AVANT-PROPOS
1) La CEI (Commission lectrotechnique Internationale) est une organisation mondiale de normalisation compose
de l'ensemble des comits lectrotechniques nationaux (Comits nationaux de la CEI). La CEI a pour objet de
favoriser la coopration internationale pour toutes les questions de normalisation dans les domaines de
l'lectricit et de l'lectronique. A cet effet, la CEI, entre autres activits, publie des Normes internationales.
Leur laboration est confie des comits d'tudes, aux travaux desquels tout Comit national intress par le
sujet trait peut participer. Les organisations internationales, gouvernementales et non gouvernementales, en
liaison avec la CEI, participent galement aux travaux. La CEI collabore troitement avec l'Organisation
Internationale de Normalisation (ISO), selon des conditions fixes par accord entre les deux organisations.
2) Les dcisions ou accords officiels de la CEI concernant les questions techniques reprsentent, dans la mesure
du possible, un accord international sur les sujets tudis, tant donn que les Comits nationaux intresss
sont reprsents dans chaque comit dtudes.
3) Les documents produits se prsentent sous la forme de recommandations internationales. Ils sont publis
comme normes, spcifications techniques, rapports techniques ou guides et agrs comme tels par les Comits
nationaux.
4) Dans le but d'encourager l'unification internationale, les Comits nationaux de la CEI s'engagent appliquer de
faon transparente, dans toute la mesure possible, les Normes internationales de la CEI dans leurs normes
nationales et rgionales. Toute divergence entre la norme de la CEI et la norme nationale ou rgionale
correspondante doit tre indique en termes clairs dans cette dernire.
5) La CEI na fix aucune procdure concernant le marquage comme indication dapprobation et sa responsabilit
nest pas engage quand un matriel est dclar conforme lune de ses normes.
6) Lattention est attire sur le fait que certains des lments de la prsente spcification technique peuvent faire
lobjet de droits de proprit intellectuelle ou de droits analogues. La CEI ne saurait tre tenue pour
responsable de ne pas avoir identifi de tels droits de proprit et de ne pas avoir signal leur existence.
La tche principale des comits dtudes de la CEI est llaboration des Normes
internationales. Exceptionnellement, un comit dtudes peut proposer la publication dune
spcification technique

La CEI 61463, qui est une spcification technique, a t tablie par le sous-comit 36A:
Traverses isoles, du comit dtudes 36 de la CEI: Isolateurs.
La prsente version consolide de la CEI TS 61463 comprend la premire dition (1996)
[documents 36A/48/CDV et 36A/56/RVC] et son amendement 1 (2000) [documents
36A/75/CDV et 36A/77/RVC].
Le contenu technique de cette version consolide est donc identique celui de l'dition de
base et son amendement; cette version a t prpare par commodit pour l'utilisateur.
Elle porte le numro d'dition 1.1.
Une ligne verticale dans la marge indique o la publication de base a t modifie par
l'amendement 1.

FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards. Their preparation is
entrusted to technical committees; any IEC National Committee interested in the subject dealt with may
participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization
for Standardization (ISO) in accordance with conditions determined by agreement between the two
organizations.
2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an
international consensus of opinion on the relevant subjects since each technical committee has representation
from all interested National Committees.
3) The documents produced have the form of recommendations for international use and are published in the form
of standards, technical specifications, technical reports or guides and they are accepted by the National
Committees in that sense.
4) In order to promote international unification, IEC National Committees undertake to apply IEC International
Standards transparently to the maximum extent possible in their national and regional standards. Any

IEC 61463, which is a technical specification, has been prepared by subcommittee 36A:
Insulated bushings, of IEC technical committee 36: Insulators.
This consolidated version of IEC TS 61463 consists of the first edition (1996) [documents
36A/48/CDV and 36A/56/RVC] and its amendment 1 (2000) [documents 36A/75/CDV and
36A/77/RVC].
The technical content is therefore identical to the base edition and its amendment and has
been prepared for user convenience.
It bears the edition number 1.1.
A vertical line in the margin shows where the base publication has been modified by
amendment 1.

INTRODUCTION
Sachant qu'il n'est pas toujours possible de dfinir avec prcision la svrit sismique au
niveau des brides des traverses, la prsente spcification technique propose trois mthodes
diffrentes de qualification. Ces trois mthodes sont galement acceptables. Si l'on ne connat
pas le spectre de rponse spcifi (SRS) au niveau de la bride de la traverse, on peut utiliser
une svrit (exprime en acclration) base sur des spectres de rponse normaliss au
niveau du sol pour raliser la qualification selon lune des trois mthodes dcrites ci-aprs.
En l'absence d'informations suffisantes sur les caractristiques de l'environnement, la
qualification peut tre fonde sur le calcul statique. En revanche, lorsqu'un matriel haut
niveau de fiabilit est ncessaire pour un environnement particulier, l'utilisation de donnes
prcises s'impose et il est alors recommand de faire reposer la qualification sur une analyse
dynamique ou sur un essai de vibrations. Le choix entre l'analyse dynamique et l'essai est
essentiellement guid, d'une part, par les performances des moyens d'essai par rapport la
masse et au volume du spcimen et, d'autre part, par la possibilit de rencontrer ou non des
non-linarits.
Lorsqu'on prvoit une qualification par analyse dynamique, il est recommand d'ajuster le
modle numrique en utilisant des donnes relatives aux vibrations (voir article 5).
Cette spcification technique a t prpare dans l'intention d'tre applicable aux traverses,
indpendamment de leur matriau constitutif. Toutefois, l'information contenue ci-aprs
s'adresse plus spcifiquement aux traverses en porcelaine. On peut appliquer cette
spcification technique aux traverses composites aprs ajustement adquat des paramtres
et des critres.

INTRODUCTION
As it is not always possible to define accurately the seismic severity at the bushing flange level,
this technical specification presents three alternative methods of qualification. The three
methods are equally acceptable. If the Required Response Spectrum (RRS) at the bushing
flange is not known, a severity (in terms of acceleration values) based on standard response
spectra at the ground level may be used to carry out qualification through one of the three
methods described in the present technical specification.
When the environmental characteristics are not sufficiently known, qualification by static
calculation is acceptable. Where high safety reliability of equipment is required for a specific
environment, the use of precise data is necessary, therefore qualification by dynamic analysis
or vibration test is recommended. The choice between vibration testing and dynamic analysis
depends mainly on the capacity of the test facility for the mass and volume of the specimen,
and, also if non-linearities are expected.
When qualification by dynamic analysis is foreseen, it is recommended that the numerical
model be adjusted by using vibration data (see clause 5).
This technical specification was prepared with the intention of being applicable to bushings
whatever their construction material. However, the information contained hereafter is more
specifically directed to porcelain bushings. The application of this technical specification to
composite bushings can be done after appropriate adjustment of parameters and criteria.

Scope
This technical specification is applicable to alternating current and direct current bushings for
rated voltages above 52 kV, mounted on transformers, other apparatus or buildings. It is
accepted that for bushings for rated voltages less than or equal to 52 kV, due to their
characteristics (resonance frequency greater than 25 Hz) seismic qualification is not required.
This technical specification presents acceptable seismic qualification methods and requirements to demonstrate that a bushing can maintain its mechanical properties, insulate and carry
current during and after an earthquake.
The seismic qualification of a bushing is only performed upon request.
