RELEVANT PREVIOUS DECISIONS Hendon Area Environment Sub-Committee on 23rd January 2012, Decision 8 under any other items that the Chairman decides are urgent, the Chairman noted that he had received communication from Councillor Hugh Rayner who had raised concerns of yellow line schemes in Bunns Lane and Deansbrook Road. The Highways Manager at the Sub-Committee noted that the locations had been investigated and Ward Members had been consulted on the identified measures.

CORPORATE PRIORITIES AND POLICY CONSIDERATIONS Introducing waiting restrictions in the borough will contribute to the One Barnet Plan and 2011 2013 Corporate Plan priority A Successful London Suburb by keeping traffic moving. The London Mayors Transport Strategy also addresses these areas through: Proposal 30: The Mayor, through TFL, and working with the London boroughs and other stakeholders, will introduce measures to smooth traffic flow to manage congestion (delay, reliability and network resilience) for all people and freight movements on the road network, and maximise the efficiency of the network. These measures will include c) keep traffic moving , e) Planning and implementing improvements to the existing road network, to improve traffic flow on the most congested sections of the network, and to improve conditions for all road users

RISK MANAGEMENT ISSUES I do not consider the issues involved are likely to give rise to policy considerations as the waiting restrictions would reduce congestion, and improve traffic flow and pedestrian safety by deterring obstructive parking I consider the issues involved may lead to some level of public concern from local residents and commuter type motorists who are customarily used to being able to utilise available kerb space. Therefore, the introduction of waiting restrictions could lead to displaced parking and/or adverse publicity. However, in the case of the Bunns Lane/Grahame Park Way proposal, reducing the opportunity of parking in close proximity to local transportation links could encourage the use of alternative modes of transport, such as cycles, walking and buses, thereby reducing the number of vehicles travelling through the area. It is not possible to mitigate entirely the risk that an accident or accidents may take place at this location after implementation of the measures, but it is considered that improving sightlines and access will minimise the likelihood of accidents occurring. EQUALITIES AND DIVERSITY ISSUES The introduction of waiting restrictions in order to improve traffic flow and road safety will benefit all road users equally and are not envisaged to disadvantage any members of the community.

USE OF RESOURCES IMPLICATIONS (Finance, Procurement, Performance & Value for money, Staffing, IT, Property, Sustainability) The introduction of new waiting restrictions would require an amendment to a Traffic Management Order. Statutory procedures require a public consultation to take place. Estimated costs for the necessary statutory process, including advertising, printing, lining work and officer time including consideration of any objections received and report writing are estimated to be 6,000 the. All costs will be met from existing EPR budgets. Waiting restrictions require periodic ongoing routine maintenance.

LEGAL ISSUES There are no specific legal issues to consider outside of the necessary statutory processes required to progress the intended actions. The Traffic Management Act 2004 places an obligation on authorities to ensure the expeditious movement of traffic on their road network. Authorities are required to make arrangements as they consider appropriate for planning and carrying out the action to be taken in performing the duty.

CONSTITUTIONAL POWERS Council Constitution, Part 3, Responsibility for Functions - paragraph 6.1 provides for Chief Officers to take decisions in consultation with the Cabinet Member concerned to discharge the functions allocated to them or dealt by them or their staff, except for matters specifically reserved for Executive Members, Cabinet meeting, Cabinet Committees, Committees or Council.

