1. INTRODUCTION 1.1 Nakheels Commitment to Quality Property

Nakheel believes that its developments are more about people than property. Nakheel is thus committed to the development of landscapes in their property that is constructed to the highest standards of living and that provides its occupants with a healthy, enjoyable and sustainable environment. This commitment involves joined efforts by all stakeholders to ensure pleasant community atmosphere through quality landscapes that provide amenity and added value to property while enhancing the ecosystem and conserving its precious resources. To ensure that this commitment is met, Nakheel has thus established the Landscape Management Regulations (LMR) that seeks to: Guarantee highest standard procedures are followed by Landscape Contractors during execution of Landscape Projects in Nakheel properties. Provide a comprehensive list of acceptable materials to be used in Nakheel projects. Ensure full compliance with drawings, specifications and general terms and conditions of the contract. Ascertain that minimal impact or disturbance is inflicted on other stakeholders in the property. Identify key construction issues during the course of project execution and learn from it for future developments. Promote sustainable development by implementing programs and technologies that promote pollution control, resource conservation and ecosystem monitoring, research and enhancement; It is our belief that all tenants want to live in and enjoy a clean and pleasant environment. Nakheels commitment to safe, clean, enjoyable and livable communities means holding all people involved accountable for delivering and maintaining this quality. Consistent with this philosophy, a penalty system is described in Section 6. The purpose of the penalty system is to promote compliance with the guidelines and thereby protect quality within and around Nakheels developments.

1.2 Regulation Objectives

The main objective of this regulation is to ensure that all contractors in Nakheel projects are in accordance with existing regulatory requirements. In particular the primary goals of the regulations are to: Formulate comprehensive work instructions and material specifications to be adopted by contract personnel for the protection of the quality of deliverables, Take action to eliminate or minimize risks of harm to local ecosystems, Assure the protection of the environment based on sustainable development principles, Provide a better quality of life for tenants and visitors to the completed development, Develop a system for implementing the regulations.

It is recognized that these regulations will be subject to periodic review when necessary. This review shall allow the incorporation of any unforeseen operational changes, especially during the early stages of occupation of the various projects in addition to incorporating up-to-date technologies and techniques.

1.3 Complementary Policies and Guidelines

These regulations are complementary to, but do not substitute, the following corporate regulations and guidelines when applicable: Nakheel Environmental Guidelines 1, 2, 3 and 4 Ports, Customs and Free Zone Corporation (PCFC) Environment Control Rules and Requirements Third edition 2003; PCFC Health and Safety Regulations and Standards Second Edition 2003; Jebel Ali Free Zone (JAFZA) Planning & Construction Planning Regulations Third Edition, 2003; Dubai Municipality Technical Guidelines various guides and versions.

1.4 Definitions
The terms applied in this policy are defined as follows:

Tenant: Party or parties residing on or occupying the property (Residential and Commercial). Nakheel Authorities: Nakheel Environment and Landscaping Department (NELD).
All other authorities including Dubai Municipality (DM) and the Group Environment, Health, Safety and Security (EHSS) Department of the Ports, Customs & Free Zone Corporation shall be contacted through NELD.

Local Authorities: Local government authorities including DM, DEWA, Ministry of Agriculture and
Fisheries, FEA, etc.

Schedule of Penalties: List of fines per respective violations to this policy. Engineer: Client/Client representative Site Supervisor/Engineer. Staff: Contractors Manpower on the site Personnel: Contractors Employee on the site

2. PREQUALIFIED LIST OF LANDSCAPE CONSULTANTS AND CONTRACTORS

Nakheel follows standard PCFZ procedures in tendering for its projects. All consultants / contractors have to be prequalified and approved by Nakheel. Appendix A lists prequalified and approved consultants / contractors for Nakheel projects.

