Asakeystrategytothereintegrationprocess,applicantsshoulddesignprojectsthatdemonstratetheir abilitytodevelopacomprehensivecasemanagementapproachtostrengtheningfather,couple,andfamily relationshipsandconnectingformerlyincarceratedfatherstoemployment,housing(whennecessary),and otherneededsupportservicestohelpreducethelikelihoodofrecidivism.CooperativeAgreements awardedunderthisFOAwillsupportprogramsthathavethedemonstratedabilitytoincorporateabroad arrayofcommunity-centeredstrategiestoachievetheoverarchingResponsibleFatherhoodlegislativegoal. Funding Opportunity Description Statutory Authority ThestatutoryauthorityforthisprogramistheClaimsResolutionActof2010(Pub.L.111-291). Description BACKGROUND OnDecember8,2010,PresidentObamasignedintolawtheClaimsResolutionActof2010,which, amongotherthings,authorizes$75,000,000forthreespecifiedPromotingResponsibleFatherhood activities. (I)HealthyMarriage-Activitiestopromotemarriageorsustainmarriagethroughactivities,suchas: Counseling,mentoring,disseminatinginformationaboutthebenefitsofmarriageandtwo-parent involvementforchildren; Enhancingrelationshipskills; Educationregardinghowtocontrolaggressivebehavior; Disseminatinginformationonthecausesofdomesticviolenceandchildabuse; Marriagepreparationprograms; Premaritalcounseling; Maritalinventories; Skills-basedmarriageeducation; Financialplanningseminars,includingimprovingafamily'sabilitytoeffectivelymanagefamily businessaffairsbymeanssuchaseducation;counseling,ormentoringonmattersrelatedtofamily finances,includinghouseholdmanagement,budgeting,banking,andhandlingoffinancial transactionsandhomemaintenance;and Divorceeducationandreductionprograms,includingmediationandcounseling. Overthelast5years,ACFhasdocumentedtheexperiencesofandmultiplebarriersfacedbyincarcerated andreenteringfathersastheyattemptedtoresumetheirresponsibilitiesintheirfamilyashusbands, partners,andparents.Researchshowsthatwhenincarceratedmenandwomenarereleasedfrom confinement,theylooktotheirwives,husbands,children,andfamiliestosupportandassistthemina myriadofways.Whilestudiesindicatethatfamiliesplayanimportantroleinthereentryprocess,the criminaljusticesystemhastraditionallydonelittletopreparefamiliesforreunification. Approximately700,000inmatesarereleasedfromStateandFederalprisoneachyear.Ofthosereleased, abouttwo-thirdsre-offendwithin3years.Anex-prisoner'sabilitytosuccessfullyreintegrateintosociety isoftenmadedifficultbychallengesthatpreventthemfromstabilizingtheirlivesandmovingtoward self-sufficiency.Housinginstabilityandhomelessnessarechronicproblemsformanyex-prisoners. Manyindividualstransitioningbackintosocietyfollowingincarcerationidentifypublichousingastheir placeofresidenceuponrelease.However,asignificantnumberofPublicHousingAuthorities(PHAs) havestrictpolicies,whichmaybarindividualswithcriminaljusticebackgroundsfromseekingresidence withinpublichousingfacilities. Inaddition,unemploymentorunder-employmenthashistoricallybeenamajorchallengetoex-prisoners. Thisisoftencompoundedbylimitededucationalattainment,skills,orworkexperience.Manyemployers arereluctanttohireformerlyincarceratedindividuals,regardlessofthecriminaloffense.Intoday'slabor market,ex-prisonersarelikelycompetingforavailablejobswithindividualswithhigherskilland educationlevelsandlongeremploymenthistories.Inadditiontothesechallenges,someex-prisonersalso havesubstanceabusehistoriesandmentalhealthproblems.Eachofthesechallengescanaffectan ex-prisoner'sstabilityandlikelihoodofrecidivism. Theadditionalstressesfacedbyex-prisonerscanalsotakeatollonthequalityandstabilityoffamily, partner,andparent-childrelationships.Formerlyincarceratedindividualsandtheirspouses/partnersmay notpossessskillstoresolveproblemsandconflictseffectivelyandavoidconflictescalation.Theymay nothavegoodrolemodelsfromwhichtolearnskillssupportiveofpositiveadultinteractionand