Q: A: Why was Campbell Avenue closed? An emergency declaration was issued on February 23rd to close Campbell Avenue. This recommendation was made based on ongoing issues with the utilities as well as concerns relative to the stability of the slope. Without a full understanding of these issues, conditions potentially posed a public safety threat.

Q: A: What is the cause of these problems? The initial sewer collapse appears to be the result of surcharging conditions, with high flows and velocities, experienced during the extreme weather in the Fall. The repair of the damaged utilities led to the discovery of other factors which raised concerns relative to the overall stability of the slope.

Q: A: What is causing delays in remediating the problems? In order to better understand the existing conditions for both the utilities and the slope, expanded geotechnical and utility investigations needed to be progressed. The Engineer recommended that further repairs to the infrastructure were placed on hold until the direction of the remediation measures was better understood.

Q: A: What problems need to be addressed prior to the re-opening of the roadway? The solution needs to address issues with the damage utilities as well as the conditions affecting the stability of the slope.

Q: A: How much is this project going to cost? The extent of the remediation work has not been fully defined at this time. As such, cost implications are currently being evaluated and will be taken into account with other factors such as the construction methods and the Citys ability to reopen the roadway. Upon completion of ongoing work tasks, further details will be released to the public later this month.

Q: A: Will FEMA assist with the funding of this project? The City is currently working together with FEMA on this project, as well as other projects resulting from Hurricane Irene and Tropical Storm Lee. A final determination of FEMA funding for this project has not been made to date. Remediation of the utilities and slope will need to be completed by the City for Campbell Avenue regardless of FEMAs decision on funding.

Q: A: When will Campbell Avenue be re-opened to the general public? The City hopes to have the roadway reopened by July, upon completion of the utility repairs. It is anticipated that the majority of the work required to stabilize the slope will be completed from the base of the slope. That said, temporary closures and/or limitations to traffic may be necessary to complete specific items associated with the slope remediation work.
