DRAFT RESOLUTION 1.

2 Sponsors: Lebanon, Palestine Liberation Organization, China, Egypt, Brazil Signatories: Turkey, India, Russia, Cameroon, Norway, Finland, Australia, Portugal, United Kingdom Palestinian Statehood Bid 2011 The General Assembly, Welcoming and encouraging the diplomatic efforts of the members of the General Assembly to bring about a comprehensive, just and lasting peace in the Middle East, Recalling all its previous relevant resolutions, in particular resolutions 242 (1967) and 338 (1973), Affirming a vision of a region where two States, Israel and Palestine, live side by side within secure and recognized borders, Alarmed at the reoccupation of Palestinian cities as well as the severe restrictions imposed on the freedom of movement of persons and goods, Expressing its grave concern at the continuation of the tragic and violent events that have taken place since September 2000, especially the recent attacks and the increased number of casualties, Emphasizing the need for all concerned members to ensure the safety of civilians, Stressing the need to respect the universally accepted forms of international humanitarian law, 1. Encourages the Security Council to initiate the admitting process of Palestine as full member state.

2. Endorses the recognition of Palestines full sovereignty over the West Bank, Gaza Strip, East Jerusalem and its holy sites, in particular the Al-Aqsa Mosque and the Dome of the Rock) 3. Applauds the mutual agreements of Israel and the Palestine Liberation Organization concerning the division of Jerusalem. 4. Designates the borders of the sovereign state of Palestine as those defined before the 1967s Six day War, borders also referred to as the Green Line. 5. Reaffirms the International Court of Justice`s advisory opinion that the construction of the Wall in Cisjordan is illegal. 6. Urges Israel to immediately cease the construction of the Wall of Cisjordan in all areas, dismantle parts already built and repeal any legislation of regulation relating to the Wall. 7. Encourages Israel to make reparations to Palestinians for damages caused by the construction of the Wall. 8. Requests the inhabitants of the current Israelis settlements to recognize the Palestinian sovereignty upon such territories. 9. Affirms the full implementation of the General Assembly Resolution 194 which states the right to return for the Palestinian refugees and the right to have their property restored, or receive compensation instead. 10. Designates an international fund for the construction of a safe corridor between Gaza and the West Bank with the especial collaboration of the European signatory countries, the United States of America, the Arab Republic of Egypt, the Russian Federation, the Republic of India, the Kingdom of Norway, the Federative Republic of Brazil and the Commonwealth of Australia. 11. Condemns the unlawful use of force by the Israeli army, in clear violation of the UN charter and customary international law which prohibits the threat or use of force in international relations. 12. Requests the enforcement of law abidance mechanisms in order to ensure that the Israeli authorities comply with the requirements of the international community

Urges, accordingly to the agreements of May 2011, the different Palestinian political representatives including but not limited to Fatah and Hamas to engage in further conversations in the hope to eradicate violence and ensure future peace and security within the region. 14. Recommends the establishment of an international observatory with the participation of both Palestine and Israel authorities, in order to guarantee peaceful and diplomatic relations between the country and hence in the Middle East.