communicationorpositiveparentingandnurturingoftheirchildren. Inrecentyears,theFederalGovernmenthasattemptedtoaddresssomeofthechallengesfacedby ex-prisonersbyprovidingfundingtoState,local,tribal,community-andfaith-basedorganizationsto implementprogramsdesignedtoassistinthereintegrationprocessofindividualsreturningtotheir communitiesafterincarceration. TheU.S.DepartmentofHealthandHumanServicesgrantprogram,Responsible Fatherhood, Marriage and Family Strengthening Grants for Incarcerated and Reentering Fathers and their Partners(MFS-IP), assistsincarceratedfathersandtheirfamilieswithinterventionsandsupportiveservicesdesignedtohelp themovercomebarrierstoincarcerationandstrengthentheirrelationships. FundedthroughtheOfficeof FamilyAssistance,theMFS-IPprojectspromoteandsustainmarriage,supportinvolvedparenting,and fostereconomicstabilityamongfamiliesaffectedbyafather'sincarceration.Thisprogramisscheduled toendinFiscalYear2011. TheU.S.DepartmentofLabor'sReintegration of Ex-Offenders(RExO)grantprogramisdesignedtotarget adultex-offendersandstrengthenurbancommunitiesthroughemployment-centeredinterventionsthat includementoring,jobtraining,andothercomprehensivetransitionalservices.TheRExO projectseeksto reducerecidivismbyhelpingformerinmatesfindworkastheyreturnhome. TheU.S.DepartmentofJustice'sSecond Chance Act Adult and Juvenile Offender Reentry Demonstration Projectsprovideservicestosupportthesuccessfulreintegrationofinmatesintotheircommunities.The purposeofthisinitiativeistoreducerecidivismbyenablingState,local,andtribalgovernmentstodevelop andimplementcomprehensiveandcollaborativestrategiesthataddressthechallengesposedbyoffender reentry. Giventhatanumberofex-prisonersidentifypublichousingastheirplaceofresidenceuponreleasefrom confinement,theU.S.DepartmentofHousingandUrbanDevelopment's(HUD) Family Self-Sufficiency 3of45

(FSS) program,aswellasotherHUDsponsoredprograms,suchastheResident Opportunities and Self-Sufficiency (ROSS)andNeighborhood Networks (NN) programsmayprovebeneficialtoformerly incarceratedfathers.TheseHUD-fundedinitiativesprovidePHAswithon-sitecomputercenters,training programs,andaccesstoothersupportiveservicesthatpromoteself-sufficiencyandenhanceemployability skillsamongpublichousingresidents. ForthisFOA,ACFisparticularlyinterestedinfundingprojectsthatincludepartnershipswithFederal initiatives,localagencies,andothercommunityprogramsapartoftheoverallimplementationplanand projectdesign. PROGRAM PURPOSE AND SCOPE ACFwillfundresponsiblefatherhooddemonstrationpilotprojectsthataredesignedtointegratehealthy marriage,responsibleparenting,andeconomicstabilityactivitiesforformerlyincarceratedparentsand theirfamilies.ForthepurposesofthisFOA,a"formerlyincarceratedparent"isdefinedasa father/motherwhoiswithin3-6monthsofreleasefromincarcerationorafather/motherwhohasbeen releasedfromconfinementfor6monthsorless. Theproposedprojectshouldincludeabroadarrayofcommunity-centeredsupportiveservicesandcase managementstrategiesdesignedtoimproveandstrengthenthequalityandstabilityoffather, couple,and/orfamilyrelationships(spouse-partner,father-child,etc...).Applicantsarestrongly encouragedtodescribehowtheprogramwillworkwithaparticipanttodeterminetheappropriatesetof activitiesforeachindividualandtheirfamily. Applicantsmustalsodemonstratetheabilitytoimprovetheeconomicandhousingstabilityofformerly incarceratedparentsinamannerthatcontributestoareductioninthelikelihoodofrecidivismand increasestheprobabilityoffamilystability.Sinceemploymentandstablehousingarekeyfactors associatedwiththesuccessfultransitionoftheformerlyincarcerated,applicantsarestronglyencouraged toengagemultiplepartnerswithinthecommunitytoaddressthisobjectiveanddemonstratetheabilityto connectparticipantstoemploymentandtotransitional,temporary,orpermanenthousing.Organizations thathavethecapacityarestronglyencouragedtooffersubsidizedemploymentasapartoftheiroverall comprehensiveemploymentservicesstrategy. Althoughcostsharingormatchingisnotarequirementunderthisprogram,applicantsareencouragedto