The purpose of this Site Fire Safety Plan is to ensure that the construction activities on site are undertaken to the highest standard of fire safety thereby affording the maximum level of protection to the occupants, the neighbours and the workforce and all permanent and temporary buildings on and adjacent to the site.

Health and Safety Co-ordinator 1. Ensure nominated fire personnel are adequately trained. 2. Apply for a Fire Certificate for the temporary site offices as required by Fire Certificates [Special Premises] Regulation 1976. 3. Liaise with the Fire Brigade to ensure that they have a knowledge of the site layout and that suitable access is available for fire appliances. 4. Regularly review the requirements for fire prevention and protection within the project structures as construction progresses. 5. Generally ensure that BENSONS and its Contractors are operating to the requirements of this Site Fire Safety Plan. Site Fire Safety Co-ordinate/Deputy Fire Co-ordinator 1. Arrange Fire Marshals to cover temporary site buildings and project structures, including sub contractors temporary offices. 2. Check the temporary offices and project structures to ensure that Fire Certificate requirements are maintained. Ensure that extinguishers are available within temporary and permanent buildings and are carried on all mechanically propelled site plant. 3. Ensure that the locations of the fire hydrants and risers are identified. 4. Ensure implementation of the Hot Work Permit System, issued by the Site Manager. 5. Ensure that waste is correctly disposed of, that is, that sufficient skips are correctly located and regularly emptied. 6. Ensure that all HFL's and LPG's are stored in the correct containers and in an identified compound. 7. Where floors of temporary site buildings are above ground level, the space beneath must be enclosed by wire netting or similar. 8. Arrange a fire drill for the temporary site buildings and project structures at least once every 6 months. 9. Carry out weekly checks of equipment, alarms, escape routes etc. 10. Ensure that emergency procedures are available for all areas and the emergency exit routes are clearly identified. 11. Liaise with Client/client representatives to ensure effective measures to minimise the risk of arson. 12. Regularly review the requirements for fire prevention within the project structures as construction progresses. 13. Generally ensure that BENSONS and its Contractors are operating to the requirements of this Site Fire Safety Plan. Fire Marshals 1. Receive basic fire training. 2. Assist in fire drills. 3. Ensure that in an emergency, everyone evacuates immediately to an assembly area, and that all offices or areas of work are checked. A 'roll call' of all personnel should then take place.

In the case of a real situation fires are only to be tackled if they do not present risk to life. 5. Be aware of the requirements of this Site Fire Safety Plan and review fire prevention measures as the works progress, within your areas of responsibility. 6. Sub-Contractor areas of work and offices will be inspected, for compliance with the requirements of this Site Fire Safety Plan, during the Weekly Safety Inspection conducted by the Site Manager. Fire Safety Liaison Meeting 3 Any fire safety concerns raised by the Client will be discussed at the management meeting which will be held on a weekly basis.

(Hand bells, whistles, klaxons or manually operated sounders will only be installed as long as they are clearly audible above background noises in all areas and can be readily identified as being a fire alarm). Agreed written Emergency Procedures including the Site Evacuation Procedure will be displayed in prominent locations and issued to all BENSONS Construction staff and Sub-Contractors on site. In the event of a Evacuation the appointed person will take charge and his procedure will be followed. Clear access to the site and buildings will be maintained at all times. Security will be briefed to unlock site gates and temporary and permanent locked doors in the event of an alarm sounding.

Clear signs will be installed and maintained in prominent positions indicating the locations of access routes, fire escape routes and positions of dry riser inlets and fire extinguishers. The procedure to be followed in the event of a fire is detailed on the Fire Ready Plan attached as Appendix 2.

TEMPORARY BUILDINGS
5.1 A fire certificate application for temporary site offices will be made to the Health and Safety Executive as required by the Fire Certificates [Special Premises] Regulations 1976. 5.2 Where floors of temporary buildings are raised above ground level, the space beneath will be enclosed to prevent accumulation of rubbish, whilst still allowing under-floor ventilation. No combustible materials will be stored under any temporary building. 5.3 Heaters for use in temporary buildings will be fixed to walls, fitted with securely fixed metal guards and maintained in a sound condition. 5.4 Coat stands and drying racks must be firmly positioned at a safe distance from heaters, which should be thermostatically controlled and have enclosed elements. 5.5 A "NO SMOKING" policy must be established in areas where fire hazards exist, e.g. refuse areas and storage areas containing combustible materials, flammable liquids, gas cylinders, foam plastics, fibreboard or timber. "NO SMOKING" notices will be displayed. 1. All heaters and cooking appliances must be properly installed and adequate ventilation provided.

