The Republican legisla-
tors announced the rollout
of an on-line petition drive
(www. floodpetition. com)
that encourages the federal
government to prioritize the
Passaic River Basin in New
Jersey as a presidential prior-
ity in the Fiscal Year 2013
budget request to Congress.
The federal govern-
ment needs to make solving
the chronic flooding of the
Passaic River Basin a priori-
ty, said Rumana, R-Passaic,
Bergen and Essex. The con-
sequences to homeowners
and to New Jerseys econo-
my necessitate that both
financial resources and man-
power be dedicated by the
President to solving this
problem, which has devel-
oped into a crisis situation
over the last six years.
In the past 110 years of
recording flood levels, five
of the eight worst floods
have occurred since 2005,
explained Rumana. The
magnitude of the destruc-
tion has devastated commu-
nities and businesses and
caused billions of dollars in
losses. Our petition drive is
intended to call attention to
this chronic problem and
urge a focused effort by the
federal government to solve
this predicament now.
In the last six years,
the scope and impact caused
by these floods have finan-
cially devastated homeown-
ers and businesses and
wreaked havoc on this
regions economy, com-
mented DeCroce, R-Morris
and Passaic. People who
have repeatedly rebuilt their
lives and homes are desper-
ate for a solution and
shouldnt have to worry if
they will lose everything
each time it rains.
Businesses that close
because of the costly damage
from flooding take jobs and
tax ratables with them,
which impacts both the
local and state economy,
said DeCroce. The online
petition is an opportunity
for people throughout the
state and nation to let the
President know this is a
problem that has gone on far
too long and needs
Washingtons immediate
attention.

or a youngster with a
sports related injury,
physical therapy treat-
ment can offer an opportunity
to minimize lost playing time
and maximize performance
upon return. Children can be
particularly susceptible to
sports injuries for a variety of
reasons. Children younger
than eight years old have slow-
er reaction times and are less
coordinated because they are
still growing and developing.
Also there is a large discrepan-
cy between the height and
weight of children of the same
age causing an increased risk of
injury. Children may unknow-
ingly take greater risks than
adults during athletics because
they may not assess the danger
of the situation like an adult.
In addition, because
young athletes are increasingly
exposed to overtraining and
excessive levels of physical
activity, overuse injuries are
becoming more prevalent.
Children are often playing the
same sport year round or
multiple sports during the sea-
son causing overtraining.
Overuse injuries occur from the
repetitive actions that place
too much stress on the bones
and muscles. If not managed
properly and efficiently overuse
injuries can affect normal phys-
ical growth and maturation.
Prevention is the key; gradual
rather than rapid increases in
duration and intensity of train-
ing can usually thwart physical
breakdown.
Certain intrinsic factors
can predispose a young athlete
to overuse injuries. Poor align-
ment and posture can lead to
abnormal stresses on the imma-
ture skeleton. Muscular imbal-
ances can result in muscular
strain and overuse. Children
who have a rapid growth spurt
may demonstrate decreased
flexibility of the muscultendi-
nous unit leading to injury. If
identified early, the progressive
inflexibility associated with
rapid growth can be prevented
with a stretching program that
can reduce the risk of injury.
Some of the most common
types of sports related overuse
injuries in the young athlete
are of the following:
Anterior knee pain is pain in
front of the knee or under the
knee cap. The knee is usually
sore or swollen. The cause is
usually due to muscular imbal-
ance caused by weakness and
poor flexibility.
Little League Elbowis caused
by repetitive throwing that can
result in pain and tenderness of
the elbow. The pain typically
occurs after the follow through
of the throw. Pitchers some-
times complain of loss of veloc-
ity or decreased endurance.
Swimmers shoulder is an
inflammation of the shoulder
caused by the repeated over-
head movements associated
with swimming or throwing a
ball.
Shin splints are characterized
by pain in the front of the
lower part of the legs. They are
often caused by repeated run-
ning on a hard surface or over-
training at the beginning of a
season.
Children and adolescents
are not little adults and careful
attention must be paid to the
childs musculoskeletal devel-

