So apologies in advance =) Request for Proposal for Business Ethics Training for Health Care Cooperative January 24, 2011 Overview Health Care Cooperative (HCC) was founded in 1983 to provide business services for small- to medium-level health care providers in the areas of records management, patient billing, and compliance training. With offices in eight locations throughout the United States, HCC has been identified as an industry leader in our unique field and maintains a serious commitment to conducting our business affairs ethically and complying with all of the laws that govern our operations. Our training products for the Health Insurance Portability and Accountability Act of 1996 (HIPAA) has been nationally recognized for their ability to engage learners and effectively train workers in hundreds of small provider offices across the country. The company is built on five foundational principles that serve as the guiding force in our everyday operations:

Accountability = all employees will be answerable for their conduct and choices Honesty = truth is the only acceptable answer in all business and personal dealings Integrity = We will do what we say and say what we will do Openness = All employees will be forthright in their responses regardless of the question Respect = All employees are valued and treated with dignity and thoughtfulness

In an era where corporate scandals and personal wrong-doing is uncovered with a frightening degree of frequency, HCC is soliciting bids for ethics training for all senior- and mid-level managers throughout the company. Previously, mandatory ethics training was provided at the annual company meeting and managers and supervisors were expected to communicate key concepts to all HCC employees. In these sessions, leaders were provided excellent training with high-quality presentations and opportunities to collaborate with peers to discuss specific problems that surface in the company from time to time. However, due to rising costs of conducting an offsite annual meeting,[What was the cost of these annual meetings?] HCC is examining alternative

ways to simulate this training and communicate critical information to all employees and is offering this request for proposal to invite bidders to propose an appropriate solution to this problem. Leadership in business ethics is important to HCC since it speaks of who we are as a company and as individuals. As such, we are looking for an effective and affordable training solution that will prepare our employees for the every-day situations that they are likely to face. While it is expected that our ethics training product catalog [Does this refer to the final product, or something they already have?]may eventually contain a very wide variety of subjects, HCC believes that there are two areas that should be addressed initially: employee personal conduct (to include promoting a positive work environment and respecting others in the workplace) and appropriate use of company assets. HCC invites bidders to participate in a process that will result in an award for the best cost/value proposal to the stated problem. To accommodate this process, HCC proposes that the response be structured loosely as follows: [How long should the training be?] Section I Understanding of the Instructional Requirements The successful bidder will demonstrate a thorough understanding of the project requirements and articulate their approach to the solution. In the process, the bidder will, at a minimum, provide clear statements regarding: Re-statement of the problem and the bidders unique perspective on and proposed approach to the solution, including: Relevant background information A comprehensive list of proposed work tasks and project deliverables [Define deliverables] Explanation of the bidders plan to conduct further analysis of the learning needs within the constraints of the environment Development of target learner profile and plan for additional analysis (if required) [What is the client demograph?] A proposed technical solution (if required) to include: Learning solution hardware and software baseline requirements Post-implementation training support Courseware integration, testing and deployment Other operational support as required

Section II Project Management Plan Presentation of a comprehensive project management document will be part of the bidders response. The project plan should be developed with standard project management software and

will adhere to standard, commonly accepted principles and practices of project management. Included in the plan should be details regarding:

Presentation of an overall plan for timely delivery of instructional solution Plan to secure approval and authorization to proceed (ATP) Risk analysis / mitigation for project management concerns including schedule overruns Section III Initial Cost Proposal

The bidder will provide an initial cost proposal that will address the costs of fully meeting the requirements. At a minimum, the following should be addressed: A complete resource / cost breakdown to include: Personnel / cost to complete tasks, including the resource-to-task relationship Level of effort activities (as required) based on a 2080 hour labor year Management requirements and other overhead costs Indirect costs (if required) General and administrative (G&A) costs (where necessary and appropriate) Risk analysis / mitigation for potential cost overruns

Section IV Resource / Staffing Plan The successful bidder will present a comprehensive plan for providing the necessary resources to complete the work in a timely fashion and with the requisite level of quality. The resource / staffing section should, at a minimum, include information about the following: Summary of key personnel to include: Relevant work experience Educational background Bidder representations, certifications, and acknowledgements A complete list of project personnel requirements, to include contract personnel as required A view of resource management to include organizational charts, levels of management or leadership responsibility, etc. Risk analysis / mitigation for resource and staffing concerns

Section V Other Considerations Section V is comprised of a number of issues that may be addressed in the context of the response to this RFP. The following list is comprised of additional concerns that may be addressed:

Quality assurance procedures Implementation and testing procedures Program evaluation plan Measurement / estimation of return on investment (ROI) to include specific methodology for accurate measurement Progress meetings / formal presentation expectations to include: Schedule of the presentation Form / conduct of the presentation Meeting time allowed Bidders presentation team Minimum content of presentation Formal inspection / acceptance of final deliverable products