incorporateacommunity-centeredapproachbyleveragingotherresourcesandsupportiveservicesintheir community,suchastheDepartmentofLabor'sRExOandtheDepartmentofJustice'sSecondChanceAct grantees'services,totheextentpossible.Collaborativeworkingrelationshipswiththelocalcriminal justicesystem(prisons,jails,probation/paroleoffices)andothercommunity-basedprogramswillbe criticaltobeginpre-releaseserviceswhenpossible,coordinateparole/probationobjectives,andorganize post-releasesupportiveservices.Formanyformerlyincarceratedparents,itisalsoimportanttoprovide assistanceinworkingwiththelocalOfficeofChildSupportEnforcementtoaddressarrearages accumulatedwhileincarceratedorchildsupportordersthatdonotreflectcurrentincome. FundsawardedunderthisannouncementmustbeusedtosupportthethreePromotingResponsible Fatherhoodauthorizedactivities.ACFencouragesapplicantstoobtainorutilizeotherfundingsourcesto supportothercomprehensiveserviceswhenthecostoftheseservicesisnotallowableunderthisFOA. Thispilotprojectwillhelporganizationsdevelopandtestarangeofresponsiblefatherhoodactivitiesand comprehensivesupportiveservicesforformerlyincarceratedparentsandtheirfamilies.These cooperativeagreementswillhelptoidentifywhatworksandwhatdoesnotworkinachievingdesired outcomesrelatedtobuildingandsustaininghealthymarriagesandrelationships,promotingresponsible parentingandfosteringeconomicstabilityamongfathersandfamiliesaffectedbyincarceration. Muchremainstobelearnedabouttheeffectsofprovidingthesecomprehensiveservicestotheformerly incarceratedandtheirfamilies.ACFisseekingapplicantswho,throughtheirownexperienceswiththis award,willinformtheFederalGovernmentanddemonstrateforthefieldthosestrategiesthatproducethe

bestandmostlastingresultsinprovidingresponsiblefatherhoodactivitiesandcomprehensivesupportive services. ACFseeksclear,well-designedproposalsthatprovidethoroughdescriptionsofhowtheapproachwillbe implemented,includingreasonableplansforprojectmarketingandoutreach,participantrecruitment,the typeofactivitiesandservicestobeoffered,staffingandtraining,partneringwithotherorganizations,and appropriatelytailoringprogramstothecharacteristicsoftheformerlyincarceratedandtheirfamilies. Well-designedproposalswillalsoincludedescriptionsofcurricula,theintakeandassessmentprocess,the frequencyand/orintensityofservicestobeprovided,andtheformatforservicedelivery.ACF encouragesapplicantstobeflexibleandinnovativeintheirprogramdesign,butatthesametime,that creativityshouldbemoldedandshapedtoproduceathoughtful,well-craftedproject. FormoreinformationonprogramcomponentsspecifictothisFOA,pleasereferenceSection IV.2.,Part II: General Instructions for Preparing a Full Project Description. POPULATIONS OF INTEREST Eligibleparentsshouldbe18yearsofageorolder,low-income,andmaybeanaturalfather/mother,an adoptivefather/mother,orastepfather/mother.Participantscanalsobecustodialornon-custodial fathers/mothers,married,unmarried,orcohabitatingfathers/mothers,non-residentfathers/mothers.All eligibleparticipantsshouldhavebeenatleast18yearsoldwhenconvictedoftheircrime(s). Additionally,incarceratedfathers/motersshouldbewithin3-6monthsofrelease,whileparentswhohave beenrecentlyreleasedmustbewithin6monthsofthedateoftheirrelease.Thetypeofcorrections-based facilityfromwhichfathers/mothersarerecruitedmayvary.Forexample,prospectivefathers/mothers maybepreparingtobereleasedormayhavebeenrecentlyreleasedfromaprison,jail,apre-release center,orahalfwayhouse. PROGRAM COLLABORATION: A COMMUNITY-CENTERED APPROACH Partnershipsareanimportantassettoconsiderinthedesignandimplementationofaprogram.ACF believesthatstrongpartnershipsarecriticaltomaximizingtheeffectivenessofaprogramthrough leveragingresources,buildingcommunitysupport,andincreasingaccesstoeligibletargetpopulation(s). Itisimportantthatapplicantsconsiderpartneringwithorganizationsthataredirectlyalignedwiththe