Standard for Electrical Safety Requirements for Employee Workplaces Requisitos de Seguridad Elctrica Estandarizados para el Taller de Trabajo

The new standard of rules established by OSHA, NEC and NOM-001-SEDE-2005 covers: Wires and electric equipment installed on buildings and other structures, including RVs, yards, shows or carnival areas, parking lots, and other sites, as well as industrial electric substations. Wire conductors that travel from the power supply to the equipment mentioned above. Other conductors in the exterior of the facilities previously mentioned.

Answer: All conductors to be installed have ANCE and UL certificates. New consolidated rules are divided in four classifications: Part I: Facility security requirements. Part II: Work practices related to security. Part III: Maintenance requirements associated to security. Part IV: Security requirements in specialized equipment.

NFPA 70E Part 1, Sec. 1-3.1


NEC and NOM do not require certification of electrical equipment by independent third party labs. OSHA requires the certification of electrical equipment by independent third party labs for security of personnel using this equipment. NFPA 70E abides OSHA version.

For electric equipment to be installed in BOMBARDIER MA-2 the next procedure will be followed:
Evaluate wiring according to NFPA 70E. Evaluate to be installed equipment based on plate and instructions. List every appropriate standard for equipment. (Authority with jurisdiction is responsible for deciding and determining the adequacy of any non-valuated or certificated equipment by a nationally recognized or qualified testing laboratory, UVIE) Answer: Indications and recommendations from the manufacturer of the equipment to be installed will be followed, for which the equipment must have ANCE, NXM, NOM and UL certifications. Strength and durability of all mechanic components and wiring must be appropriate for the protection of all included elements. Answer: Electric equipment with UL certificates.

Insulation must be according to 310-13 Table from NEC or NOM-001-SEDE-2005, and its load in amperes as in 310-16 Table from NEC or NOM-001-SEDE-2005, for 2000 Volts or less systems. Insulation must be tested with an appropriate resistance meter (MEGGER) Answer: Wiring with certification to be installed, and for its deliver tests will be made with equipment indicated at this point (MEGGER). Equipment and insulation must be capable to operate under normal or abnormal conditions that may confront [NOM and NEC 310-10, 110-14 (c) (1) and (c) (2)] Answer: Indicated by equipment manufacturers test sheets within their quality standard.

Required Procedure
Equipment capable to generate electric arcs will have shields, etc. suitable to suppress their effect and limit its capacity to induce burns (NEC and NOM 110-18) Answer: Equipment that can generate electric arcs are circuit breakers when operating with load, for which they count with arc extinction chambers and has with metallic boxes for safeguarding. These metallic boxes cannot be opened if the circuit breaker is energized. All elements capable of emitting sparks, arcs, flames or melted metal will be contained and effectively separated from flammable materials. Answer: Project provides installation for equipment only on specified areas for their operation, electric rooms and are considered restricted areas, where there is only electric equipment and no one but qualified staff is allowed to enter. Also, no other use inside restricted areas is permitted. Equipment and all components will be classified by type, size, voltage, current capacity and specific use. It will be verified that type, size, voltage and load to which equipment is exposed does not exceed design criteria (NEC and NOM 90-7 and 110-3(b) and OSHA 1910.399) Answer: Selection of all equipment and devices are based on NOM-001-SEDE-2005 and NEC. Energized parts of equipment operating at 50 Volts or more will be protected against touch by approved safeguards and other effects that contribute to security of personnel that use or may come in touch with the equipment. (NEC 110-27) Answer: Equipment to be installed already has these considerations in their manufacturers design, UL.

Calculation examples from the project following recommendations from NFPA 70E
Insulation integrity. Part I, Sec 1-3.3: All wiring must be free from short circuits, ground faults, ground currents or leaking current. Answer: Conductors from same circuit in same pipe or duct will be isolated with the same material. Isolation material will be tested with appropriate equipment (MEGGER). Interrupting Capacity. Part I, Sec 1-3.4: equipment must be capable of tolerating with no damage fault currents available on their electric point and not only nominal currents. Answer: It is demonstrated with short circuit calculations described in calculations report from project. Based on this, interrupting capacities from all circuit breakers are selected to have them coordinated.

Impedance and other circuit characteristics. Part I, Sec 1-3.5: Relays and fuses will operate instantaneously under fault conditions with the purpose of protecting wires, components and equipment without damage.

Answer: Relays and fuses have been calculated on the project based on NOM-001-SEDE-2005 and NEC.

Disconnecting means identification: Part I, Sec. 1-7


All distribution panel directories must be filled precisely and complete, indicating serviced loads and their location. Switches, relays and fuses will be identified same as the equipment they supply power. Identification marks must be printed and painted. Stickers, crayons, ink or chalk or any other nonpermanent method are not accepted. This rule is retroactive besides being required in every new or modified system.

Answer: Identification of panels, circuits and feeders is included in the extent of this project.

Part I, Sec. 1-8: Workspace in front and in sides of electric equipment.