that Americans are
recognizing the realities they
face about their chances for a
comfortable retirement, the
2011 Retirement Confidence
Survey (RCS) finds workers are
more pessimistic than at any
time in the two decades the
RCS has been conducted:
More than a quarter (27%) of
workers now say they are not
at all confident about retire-
ment, up 5 percentage points
from the level measured just
one year ago. Reinforcing that
trend, the percentage of work-
ers saying they are very confi-
dent of a comfortable retire-
ment ties with 2009 at 13%
the lowest rate ever measured
by the RCS.
This is the 21st annual
RCS, and is conducted by the
non-partisan Employee Benefit
Research Institute (EBRI) and
Mathew Greenwald &
Associates, Inc., making it the
longest-running annual retire-
ment survey of its kind in the
nation.
Survey co-author Mathew
Greenwald, of Greenwald &
Associates, said that Many
people are planning to work
longer and retire later because
they know that they simply
cant afford to leave the work-
placeboth for the paycheck
and the benefits. He added:
Unfortunately, many retirees
also tell us they left the work
force earlier than they planned,
either because of health prob-
lems or layoffs. So it may not
necessarily be a bad thing that
those who can work longer
choose to do so.
People are increasingly
recognizing the level of savings
realistically needed for a com-
fortable retirement. We know
from previous surveys, that far
too many people had false con-
fidence in the past, said Jack
VanDerhei, EBRI research
director and co-author of the
report. Peoples expectations
need to come closer to reality
so they will save more and
delay retirement until it is
financially feasible. Van-
Derhei noted that the RCS
finds that many systemic con-
ditions are forcing Americans
to redefine retirement, such as
high unemployment rates; fed-
eral, state, and local govern-
ment fiscal crises; rising health
care costs; lower investment
returns; and a surge in the older
population, putting stress on
social insurance programs such

caused much excitement.
They learned the names of
all types of teeth, the func-
tion of molars, incisors, and
the ever popular canines
were spoken of. They all
enjoyed the part about the
other functions of your
mouth other than eating...
smiling, talking, laughing,
kissing, sucking on a straw,
singing, whistling and every
possible little thing they
could think of caused much
giggling and laughing. I
enjoyed this visit and I hope
they did too! Starting dental
health knowledge at an early
age can instill a respect for
the body and its proper care
that lasts a lifetime.

ou may have woken up
with a kink in your
neck or upper back, or a
shooting pain in your shoulder
or arm. Perhaps you have
noticed restricted movement in
these regions doing the sim-
plest of tasks, such as putting
on a coat or backing up the car.
Upper back disorders can be
manifested in a wide variety of
symptoms ranging from a con-
stant dull ache to an excruciat-
ing stabbing pain. It may be
precipitated by head, arm or
torso movement, or by cough-
ing, sneezing or just taking a
normal breath.
After low back pain, neck
pain and headache, upper back
discomfort is the most frequent
reason people visit a doctor of
chiropractic. The upper back
refers to the general area
between the shoulder blades
extending up to the base of the
neck. Comprising the upper
half of the thoracic spine, it
involves ribs that attach to the
thoracic spine, and numerous
muscles, ligaments, nerves and
other soft tissue.
Some of the most com-
mon causes of upper back pain
include:
chronic poor posture
abnormal thoracic spinal
alignment and function (bio-
mechanics)
structural and functional
problems of the neck (cervical
spine)
strains and sprains due to
trauma or repetitive overuse
arthritic conditions
A good argument can be
made for only two main causes
- poor posture and strains/
sprains - since the majority of
structural and mechanical
problems of the thoracic spine
and neck, and the most com-
mon form of spinal arthritis,
osteoarthritis, can be traced
directly back to chronic poor
posture.
Less common causes of
upper back pain can include
organic diseases such as lung,
heart and gallbladder, bone dis-
eases and fractures.
Your chiropractic doctors
first task is to perform a thor-
ough consultation and exami-
nation so that an accurate diag-
nosis can be made. The exami-
nation usually includes a manu-
al, hands-on assessment of the
area of complaint as well as
associated areas, a detailed pos-
tural evaluation, appropriate
orthopedic, neurological and
vascular tests, and will fre-
quently include an x-ray evalu-
ation. Occasionally, laboratory
blood work may be ordered.

