communications Center Dispatchers. Staff of each of these positions provides 24 hour/day, 365-day/year coverage at the airport. Assure compliance with all applicable Federal Aviation Regulations, including the maintenance of the Airport Certification Manual, Airport Security Plan, Airport Emergency Plan and the Aviation Security Contingency Plan. Physical duties on a 24-hour basis may include shift work during inclement weather, i.e. snow removal; airfield safety inspections; response to aircraft emergencies; incidents, and accidents. May be tasked as a shift supervisor for snow removal. Participate in the development and maintenance of the Airport Operations annual budget. Recommend and implement solutions to problems pertaining to operational matters; recommends and implements new procedures and operating practices, including reporting systems; investigates and compares division practices with practices of similar organizations in the industry; collaborates in reviewing, revising, and establishing policies and procedures relating to administrative methods and control; explains and interprets airport operations policies, practices, and procedures. Coordinate activities and services with other departments and divisions in the City.

Coordinate airport operations, security and safety matters with the tenant airlines, Federal Aviation Administration and other outside agencies; serve as backup airport security coordinator on a 24-hour basis in the absence of the Airport Operations Manager. 11. Assure inspection of all airfield facilities including grounds, runways, taxiways, aircraft aprons, and service roadways to ensure safety, security, and efficiency of operations; direct the inspection of terminal buildings and support facilities including concourses, terminal, gate areas, concessionaires, buildings, sidewalks, and roadways. 12. Investigate airport incidents/accidents and related risk management issues to determine corrective action; ensure airport tenant compliance with established Federal Aviation Administration and City rules and regulations. 13. Coordinate Emergency Preparedness Programs for the Airport. 14. Participate in the selection process of new Airport Operations employees; trains, motivates and evaluates Communications Center Dispatchers; works with employees to correct deficiencies; implement discipline procedures.

15. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of aviation operations. 16. Perform special projects as assigned by the Airport Operations Manager. 17. Perform related duties and responsibilities as required. QUALIFICATIONS Knowledge of: Operational characteristics, services and activities of a comprehensive airfield operations program. Principals and practices of aviation program development and implementation. Operational characteristics, services and activities of a municipal airport. Aircraft operating performance and aircraft identification. Modern office equipment including computers. Budget preparation and control. Principles of business letter writing and report preparation. Principles of supervision, training and performance evaluation. Pertinent Federal, State, and local laws, codes and regulations. Ability to: Supervise, direct and coordinate the work of professional, technical, maintenance, and/or clerical staff. Select, supervise, train and evaluate staff. Delegate authority and responsibility Analyze and assess programs, policies and operational needs and make appropriate adjustments. Analyze problems; identify alternative solutions, project consequences of proposed actions and makes and implements recommendations in support of goals. Interpret and explain FAA and City aviation policies and procedures. Perform effectively under stressful conditions. Oversee and review the work of assigned staff. Prepare clear and concise reports. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, airline and ground transportation personnel, community groups, other City of Colorado Springs employees, and the general public.

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Minimum of four years of responsible airport operations experience including two years of administrative and supervisory experience. Training: Equivalent to a Bachelors degree from an accredited college or university with major course works in aviation administration, public administration, business or a related field. Experience may be substituted for education. License or Certificate Possession of, or ability to obtain, an appropriate, valid driver's license. WORKING CONDITIONS Environmental Conditions: Office and airfield environment; exposure to noise, dust, fumes, extreme temperatures, and inclement weather conditions. Physical Conditions: Functions may require maintaining physical condition necessary for walking, lifting weights up to 50 pounds, standing and sitting for prolonged periods of time.
