ICD-10 was endorsed by the Forty-third World Health Assembly in May 1990 and came into use in WHO

Member States as from 1994. The classification is the latest in a series which has its origins in the 1850s. The first edition, known as the International List of Causes of Death, was adopted by the International Statistical Institute in 1893. WHO took over the responsibility for the ICD at its creation in 1948 when the Sixth Revision, which included causes of morbidity for the first time, was published. The World Health Assembly adopted in 1967 the WHO Nomenclature Regulations that stipulate use of ICD in its most current revision for mortality and morbidity statistics by all Member States. The ICD is the international standard diagnostic classification for all general epidemiological, many health management purposes and clinical use. These include the analysis of the general health situation of population groups and monitoring of the incidence and prevalence of diseases and other health problems in relation to other variables such as the characteristics and circumstances of the individuals affected, reimbursement, resource allocation, quality and guidelines. It is used to classify diseases and other health problems recorded on many types of health and vital records including death certificates and health records. In addition to enabling the storage and retrieval of diagnostic information for clinical, epidemiological and quality purposes, these records also provide the basis for the compilation of national mortality and morbidity statistics by WHO Member States. The International Statistical Classification of Diseases and Related Health Problems 10th Revision (ICD-10) is a coding of diseases and signs, symptoms, abnormal findings, complaints, social circumstances and external causes of injury or diseases, as classified by the World Health Organization. (WHO)[1]. The code set allows more than 14,400 different codes and permits the tracking of many new diagnoses. Using optional subclassifications, the codes can be expanded to over 16,000 codes. Using codes that are meant to be reported in a separate data field, the level of detail that is reported by ICD can be further increased, using a simplified multiaxial approach. WHO provides detailed information about ICD online, and makes available a set of materials online, as an ICD-10 online browser [2], ICD10Training ICD-10 online training [3], ICD-10 online training support[4], and materials for download. ICD-10 supports further quality improvements in healthcare ICD-10 coding, with its more robust clinical detail, is essential to efforts to improve quality and the delivery of healthcare services to patients. ICD-10 supports a more accurate and complete data set, grouping procedures by body part, allowing for laterality, and accounting for severity. By capturing this clinical data, ICD-10 can link a provider's performance to the patient's condition, which will improve our ability to measure outcomes and quality. Some of the major changes in ICD-10 include obstetric codes that identify the trimester, a diabetes category that incorporates codes for whether the condition requires insulin, the addition of ambulatory and managed care encounter information, and an expanded section of postoperative complications. These changes, along with the increased severity specificity provided in ICD-10, will assist in important initiatives to improve chronic disease management, the quality of obstetric and perinatal care, and reduce the incidence of birth trauma. 2. ICD-10 supports improved monitoring of adverse drug events Implementation and standardization of ICD-10 nationally would allow for standardized documentation of data elements, the creation of a national database to track and trend adverse drug events, and allow healthcare organizations to benchmark and evaluate/identify opportunities for improvement, thus improving quality of patient care. 3. IDC-10 identifies devices used during a procedure, enhancing the ability to evaluate comparative effectiveness The ICD-10 coding structure has the ability to identify devices that are used during a procedure in an orderly fashion. This will improve the accuracy of the data, make electronic and personal health records more complete and allow for enhanced comparative effectiveness research. 4. ICD-10 will improve our nation's ability to track and report on pandemic and public health events Tracking disease outbreaks in the U.S. and across the world and communicating and sharing this data with other countries is extremely important in efforts to protect the public's health and conduct research. All other G-7 nations and the World Health Organization utilize ICD-10, and until the United States follows suit, we must manually convert our information, which can result in crucial reporting delays that limit our ability to support the global tracking of public health outbreaks or current and emerging pandemic events.
