As far as you're concerned an informal meeting had been held in the satellite office of democratic budget movement of Bangladesh

in Mohammedpur. I'm giving the summary of the meeting about the future course of actions & other related affairs & developments, excluding the aims & objectives of the movement as you already are concerned with those, as following:

Possible course of action: Steps to make the budget decentralized & democratized:
Awareness building: among youth & others. Inclusion of the elected representatives. Arranging some programs. Feedback. Emancipation among the people & representatives.

Target Groups:
01. 25 Administrative Districts. 02. Farmers: 2 Groups. 03. Students: 2 Groups. 04. A Grass-root Group.

So far contacted:
13 Administrative Districts.

So far untouched:
12 Administrative Districts.

The possible farmer groups:


01. Krishak Moitree. 02. Bikalpa Krishi Bank.

The possible student groups:


01. Youth Forum 02. Activista.

Agenda Formation: 5 types of activities to be pursued:


Arranging training workshops.

Innovative writing. Demonstrative activities. Campaign or debate. Research & public poll.

Categorization of the target groups:


NGO representatives (right based activists). Intellectuals. Students. Women. Political leaders (for multiple identities). Cultural groups. Other marginalized groups.

Suggestions:
Integrating political leaderships for non partisan movements. Integrating lesser but important people than previous year on the basis of analysis. Reduction in the cost. Effective time management. Proper documentation & representation. Constant contact with the secretariat. Effective time calculation for discussion. Need of a good moderator for steering the course of discussion. Ensure quality by avoiding the possible problems of centralized manner of methodology, mobilization & communication, & experiences. Maintain a reserved fund from the overall budget.

Aims & Objectives:


To create a ceiling as the expectations of the target groups are fund oriented. To create an emancipation among the policy planners about the needs of the root. To create the need for decentralized & democratic budget a political non partisan agenda. To pave the ways for mainstreaming the issues. To provide feedback parallel to government policy planning. To include target groups experiences. To make the satellites powerful & strong enough to raise their voices.

Few more effective suggestions:


Inclusion of the MPs. Intrusion on DC meeting. Agitation & sensitization in the among the Union Council Members. Prior & effective communication with our secretariat & follow up.

Few possible limitations:


Diversity in opinions among different districts. Geographical factors: matured discussion. Mobilization of the committees.

Concluding Remarks:
Activation meetings of 5 committees along with subcommittees. Contacting with resource person. Standard MOU. Creation of an online group.