The cold weather
either means
weekends filled with sled-
ding, ice-skating, and skiing
or trying to hibernate until
the spring. Either way, this
time of year can be particu-
larly hard on our furry com-
panions. There are many
cold weather related hazards
for our pets ranging from
antifreeze consumption to
hypothermia. As their care-
givers, we need to take some
extra precautions to ensure
the safety and well-being of
our pets.
Keep your pet warm. Do
not leave them outside for
extended periods in the cold
weather, as hypothermia is a
real hazard in pets. Be care-
ful when exercising your pet
outdoors especially if they
are young, old, or sick since
these animals may have a
more difficult time maintain-
ing their body heat. Watch
carefully for any signs that
your pet is too cold when
outdoors, which can include
lethargy, refusing to walk and
shivering. Some pets may
require a sweater or jacket to
help keep them warm when
walking in the cold and
never shave your dog down
to the skin in winter, as a
longer coat will provide more
warmth. With cats its easi-
est to just keep them
indoors. In older dogs, the
cold can also increase the
discomfort of arthritis.
Therefore keep them warm
and mainly indoors with
short periods of outdoor
exercise.
Keep your pet away from
antifreeze. Antifreeze con-
tains ethylene glycol, which
is extremely poisonous. It
has a sweet taste and bright
color which attracts pets.
Ingestion of even tiny
amounts can be lethal, usual-
ly from kidney failure. Make
sure your pet and outdoor
animals do not have access to
antifreeze containers and
clean up any spills immedi-
ately. If you suspect your pet
has ingested antifreeze, con-
tact your veterinarian imme-
diately.
Watch out for ice. Senior
pets or pets with mobility
problems may find it hard to
navigate safely on slippery
surfaces. Take a different
path, or assist them if need-
ed. Also try to keep your
pets paws free of snow, ice
melt, and winter chemicals.
Snow packed between your
pets pads can be painful.
Chemicals in the road or
sidewalk salt, to melt ice, can
irritate their paws and cause
upset stomachs if ingested.
High concentrations of salt
and other chemicals in these
products can cause anything
from mild irritation to chem-
ical burns on your pets
paws. Be sure to wipe their
paws with a moist cloth
when returning indoors. To
prevent any issues, use dog
booties as protection and a
non-toxic ice melter like
Safe Paws for your own side-
walk. Another ice hazard is
thin ice on lakes and ponds.
Keep your pet away from
lakes or other
bodies of water
which may have
thin ice.
Adjust food
intake to suit
your pets
winter activity
level. Pets who
are outside or do
a large amount of activities
in the cold weather will need
extra calories to keep warm.
But most pets dont get as
much exercise in the cold
winter months therefore be
sure to feed him a little less
to prevent him from putting
on extra weight.
Put away your human
medications. One hazard
that is often overlooked by
owners is the danger that
accidental medication con-
sumption pose to our pets.
With the winter months
comes cold and flu season for
humans, which generally
means houses stocked with
over the counter and pre-
scription remedies. Be sure
to put these away after use to
prevent accidental consump-
tion.

