Discrimination and Violation of FC (local) and BED (local)

Move Wells Branch students back to RRHS and implement Vertical Alignment for ALL RRISD students from middle school through high school. This is the wish of 90%+ of the citizens in attendance at the standing-room-only crowd at the 1-19-12 RRISD Board of Trustees meeting as well as the overwhelming majority of speakers at the boundary committee hearings.

This grievance is being submitted to the Round Rock ISD Board of Trustees in an attempt to bring to your attention that your one and only employee, Dr. Jesus Chavez, continues to violate school board policy. This grievance will focus on two particular policies FC (local) and BED (local) and Dr. Chavezs discrimination practices towards certain citizens in the district. Dr. Chavez didnt adhere to the boundary charter you adopted and broke FC (local) policy from the very beginning of this latest boundary fiasco by not scheduling hearings at Round Rock and Westwood High Schools. The RRISD website Headlines page from December 6 proves again Dr. Chavezs break of the same policy that states the community is to receive notification of 5 days. The attached screenshot shows that the district gave less than 24 hours notice and only one type of communication. This underscores the continued incompetence of this administration to uphold the policies you are charged to enforce. In addition, I feel the superintendent is intentionally discriminating against my neighborhood. Dr. Chavez called Jamie Lawlis and Becky Buzzard, two community members of an unaffected area in regards to the districts proposal to discuss how it was affecting them (really?) and didnt reach out to the several Wells Branch parents who attended every hearing, and served on the boundary committee as Lawlis did. This is pure discrimination against us AND demonstrates that Dr. Chavez is NOT objective and will manipulate residents to gain his desired outcome. Furthermore, not allowing Vertical Alignment to be discussed proves yet again how he discriminates, as RRISDs premier flagship, Westwood HS is vertically aligned, but Dr. Chavez will not allow any other high school the same treatment. Westwood has the highest achievement scores because it is vertically aligned from elementary to high school. By refusing to discuss vertical alignment, as it is a viable cost-effective option, Dr. Chavez is violating everyone in RRISDs right to an equal education. At the 1/19/12 Trustee meeting, he so righteously stated that he will defend equality across the district, yet his actions do not match his ridiculous outburst at that meeting. Dr. Chavez as well as former trustee Dr. Linell Clark Brown have stated that vertical alignment is the best educational practice, so I ask, why doesnt he-as the so-called leader of this district-do everything possible to make vertical alignment happenESPECIALLY given the fact that a plan achieving this goal while saving the district and our taxpayers more than $1,000,000 in just 3 years was handed to him, the boundary committee and you the trustees, pretty much on a silver platter by Erik Okerholm. Maybe the answer lies in the fact that he only entertains vertical alignment for a few selected areas where the trustees that blindly support his will, whether it be the best thing for the district or not, live. For example, Linelle Clark-Browns residential area was moved to straight vertical alignment in 2009 to Westwood HS at the expense of hundreds of children. Diane Cox, Chad Chadwell, Catherine Hanna and Brian Sellers neighborhoods are all vertically aligned as well. Do Trustees who rubber stamp Chavez get preferential treatment? It sure appears that way. I guess they get to protect their property values and childrens friendships at the expense of the entire district--THIS IS JUST PLAIN WRONG not to mention UNETHICAL! Now, the Great Oaks minority is being given special treatment as Dr. Chavez has traded political favors with Jamie Lawlis and Becky Buzzard. These 2 women stood with the rest of us 3 years in opposition to Chavez boundary changes and were very vocal about their distrust and extreme dislike of the superintendent, and all of a sudden they are seen holding Save our Superintendent signs at the January 19th board meeting. I am not blind or stupid and its quite obvious whats going on---Chavez job is in jeopardy because he is a lousy superintendent who does NOT put the well being of ALL students in RRISD first-rather-he puts his political and job future first and in the process is destroying this great district, and dividing neighborhoods, all under your watchful, approving eyes. Pure discrimination, lack of leadership and blatent disregard for the well-being of all students is how I describe his actions and only you, the trustees, can stop it. I hope you will see Chavez calling in of Ms. Buzzard and Ms. Lawlis for a private meeting and urging them to rally the Great Oaks opposition for what it is-pure mean-spirited manipulation. leader this district and its students deserve, and I implore you to take action and rid this district of Chavez type of so-called leadership. My complaint also includes the administrations direction in FC (local) to take citizen comment into consideration when bringing forth a recommendation. The input from residents at the hearings I attended were clearly in favor of righting the wrong of 3 years ago and vertically aligning all of our MS to HS. Yes there were a few Great Oaks people who want to stay at RRHS, but many other GOE parents in favor of not splitting CVMS any longer; parents from Walsh requesting all of those kids track to RRHS together, and then our group from WB that attend CTMS they should be allowed to track to RRHS with their friends. These comments overwhelmingly supported a district plan of vertical alignment. You were given a plan by a citizen that told you 3 years ago your numbers were wrong, pointed out the numbers were wrong this time around too and PROVED HIS DATA WAS ACCURATE. He put together a plan that aligns the kids from MS to HS, and SAVES THE DISTRICT MILLIONS over the next 7-9 years. What more do you people want? The only resolution to my complaints is: 1-Fire Dr. Chavez 2-Vote for Erik Okerholms VA plan 3-Apologize to us about the underhanded way the boundary committee/process has been handled and admit many of you and Dr. Chavez were wrong. And finally you should know that this compaint and supporting material has been sent to the TV and print media in the area-AND-a district-wide sickout is being planned if you choose to violate our rights by adopting the district plan.

