JROO FORUM NEWSLETTER Jamberoo Action Park Expansion, January 2012 Dear Residents, Happy New Year to all

and best wishes from Jroo Forum for a healthy, happy 2012, with continued enjoyment of our wonderful valley/village life. Jamberoo Action Park lodged an application with Council before Christmas, seeking modification to some of the conditions imposed by the Joint Regional Planning Panel when it approved expansion of the Park in July last year. All electronic documents regarding the modification Jroo Forum has received can be viewed online at here .The full application is available for inspection at Council during business hours. What does the proposed modification entail? The changes are complex: - read current approval, covering letter to modification application. Jroo Forum has had a close look at the proposed changes to conditions, and thinks that the following key issues may be of concern to local residents. Traffic Traffic was the issue that raised most comments from the 56 residents who made submissions about the expansion of the Park. When approving the development the JRPP imposed a condition requiring the Park to prepare for Councils approval an Operational Traffic Management Plan both within the Park and on the public roads. The Park has now submitted a Plan for approval, but it does not address the issue of peak day traffic between the Park and the Yallah roundabout at all. Those who live along the narrow Jamberoo Road and those who need to drive along it on a weekend morning or afternoon or during school holidays are aware of the dangers. More traffic control measures need to be implemented than are currently proposed. Sewerage system reduction to limit visitor numbers The proposed reduction in the irrigation area for treated sewage effluent from 3.5 Ha to 2 Ha will require the Park to reduce the maximum number of visitors from over 17,000 to 12,500 per day. However, there is no indication of any method of tallying the visitors, enforcing the cap or advising patrons en route when the cap has been reached and the park is closed. We also need to ensure that the modified sewerage system does not compromise the water quality and ecology of surrounding creeks; forecast salinity levels in effluent appear to be in the high range read sewerage management report Visual Impact The major issue of the brightly coloured, huge rides was dealt with by the JRPP imposing a condition that all buildings and structures be finished in a recessive colour in the medium to dark solar absorbance range, which Jroo Forum supports. The application to amend this requirement (which in substance applies to all buildings in rural areas in the Municipality) includes a colour board with

two bright yellows, a bright orange, a bright light blue and a striking purplish blue. A new artistic impression of the development may be misleading because it shows a new heavily wooded area around the rides which has not been supported by a new landscape plan. The Park has also requested a change to the requirement that all landscape works be completed before the Park resumes operation. Jroo Forum is concerned that all landscaping works may in fact not be completed. In addition, the condition for maintenance of landscaping only runs for 52 weeks instead of for the lifetime of the Park. Jroo Forum believes that Jamberoo Action Park is an existing enterprise that brings much pleasure to many people. However, its expansion should be managed in a way that also allows the community and those visitors who come to Jamberoo Valley to appreciate its scenic beauty, while ensuring best possible protection from adverse effects and possible dangers. A commercial enterprise should not be allowed to visually dominate this beautiful valley. Submissions Jroo Forum will be making a submission covering these and other issues, but we urge residents to also make their own submissions so we can ensure the best community outcome. Letters or comments about the application for modification to conditions of the consent should be sent by Friday, 20 January to General Manager, Kiama Council, PO Box 75, Kiama 2533 or emailed to council@kiama.nsw.gov.au. All correspondence must be accompanied by a signed political donation form available online here or from Council.
