Sustaining development through training

The Course on Governance in Local Government is to be held at the Ghana Institute of Management and Public Administration (GIMPA) in Accra, Ghana from the 16 th 27th May 2011. Course Objectives The Main Purpose of the Course is to:

Broaden the outlook of the participants and thereby improve their operational effectiveness; Expose participants to the principles of governance and leadership at the local level in order to make them more effective in local level governance; Enable participants to learn from other countries experiences in decentralization and local governance so that best practices can be learnt and replicated in their home countries.

Learning Outcomes By the end of the Course, participants should have:

Deepened their understanding of the principles of decentralization and local governance including checks and balances at the local level; A better appreciation of local level leadership skills requirements and human resource management and organizational behavior in local government; An understanding of local level policy making and the monitoring and evaluation of programmes and projects at the local level; An appreciation of how to use local governments to achieve local economic development; Understood procurement procedures and management as well as issues of procurement transparency and accountability at the local level; An appreciation of the role of civil society and other non-statist local level bodies in holding local governments to account; The capacity to propose reforms in their respective local government systems, incorporate principles of decentralization into them where these do not exist or to improve upon them where they do exist in order to make their local governments more effective, efficient and development-oriented.

Approach The learning process will engage participants through lectures, public sector visits, field trips, syndicate/group discussions and development/presentation of Action Plans.

Target Group Participants are expected to be District Managers or senior District Officers with a relevant educational background and at least 3-5 years of professional experience in local government. Application Procedure Application procedures are stipulated in Guidelines for Danida Fellowships which with the Application forms are available at the local Danish Embassy or can be downloaded from www.dfcentre.com or www.gimpa.edu.gh. The application form should be filled by the applicant and endorsed by the Danida programme/project and the Embassy Desk Officer in order to ensure that the training is within the framework of national sector plans for capacity development. The Embassy will forward the application form to the Danida Fellowship Centre. The deadline for submitting the forms to the Embassy is March 18, 2011. Certification A Course Certificate will be issued upon successful completion of the Course.

Curse Fee The course is co-funded by Danida Fellowship Programme. After selection of course participants, the Danida programmes/projects are charged a non-refundable amount of DKK 1,500 per participant per tutorial week. Total funding needs are DKK 3,000 (approx. USD 550). This includes study fee, accommodation and allowances. Core areas of research and facilitation are in human resource planning and staffing, development of HR strategy, Performance Appraisal, International Human Resource Management and Social Responsibility Practices of Multinational Corporations (MNCs) in the West African sub-region. Mr. Bright Oduro-Kwarteng: Holds two separate degrees in Political Science and Political Economy and a Master degree in Political Economy. He has been pursuing his PhD in Economics at the University of Greenwich (England) before he joined GIMPA. Mr. N. S.K. Danida Fellowship Centre and Ghana Institute of Management and Public Administration in brief Danida Fellowship Centre (DFC) is collaborating with the Ghana Institute of Management and Public Administration (GIMPA) to develop, manage and implement the course. The Danida Fellowship Centre (DFC) DFC manages and implements the Danida supported Fellowship Programme, which supplies training in support of capacity development in Danida supported development programmes.