This sections defines multiple requirements that affect space surrounding equipment including front, up, both sides, behind, connections between equipment, use for storage, number of exits, lighting, spaces dedicated to equipment, hanging overhead lights, exterior spaces, safeguards, height protection, chain link fence, damage prevention, warning signs, etc. Answer: In panel distribution in electric room, distances indicated in NOM-001-SEDE-2005 and NEC were respected.

Chapter 2: Wiring Design and Protection


Wire identification by color: NFPA 70E Part I, Sec. 2-1.1 = OSHA 1910.304 (a) (1). Polarity of conections: NFPA 70E 2-1.2 = OSHA 1910.304 (a) (2) Identification of phases and voltage by colors: Sec- 2-2.1 Receptacles and conections by electric cord: Sec. 2-2.2. Specific rules during operation and use. i.e. grounding, replacement, GFCI, etc. Protection against overload: 600 Volts or less.

Answer: All wires will follow color identification and marking as requested by project specs, as well as requirements from NOM-001-SEDE-2005 and NEC.

Part I, Sec. 2-5.1. Example. Calculation of protection for branch circuit with continuous load of 68A with 75C terminals.
Calculation: NEC 210-19 (a) 68A x 125% = 85A NEC 110-14 (c) (2) (b) 85A can be ended at 75C NEC 310-10(2), 310-16 85A require #4 Cu NEC 240-3(b); 240-6(a) #4 Cu = 85A, 85A Therefore, an element of protection of 90A is required. Conductors would be No. 4 THWN copper with 90A protection. Answer: Under this procedure conductors were calculated for branch circuits, feeder circuits, feeders for MCC (Group of Motors) and wire for motor branch circuits as indicated in NOM-001-SEDE-2005 and NEC.

Example: What fuses without time delay are needed to start and operate a 40HP motor, at 460 Volts three phases, design type B? Full Load Current: NEC 430-6 (a) (1); 430-150 Table: For 40HP current is = 52 A Applicable Percentage: NEC 430-52 (c) (1); 430-152 Table=300%; Minimum Size = 52A x 300% = 156A Applicable Size: 156A requires 175A protection. Fuse without time delay selection: minimum size 150A and recommended is 175A which doesnt exceed 400%.

Answer: In this project fuses wont be used as protection devices, there will only be circuit breakers, which have been selected based on the calculation procedure indicated in NOM-001-SEDE-2005 and NEC. This procedure is the same as the one described above except for the adjustment percentage.

Part II, Sec. 2. General Requirements to perform electrical work


This section establishes requirements to work near energized or non-energized circuits that require labeling or security blocking before service. Indicates equipment requirements or protection clothes to certain voltage levels, as well as appropriate maintenance rules. See tables and listings page 51+ NFPA 70E. Establishes when it is accepted the requirement of working with energized wiring instead of removing it. Answer: Most of our work is performed with panels being disconnected from power, because it is completely under the process of building. Work with energized parts only takes places when doing tests, and for them all of the procedures listed here will be followed.

Safety Considerations:
Deenergize and block or label, or both, the equipment disconnecting mean when otherwise the worker would have to act at the risk of electric shock or burns because of electric arcs. For work to be allowed in energized components the security officer will have to demonstrate that in cannot be deenergized because: 1. Design or operation reasons. 2. Greater risks would be introduces.

Answer: This stage will correspond to maintenance personnel.

Exceptions for deenergizing Sec. 2-1.1.1


Equipment operating at 50 volts or less wont be inactivated unless there are risks of arcs o explosions exposure. Answer: Maintenance stages, doesnt apply to constructive processes.

2.1.1.1, Note 1: Increased Risks


Life support equipment interruption. Essential alarm systems deactivation. Essential ventilation equipment disconnection. Inactivation of needed lighting. Increased possibility of accidents.

Part II, Sec. 2-1.1.1.3 Establishing safety conditions.


Identify any potential source of power in diagrams or labels. After cutting off the flow of electricity disconnect all sources. Visually check, if possible, that disconnecting means have operated properly.

R= Los Interruptores estan calculados y diseados para extinguir, soportar y proteger a los operadores de estos eventos que se presenten, siempre y cuando los operadores sigan los procedimientos indicados por esta norma en su operacin, trabajos de mantenimiento y/o cambios del proyecto. Parte III: Requisitos de Mantenimiento en Equipos Todo mantenimiento a equipos elctricos tiene que ser provisto por personas calificadas: Una familiarizada con la construccin y operacin del equipo y los riesgos asociados al mismo: Parte I-2.1 Establece requisitos de espacio de trabajo, aterramiento, ligaduras elctricas, uso de equipos de seguridad, espacios, rotulaciones de componentes y circuitos y advertencias para los distintos equipos a ser atendidos. Tambin establece condiciones para reemplazo de equipos en condiciones normales o peligrosas y precauciones. R= Aplica a etapa de mantenimiento.