3. SOFT LANDSCAPE 3.1 Planting Materials: 3.1.1 Soil:

Soil shall be obtained from well-drained arable land. It shall be free draining, non-toxic and capable of sustaining healthy plant growth. Soil shall contain very limited amounts of minerals and dissolved salts deemed toxic or harmful to plants and their growth including carbonates and bicarbonates, chlorides, sulfates, heavy metals, etc. The total level of such material (TDS) shall not exceed 250-350 ppm. Soil shall not contain subsoil, refuse, roots, noxious weeds, phytotoxic materials, rocks, sticks, brush, litter, construction debris or any other deleterious materials. The soil shall have the following characteristics: 1. PH to be 6.0 to 7.5 of saturated soil. 2. EC < 2500 mmhos in saturated extract. 3. Chlorides < 220 ppm in saturated extract. 4. Sulphates < 15 ppm in saturated extract. 5. Sodium Adsorption Ratio (SAR) < 5%. 6. Nitrates < 75 ppm in saturated extract. 7. Phosphorus 10-25 ppm in 1.5 % ammonium nitrate, 1 hour shake. 8. Potassium 100-400 ppm in 1.5 % ammonium nitrate, 1 hour shake. 9. Magnesium 25-100 ppm in 1.5 % ammonium nitrate, 1 hour shake. 10. Boron < 1 % ppm hot water soluble. 11. Free carbonates < 0.5 % air dried soil. 12. Exchangeable Sodium < 15 % in neutral normal ammonium extract. 13. Organic matter in the form of sphagnum peat shall meet the recommendations set by the suppliers of the soil moisture amendments. 14. Percent composition as follow: Sand (2 mm to 0.05 mm) 70-85% max. Silt (0.05 mm to 0.002 mm) 25-30 % max. Clay (< 0.002mm) 5% max.

3.1.2 Potting Soil / Compost:

Compost shall be of highest potting soil quality from a source approved by UAE Ministry of Agriculture and Fisheries and/or Dubai Municipality.

3.1.3 Organic Fertilizer:

All organic fertilizers shall be balanced and certified fertilizer with 40-50% Organic Matter (OM), PH 6-7, smell- free and retains moisture up to 30% of its weight. It shall be heat treated and free of weeds, nematodes, Fusarium, bacteria and any other harmful micro- organisms. Samples of organic fertilizer to be used must first be submitted to NELD for approval or must be supplied from the following approved suppliers:

The organic fertilizer shall be applied as per the following quantities:

Palm pits 35 Kg (Post-application) Shrubs 5 Kg / shrub

Trees 25 Kg / tree pit. Ground cover shrub and turf beds: < 8 Kg / m2.

3.1.4 Peat moss:

Peat moss shall be coarse white or brown sphagnum peat conforming to BS 4156, free of woody materials and of mineral matter as sulfur and iron and shall have a PH value between 4 and 5 and delivered air free. Organic matter is 95-99 weight % (dry) and has a water holding capacity between 45-55%.

3.1.5 Soil Moisture Retention Additives:

The use of Soil Moisture Retention Additives is highly encouraged as water conservation is a priority. In the Tender process, use of those additives shall be guaranteed by the tenderer in terms of a percent irrigation water use reduction over a specified period of time. Approved amendments shall acquire the following: Provide soil with high water holding/ retention/ absorbing capacity particularly in sandy and saline soils when incorporated in them. Have a quick soil wetting ability and a long lasting (at least 5 years) stability in the soil resisting fast natural degradation processes. Be environmentally friendly with no short or long term impacts on the environment, non toxic and non-hazardous to any ecosystem, soil organisms, humans, animals and underground water.

Shall not contain levels of any element above those specified in the rules and regulations of local authorities particularly heavy metals.

Not hinder plant nutrient uptake or interfere with / affected by application of fertilizers, pesticides or any treatment whether chemical or biological.

Belong to one of the following categories: 1. Organic co-polymers, 2. Acrylamides, 3. Acrylic polymers, 4. Volcanic ash/Basaltic volcanic parent material, 5. Amorphous silica or 6. Coated silica.

Have a minimum absorption capacity of 75-100 ml water/ gm of material with a minimum of 85-90% available as plant water.