BACKGROUND INFORMATION Bunns Lane/Grahame Park Way NW7 In June 2011 the Council completed a scheme whereby all Free parking bays were converted to permit holder or paid for parking bays in the boroughs Controlled Parking Zones (CPZs). Subsequent to the changes being made to the Mill Hill CPZ, Councillor Rayner and TFL have reported that an increased level of parking is occurring on both sides of Bunns Lane between the junction of Woodcroft Avenue and the mini roundabout at the junction with Grahame Park Way which is just outside of the CPZ boundary. Bunns Lane has seen an increase in parking activity since the removal of the free bays in the adjoining CPZ by motorists, suspected to be commuters using the local transport links parking their vehicles throughout the day. Motorists are parking as close as possible to the current restrictions which is causing obstruction for larger vehicles including buses and commercial vehicles resulting in an increase in

congestion along this section of Bunns Lane. A site visit by Officers and Councillor Rayner confirmed that obstructive parking is detrimental to traffic flow. . 8.3 As a result of these observations, it is intended to propose and implement At Any Time waiting restrictions in lengths of Bunns Lane and Grahame Park Way, in order to improve traffic flow along these stretches of road: In addition, it is also proposed to extend the existing Monday to Saturday 8am to 6.30pm waiting restrictions in Bunns Lane for a short length. The proposal is shown on the drawing 21729/744 appended to this report. Councillor Rayner has since reaffirmed his views and support for the proposals. In particular, Councillor Rayner advised of his concerns regarding safety being an issue at this location. All Hale Ward and Mill Hill Ward Members have been consulted on the proposals Councillor Sury Khatri has confirmed his support for the measures. Banstock Road/Deansbrook Road/Edrick Road/Wenlock Road/Deansbrook Close, Edgware Officers have been aware that parking has been an issue for residents in the Burnt Oak area for some time. The roads are narrow and the properties are compact, particular concerns regarding the parking situation in and around Banstock Road were highlighted to the council by residents and local Ward Member Councillor Hugh Rayner. High levels of parking takes place throughout the day, often on both sides of Banstock Road and at junctions causing obstruction to sightlines and through traffic. This is especially a problem as there is a bend in Banstock Road and therefore following investigation it is considered that At any time waiting restrictions are required at the junctions of Banstock Road and Edrick Road, and Banstock Road with Wenlock Road in order to improve safety. Issues with obstructive parking occurring at certain junctions of Deansbrook Road, were also raised. Deansbrook Road is a busy road and a bus route. Parking in the most eastern section of Deansbrook Road can be mainly contributed to commuter type motorists, displaced due to the existence of waiting restrictions in the western section of the road. Therefore, it is also proposed to introduce At any time waiting restrictions at Wenlock Road, Edrick Road and Deansbrook Close at their junctions with Deansbrook Road, and at the junctions of access road fronting Nos. 53 to 75 Banstock Road in order to deter obstructive parking. Hale Ward Members have been consulted on the proposals with Councillor Tom Davey advising he has no objections to the plans, and Councillor Hugh Rayner reemphasising his support to the proposals, especially as the proposals would improve road safety. No response was received from Councillor Gordon.

CONSULTATION WITH CABINET MEMBER(S) The Cabinet Member for Environment has been consulted and has advised of his agreement to the actions outlined in 11. below.

That a statutory consultation be carried out on a proposal to introduce at any time waiting restrictions at the junctions of Deansbrook Road HA8 with Wenlock Road, Edrick Road and Deansbrook Close, and at the junctions of Banstock Road HA8 with Wenlock Road, Edrick Road and the access road fronting Nos. 53 to 75 in accordance with drawing no. 21729/744; and Subject to no objections being received the measures are introduced through the making of the relevant Traffic Management Orders; with Any unresolved material objections are dealt with by the Interim Director of Environment, Planning and Regeneration under delegated powers, in consultation with the Cabinet Member for Environment. That a statutory consultation be carried out on a proposal to introduce at any time waiting restrictions on certain lengths of Bunns Lane NW7 and Grahame Park Way NW7, and Monday to Saturday 8am to 6.30pm waiting restrictions on certain lengths of Bunns Lane in accordance with drawing no. 21729_748; and Subject to no objections being received the measures are introduced through the making of the relevant Traffic Management Orders; with Any unresolved material objections are dealt with by the Interim Director of Environment, Planning and Regeneration under delegated powers in consultation with the Cabinet Member for Environment.