applicant'sthoroughassessmentoftheneedsofthecommunityandthetargetpopulationtobeserved. Partnershipsshouldalsobereflectiveoforganizationsworkingwithinthecommunity.Thesepartnerscan contributeawidearrayofknowledgeandactivitiestoeachprogram,andshouldworktogethertoensure thattheyutilizeeachother'sexpertiseandresources. ACFisparticularlyinterestedinsupportingprojectsthatincludepartnershipswithlocalprogramsfunded bythefollowingagencies: TheU.S.DepartmentofLabor; TheU.S.DepartmentofJustice; TheU.S.DepartmentofHousingofUrbanDevelopment; TheU.S.DepartmentofHealthandHumanServices. Applicantsarestronglyencouragedtodeveloppartnershipswithentitiesinthelocalcommunity,suchas: Criminaljusticeagencies(includingprisons,jails,pre-releasecenters,courts,probation,parole, etc.); Sheltersandotherorganizationsthatprovideaccesstohousingforex-prisoners; PHAs; One-StopCareer-Centers,workforceinvestmentboards,andotherlocalemploymenttraining programs; Localchildsupportagencies; Childwelfareagenciesandorganizations;

Non-profitorganizations,includingfaith-basedandcommunity-basedorganizations(particularly othermarriageandfatherhoodprograms); LocalChambersofCommerceandtheiraffiliatedChambers;and DomesticViolenceprograms. ApplicantsshouldintegrateanddocumentunambiguouspartnershipswithState,countyandlocalcriminal justiceagenciesthatincludeprobationandparole,prisons,jails,andhalfwayhousestoensureaccessto potentialparticipantspriortotheirreleasefromconfinementandforreferralsofpotentialparticipantswho havebeenrecentlyreleasedintothecommunity.Applicantsshouldshowevidenceofanddescribehow theywillgainaccesstoprisons,jails,halfwayhouses,andothersimilarinstitutionstorecruitandserve participantspriortotheirrelease.Applicantsshouldalsoexplainhowtheyplantopartnerwithprobation andparoletosupportpost-releasecasemanagementservices. ACFalsosuggeststhatapplicantsdeveloppartnershipswith: Localbusinessesandpotentialemployers; Localdepartmentsofemploymentservices; Localrentalassistanceprograms; Educationandvocationaltraininginstitutions; Communityand4-yearcolleges; Legalaidagencies; Localsubstanceabuseandmentalhealthservicesagencies;and PublicHealthservices. EvidenceofpartnershipcanbedemonstratedbyasignedMemorandumofUnderstanding(MOU) betweentheapplicantandthepartneragency.TheMOUshoulddescribetherole(s)andresponsibilities ofeachentity,andidentifytheresourcesthateachwillberesponsibleforbringingtotheprogram.A third-partyagreementfromtheapplicantandthepartneragencycanbesubmittedinlieuofanMOUifan MOUhasnotbeenenteredintobythetimetheapplicationissubmitted.Athird-partyagreementshould provideatimelineforcompletionofanMOU. OVERSIGHT Applicantsarerequiredtoensurethatthereisadequateoversightovertheirgrantprogramsandpartner(s). Indesigningandmanagingprograms,applicantsneedtoconsiderhowtheywillensurethatgrant activitiesandpartner(s)willadheretoapplicableFederalandprogrammaticregulations. Maintainingoversightofprogramsandthemultiplecomponentsofafatherhoodprogram(e.g.staff, partners,curriculum,andprogramactivities)arecriticalindesigningeffectiveprograms.ACFbelieves thatthefollowingpracticesarecriticaltoensuringfidelityandcompliancewithapplicableFederal regulations: Identifyingstaffthatwillberesponsibleformaintainingoversightofprogramactivities,staff,and partners. Havingclearlywrittenproceduresandpoliciesthatgoverninternalandexternalactivitiesand partnersrelatedtothegrant,includingdevelopingformstobeusedinconductingprogramvisitsand observations(e.g.,programclasses,facilities,etc.)toensurefidelitytoprogramactivitiesand incorporatingfiscalcontrols. Havingclearlywrittenproceduresandpoliciesthatoverseeinternalandexternalfacilitators.This mayincludeguidanceonhowfacilitatorsarerecruited,selected,trained,andretained,andpolicies thataddressanynon-complianceissues. Havinganadequaterecordssystemthatrelatesfinancialdatatoperformancedata,providesrecords thatidentifythesourceandapplicationoffundsforHHS-sponsoredactivities,demonstrates effectivecontroloverandaccountabilityforfunds,comparesoutlayswithbudgetamounts,and providesaccountingrecordssupportedbysourcedocumentation.Theserequirementsaremandated byapplicableregulationsat45CFR74.21(b)(2)-(3)and(b)(6)-(7). 6of45

