Purpose
To provide a comprehensive 2011 Traffic Contact Data Annual Report for the City of Dallas and give an overview of statistical citizen contacts made by police.

Goals
Conducting a yearly analysis of Departmental statistical data helps to increase citizen confidence by:
Showing that the Department is in compliance with applicable Texas law on the collection of racial profiling data. Providing recommendations to ensure our department continues to follow state guidelines regarding racial profiling.

Racial Profiling Complaints


In 2011, the Dallas Police Department made 203,014 documented traffic contacts and responded to 580,689 calls for service. Out of these 783,703 documented contacts, only 14 (.001%) resulted in complaints being filed with the Internal Affairs Unit alleging racial profiling.

Review of Data
Lieutenant Mark Stallo, Planning Unit, conducted a review of the data, complaints, and training of the Dallas Police Department in regards to racial profiling. The analysis of the Dallas Police Department report showed that the Department is in compliance with applicable Texas law on the collection of racial profiling data.

A change in legislation regarding Racial Profiling (HB3389) effective January 1, 2010, requires all agencies to collect additional information on whether the officer knew the race or ethnicity of the individual detained prior to the stop. The Departments citations were updated to add fields to collect the required information.

The Department is committed to providing all information required and complying with the Racial Profiling Law. To ensure that the data collected is as accurate as possible, it is recommended that continued training of officers include understanding and distinguishing the difference between the Texas Driver License/Identification Card race/ethnicity codes and the codes to be used on the citations. Officers do not ask drivers for their race or ethnicity, but use the appropriate code based on observation only.

The Dallas Police Department has established procedures for accepting complaints regarding Racial Profiling from citizens, and provides public education relating to the process for filing such complaints through the Departments website (www.dallaspolice.net), Internal Affairs Division, and the Office of Community Affairs. DVR (Digital Video Recorder) Management Control provides accountability and review.
92% of all marked squad cars (849 of 926) are equipped with incar video cameras 93% of marked squad cars in Patrol (778 of 836) DVR Team conducted 149 reviews, which involved viewing anywhere from one to thirty-six recordings from involved units.