o assist taxpayers with
the ever-increasing
costs of higher educa-
tion, there are a variety of tax
advantages available. For the
2011 tax year, there are two tax
credits (reduce the amount of
tax owed) available, the
American Opportunity Credit,
and the Lifetime Learning
Credit. In addition, some tax-
payers may be able to deduct
tuition and fees (to reduce the
amount of taxable income).
Lastly, both parents and stu-
dent should consider whether
opening tax-advantaged sav-
ings accounts to help pay for
education may yield some ben-
efit. Additional education-
related benefits exist (interest
deductions for student loans
and work-related education
expenses) - be certain to
address any questions you have
with your tax professional soon
so you can take the necessary
actions before December 31,
2011.
The American Opportunity
Credit
The American Oppor-
tunity Credit is available as a
result of the American
Recovery and Reinvestment
Act. The American Oppor-
tunity Credit was originally set
to expire in 2010 but was
extended with a few small
changes. In 2011 and 2012, the
American Opportunity Credit
applies to a broader range of
taxpayers, the credit can be
applied towards four years of
post-secondary education
instead of two years, and adds
required reading materials to
the list of qualified expenses.
The maximum annual
credit allowed is $2,500 per stu-
dent. The full credit is available
to taxpayers whose modified
adjusted gross income is
$80,000 or less for individuals
and $160,000 or less for mar-
ried couples filing jointly.
Expenses such as tuition,
course materials, and supplies
necessary for enrollment or
attendance are considered
qualified expenses. A computer
may qualify as a qualified
expense if it is needed as a con-
dition of enrollment or atten-
dance at the educational insti-
tution. If you have questions
about what does or does not
qualify, be sure to contact your
tax advisor for guidance.
Lifetime Learning Credit
The Lifetime Learning
Credit could reduce taxes up to
$2,000 per year for qualified
educational expenses. It is most
useful for graduate students,
part time students, and those
who are not pursuing a degree
because there is no limit on the
number of years the lifetime
learning credit can be claimed
for each student. A taxpayer
may not take both the
American Oppor-tunity Credit
and the Lifetime Learning
credit for the same student in
the same year. But, if you pay
for qualified educational
expenses for more than one stu-
dent in the same year, you can
choose to take credits on a per-
student, per-year basis. The
American Oppor-tunity Credit
may be available for one stu-
dent and the Lifetime Learning
Credit for another.
Tuition and Fees Deduction
If your income is too high
to claim the American
Opportunity Credit, you may
be able to deduct qualified edu-
cation expenses paid during the
year for yourself, your spouse or
your dependent. The tuition
and fees deductions can reduce
the amount of income subject
to tax by up to $4,000. The
tuition and fees deduction is
not allowed if any of the below
conditions are true:
Your filing status is married
filing separately.
Another person can claim
an exemption for you as a
dependent on his or her tax
return.
Your modified adjusted gross
income is more than $80,000
(single) or $160,000 (married
/joint), you were a nonresi-
dent alien for any part of the
year and did not elect to be
treated as a resident alien for
tax purposes or,
You or anyone else claims an
education credit for expenses
of the student for whom the
qualified education expenses
were paid.

t the dawn of a new
calendar year, many
people decide its
time to turn over a new leaf
and shed those extra pounds
that accumulated over the
previous 12 months. The
resolve to lose weight is per-
haps never stronger than at
the beginning of a calendar
year, when the holiday season
has passed but those added
inches on the waistline
remain.
Though its noble to
want to lose weight and
improve health, regardless of
what time of year it is, there
are precautions men and
women should take before
beginning a new exercise reg-
imen.
Visit your physician. Its best
to get a full physical before
beginning an exercise regi-
men. A full physical can
reveal if you have any health
problems that might limit
what you should and should-
nt be doing at the gym. If
anything turns up, your physi-
cian can develop a plan of
attack for you to address the
issue. If nothing turns up,
then your doctor will probably
give you the green light to go
forward with few, if any, limi-
tations.
Conduct a self-assessment.
Once youve visited the doc-
tor and received the go-ahead
to start working out, do an
honest self-assessment to see
where you are in terms of fit-
ness. Walk a mile and time
yourself. Do as many push-ups
and sit-ups as possible, but be
careful to stretch and not