Collectingprogramenrollment,participation,andrelatedinformationinadatamanagementsystem tomonitorstaffandfacilitatorperformanceandongoingprogramoperationscomparedtogoalsand establishedbenchmarks. PLANNING PERIOD Successfulapplicantswillbegivenupto120daysforintensiveandcomprehensiveplanning.Planning activitiesinclude,butarenotlimitedto: FinalizingMOUs,interagency,and/orthird-partyagreements; Procurement; Hiringandtrainingofstaff;and Obtainingsecurityclearancesforprogramstafftoworkwithincorrectionalfacilities. PROJECT REQUIREMENTS Program Access Inprovidingservicestoeligiblepersons,applicantsmaynotdiscriminateonthebasisofthepotential participant'srace,gender,age,disability,orreligion.Applicantscannot,onthebasisofrace,gender,age, disability,orreligion,discriminateindeterminingeligibility,benefits,orservicesprovided,orapplicable rules.Theprojectsandactivitiesassistedundertheseawardsmustbeavailabletomothersandexpectant motherswhoareabletobenefitfromtheactivitiesonthesamebasisasfathersandexpectantfathers. Further,recruitmentactivitiesandmaterialspromotingtheavailabilityofOFA-fundedResponsible Fatherhoodservicesmustbecarriedoutinamannerthatisconsistentwiththesenon-discrimination requirements.Anymaterialsdesignedtobeindividuallydistributed,posted,orexpressedinorderto promotetheavailabilityofOFA-fundedResponsibleFatherhoodservices,suchasfliers,pamphlets, advertisements,publicserviceannouncements(PSAs)andsimilaritems,mustincludethefollowing eligibilitystatement:"Theseservicesareavailabletoalleligiblepersons,regardlessofrace,gender,age, disability,orreligion."(ApplicantsshouldalsoseeSection III.3, Other) Voluntary Participation Granteesareexpectedtoensurethatparticipationintheprogramisvoluntaryandthattheywillinform potentialparticipantsthattheirinvolvementisvoluntary.See Section IV.2, Part II: General Instructions for Preparing a Full Project Description, Voluntary Participation, foradditionalinformation. Transitional, Temporary and Permanent Housing Researchsuggeststhatmanyex-prisonersbecomehomelessuponreleasefromincarceration.Because stablehousingisimportanttoeconomicandfamilystability,applicantsareencouragedtodemonstrate theirabilitytoassistprogramparticipantswithsecuringhousing. Anapplicantmay notusegrantfundstosubsidizehousing,providehousingvouchersorrentalassistance. Applicants,throughstrategicpartnershipsandstrongnetworks,shoulddescribehowtheprojectplansto connectformerlyincarceratedfatherstohousing,whenitisneeded. Applicantsshoulddescribetheirknowledgeoflocalagencies,programs(includingrentalassistance programs),andsheltersthatdirectlyprovideorofferassistancewithtemporary,transitional,and/or permanenthousingfortheformerlyincarcerated.Ifaparenthasidentifiedaplaceofresidenceupon release,applicantsshoulddemonstratehowtheirproposedprojectwillofferprogramservicestoassistin thetransitionfromincarcerationtothehome. Manyindividualsreenteringsocietyafterincarcerationidentifypublichousingastheirplaceofresidence uponrelease.ACFisparticularlyinterestedinhowapplicantsproposetoprovideresponsiblefatherhood, casemanagement,andsupportiveservicestoformerlyincarceratedparentswhoarereturningorwhohave returnedhometoPHAs,aresidencesupportedbytheHousingChoiceVouchersprogram(formerly Section8),orotherpubliclysubsidizedhousing(e.g.privatelyownedsubsidizedhousing). Casemanagementplansshouldnotonlybespecifictotheneedsoftheparent,butalsotothatof thefamily.AfamilyisdefinedinthisFOAasafather/mother,spouse/partner,andtheirchildrenora singlefather/motherandchildren.Totheextentpossible,applicantsshoulddesignaplanandstrategyfor thewell-beingofthefamily,particularlyfathersandtheirchildren.