Scan of RRISD policy FC (local). Under 1, the administration violated by not providing accurate data to boundary committee, and by not providing alternative possibilities. Under 2, the public is to be advised via the newspaper and the website Under 3. the administration has violated the last sentance by not taking the overwhelming public input opposing the district proposed plan and urging passage of the the VA/RTW/EO plan. According to number 4., the district has until May 15 to make a decision. So why rush to make a decision at the February 16th meeting when neither the committee nor the trustees have all of the correct facts to make a decision?

3 years ago Becky Buzzard stood with the rest of us in complete disgust, anger and admonishment of Dr. Chavezs actions during the boundary process. The fact that she is now lobbying to keep his job, and is personally invited to his office for a heads up about the VA/RTW opposition, shows that favors have been exchanged to the detriment of this district and all of our children!

This e-mail proves that Chavez called in Lawlis and Buzzard and encouraged them to round up their supporters...funny, even with that heads up, the 4 neighborhoods (including the majority of their own) who support Vertical alignment STILL outnumbered them by at least 8 to 1 at the 1/19 RRISD Trustees meeting.

Becky Buzzard and Jamie Lawliss had a meeting with Dr. Chavez today -- he asked them to come in -- and they found out that the RTW group that wants to move the Great Oaks kids back to McNeil is still working behind the scenes and still fighting to get us back. What hes hearing from the RTW folks is that ALL of the Great Oaks parents want to move back to McNeil, and Terri Romere is pushing for that among her fellow Trustees, saying that if everyone wants it, why not do it? Dr. Chavez called Becky and Jamie in to hear our side of the story, and they worked to convince him that there is a sizable Great Oaks group that wants to stay at Round Rock. Yes, the Boundary Committee voted to recommend the boundary plan that keeps the Great Oaks kids at RRHS, BUT remember that the Board of Trustees still has the right to reject the recommendation and do whatever they want. We need to fill the lecture Hall on Thursday night with parents in maroon. We need several people to speak on behalf of the Great Oaks community so that we can all clap and wave flags to express our support. The board also need to hear from families not yet at RRHS yet so they understand it is MORE than just those families already at RRHS that want to stay. This Thursday, January 19, lets meet at 7 pm in the RRHS Lecture Hall. When the Board comes out of closed session, they will hear the boundary committees presentation of their recommendation. I assure you that the McNeil RTW group will be there! We need to have a HUGE maroon presence with signs and flags like we had at last weeks committee meeting. The Board of Trustees are the ones who have all the power and many of these trustees have not been involved in what has been going on thus far. They need to hear and see us so that they are not swayed by Terri. Pass the word. We need everyone in favor of keeping us at RRHS sitting in the seats in MAROON on Thursday! Thank you in advance.