gauge where you are and how
your body feels when doing
some simple exercises.
Establish your goals. The
goal of most people beginning
a new exercise regimen is to
lose weight. However, there
are other incentives as well.
For example, some people
might be starting to train for a
marathon or another sporting
event. Whatever the reason,
know why youre getting start-
ed, as such goals can help you
monitor your progress as the
year goes on.
Start slowly. Caution should
reign supreme when begin-
ning an exercise regimen.
Diving into the deep end at
the onset increases the risk of
injury, which could limit
activity for months to come.
First get your body acclimated
to exercise, and then gradual-
ly challenge yourself as you
see fit.
Leave time to recover.
Though it might feel rejuve-
nating to get back to exercis-
ing, its important for every-
one, but especially those who
are just starting, to allow
themselves some time to
recover. Allow your muscles
and joints to recover between
workout sessions. Frequency
of sessions can increase as
your body gets acclimated, but
at first allow a day or two
between sessions so your body
can recover.
Listen to your body.
Exercising after a long hiatus
from routine exercise wont be
easy, and your body is likely
going to tell you that through
certain aches and pains, if not
nausea, dizziness or shortness
of breath. If any of these
symptoms appear, take a
break. This could be your
body telling you that youre
asking too much and you need
to take your foot off the gas
pedal for a little while.
Consider hiring a personal
trainer. Many people are over-
whelmed when entering a
gym after a long time away. If
you find yourself intimidated
or simply dont know where to
begin, hire a personal trainer.
Many charge by-the-session,
so you can learn which
machines to use and how to
use them after a session or two
and then continue working
out on your own. If joining a
gym as a new member, the
gym might offer a couple of
complementary personal
training sessions. If so, take
full advantage of this offer.

Volunteer drivers bring needed

and a personal contact to the

get out. Drivers are needed to
deliver meals two times a

Grilled Chicken Wings with
Roquefort Dip
Serves 6-8 people
3 lbs. chicken wings
cleaned and trimmed
select wings of roughly
equal size for evenness of
cooking.
Ingredients
Marinade:
1
3 cup vegetable oil
1 clove garlic, minced
1
4 teaspoon cayenne
1 teaspoon chili powder
1 teaspoon oregano
1 teaspoon kosher salt
2 tablespoons red wine
vinegar
Blue Cheese Dip
1
2 cup Mayonnaise
1 clove garlic, minced
1 tablespoon onion, grated
1 teaspoon fresh thyme,
chopped
1 tablespoon red wine
vinegar
1
3 cup blue cheese,
crumbled
Directions
Preheat the barbecue on
high. Cut each wing at the
joint to make two pieces, and
discard wing tip if still
attached. In a large re-sealable
bag, whisk together vegetable
oil, garlic, spices and vinegar.
Add chicken wings and toss to
coat.
If using rotisserie basket,
spray or brush lightly with
vegetable oil to prevent stick-
ing. Place chicken wings on
bottom of basket, cover with
the top part, and fasten on
tightest setting to secure the
wings in place. Cooking grids
will need to be removed, and a
drip pan placed beneath. If
using rear rotisserie burner, set
to high. If using lower burners,
set to medium. Place the bas-
ket on spit and in the rotis-
serie and start the motor.
Cook until golden brown and
crisp, about 45 minutes to an
hour.
If cooking directly on
well oiled cooking grids, turn
heat to low, and cook, turning
frequently until golden brown
and crisp, 30 - 45 minutes.
Use an instant-read ther-
mometer to ensure that all
wings are cooked through and
ready to eat.
Stir together all the dip
ingredients. May be made
ahead of time and chilled
until ready to serve with
chicken wings, celery and car-
rots.

Handicapped during their gala holiday party. Here,
worker David Densel looks particularly happy with Santa, as he
receives a gift. Some forty physically or mentally handicapped
workers work at the Foundations light manufacturing center,
earning a welcome paycheck, maintaining their dignity, and
benefitting from the camaraderie of fellow workers and the
professional training staff. Many have been there twenty years or
more; most of their adult life. They do jobs for local companies,
such as shrink wrapping, mail fulfillment, and other labor intensive tasks.