HOT WORK
6.1 6.2 A Hot Work Permit system has been implemented. Permit will be issued by the Site Manager. Before starting hot work, the area must be cleared of all loose combustible material and, if work is to take place on one side of a wall or partition, the opposite side must be examined to ensure no combustible material will be ignited by conducted heat. Suitable extinguishers of appropriate type must be at hand with a careful watch being maintained for fire breaking out whilst work is in progress. Exposed combustible material which cannot be removed must be covered with a Fire Blanket or other non-combustible material. When welding, cutting or grinding, the work area must be suitably screened using non-combustible material. Gas cylinders must be secured in a vertical position and fitted with a regulator and flashback arrester. For roofing works, gas cylinders must be kept at least 3 metres away from the boiler and burner and at least one fire extinguisher must be to hand. The area of any hot work must be thoroughly examined one hour after the work has finished. A hoarding and security fence has been erected around the perimeter of the platforms and sites respectively. Flammable liquid stores, liquefied petroleum gas cylinder storage and combustible material stores must be fenced or otherwise suitably protected. Illumination of the site will also be undertaken as an additional deterrent to unauthorised access.

8.0
STORAGE
8.1 Site Storage of HFL and LPG 1. HFL and LPG cylinders will be stored in open compounds which are securely fenced shaded from the sun. Stores containing HFL will be surrounded by a bund sufficient to contain the maximum contents of the largest drum stored, plus 10%, and will not be allowed to fill with water or waste material. 2. Where it is necessary to store flammable liquids and gases. in circumstances other than as. above, the quantity stored must be kept below 50 litres or half a day's supply, whichever is the lesser . The containers will be kept in a store, cupboard or bin which is of fire resistant construction. 3. Storage areas will be sited at least 10 metres from permanent and temporary buildings. Containers will not be stored within 4 metres of any building or boundary fence unless the boundary is a wall with at least 30 minutes fire resistance. In the latter case, containers and drums should be at least 1 metre below the top of the wall. 4. Products which could add to the intensity of a fire, e.g. oxygen, or to the toxic hazard in the event of fire, e.g. chlorine, must not be stored in the same compound as HFL and LPG. 5. Appropriately worded warning signs e.g.. HIGHLY FLAMMABLE LIQUIDS, "NO SMOKING" and "NO NAKED LIGHTS" must be boldly displayed at the entrances to stores. 6. The floors of HFL and LPG cylinder stores will be level with a suitable hard standing provided for the delivery and dispatch of cylinders. The area must be kept clear of all flammable materials, weeds and rubbish. 7. Any electrical fittings therein, e.g. lights and switches, must be intrinsically safe. 8. Adequate numbers of extinguishers appropriate to the hazard will be sited at storage area entrances. Waste Materials 1. Good housekeeping will be maintained. All waste, packing materials, wood, shavings and oily rags will be regularly removed. Special attention will be paid to corners, bases of shafts and other out-of-the-way places. 2. Unwanted materials from the more open areas of a site must also be collected at regular intervals. 3. Separate metal bins, with close-fitting metal lids, must be provided for oily rags and other combustible waste. 4. All collected waste materials awaiting disposal must be kept in an area away from temporary buildings, stores or equipment. 5. All dry vegetation will be cleared regularly. 6. Rubbish will not be burned on site but will be removed by a certified waste removal company.

9.4 Where possible, main switches, other than those controlling security lights, will be turned off when work ceases and all equipment unplugged when not in use. 9.5 All gas supplies will be installed by a Council of Registered Gas Installers. [CORGI].registered gas fitter. 9.6 Gas supply to appliances must be by fixed piping or armoured flexible tubing.. Gas cylinders will be located outside buildings, secured and protected from unauthorised interference. Gas appliances will befitted with control taps. 9.7 LPG connected to an appliance by flexible link should only be installed by a competent person.
10.0 PLANT
10.1 Fuel tanks must not be filled whilst engines are running. 10.2 Compressors will be housed singly away from other plant. 10.3 Plant and equipment must be protected against accidental impact. 10.4 Air intakes must be situated so that the air is cool, uncontaminated and free from flammable gases or vapours. 10.5 Where appropriate, sand trays should be provided to absorb drips of fuel or lubricant. 10.6 All mechanically-propelled site plant will carry an extinguisher.

cover is available for checking of areas and rooms when an evacuation procedure is underway. Staff and Sub-Contractors will walk directly to the Fire Assembly Point where a 'roll-call' will be made. Staff and Sub-Contractors will only return to their place of work when permission to do so has been given by the Site Fire Safety Co-ordinator.