Reduce irrigation water consumption by a minimum of 45%.

The following products have been tested and approved by NELD. Any product suggested by contractors must obtain approval by NELD before application. Contact details of suppliers of those materials can be obtained from NELD:

3.2 Plants: 3.2.1 Type of plants:

Precaution is taken to ensure a harmonious integration among selected plant species as well as their layout in the Masterplan design. The design allows for organic blending between public and private landscapes which while preserving a congruent feeling in the outer / public landscapes, it provides the freedom for choice in the inner / private landscapes. Accordingly, strict compliance shall be followed with the specifications in terms of species, dimensions, age and conditions of recommended plants. The use of local indigenous species is preferred and recommended to consultants; however, the introduction of new adaptive species that add variety and value is encouraged. Appendix B lists an array of adaptive plant varieties. Contractors shall ensure that: Avoiding the use of plants sensitive to local weather condition or reducing them to minimum. For example Rhoeo discolor and Lantana camara are both sensitive to high temperature and wind. Avoiding the use of Spiny plants such as Yucca & Agave at the pedestrian crossing and walkways.

3.2.2 Specifications:
The following specifications shall be met for each plant category: Palms, Ornamental Trees and Shrubs: All trees/shrubs shall be obtained from an approved source. Height and girth of trees/shrubs shall match the specifications in the tender documents. Trees/shrubs shall have a clear straight stem. Trees/shrubs shall have at least 3-4 main branches. Stakes that are painted green shall support all plants. All plants shall be held to stakes by ties of fabric webbing with a UV resistant plastic adjustable buckle. All saw cuts shall be clean, free from any ripping or splitting and shall be trimmed smooth after cutting. Trees/shrubs to be well balanced and well formed sound, vigorous, healthy and free of disease, sunscald, abrasion, harmful insects or insect eggs and with a healthy, un-broken root system. Only nursery-grown plants shall be used. All trees/shrubs shall be container grown with the exception of mature palms. Shrubs shall be multi stemmed.

Ground Covers, Seasonal Flowers, Cacti & Succulent Plants: All plants shall be evenly balanced to allow equal growth in all directions and have fully developed root system and leaves. Ground covers shall be multi-stemmed. Seasonal flowers for Autumn/ Winter planting shall be hybrid variety and include but not limited to: Petunia Ageratum Gazania Marigold Antirrhinum

Seasonal flowers for Spring/ Summer planting shall be hybrid variety and include but not limited to: Lawns: In general locations, stolons of lawns shall be of a salt tolerant variety such as Paspalum Celosia Zinnia Portulaca garandiflora Vinka rosea Gazania

vaginatum or saltine or any other variety that is more stress tolerant. Sprigs shall be 50-75mm
length with 3-6 buds. Bermuda grass shall be used in Golf courses as per exact consultant specifications.

3.3. Health Conditions:

All plants shall be vigorous and healthy. Plants and materials to be incorporated in the planting process shall be free of pest and diseases and sourced from certified locations.

3.4 Planting: 3.4.1 Planting Medium and Soil Mixing:

Soil components of the planting medium (section 3.1) shall be mixed thoroughly and evenly and specified soil additives shall be added at the specified rates and mix. The medium shall be mixed mechanically by an approved method to create a homogeneous mixture. The planting medium should be mixed prior to placement and stockpiled on site for test sampling and approval.

3.4.2 Planting Sequence: 3.4.2.1 Bed Preparation:

Prior to spreading of any soil mix, the sub-grade shall be raked, leveled and cleared of all debris and rock to reveal a smooth clean sub-base at levels required to accommodate the specified depths of soil and specified mulch (such as bark mulch).

3.4.2.2 Grading:
Soil shall be installed at the rates specified, and when reasonably dry and workable, graded to smooth, flowing contours with all minor hollows and ridges removed. Soil mix to be spread at levels to accommodate specified mulch where required. Final grades should not be deviate more than +/- 25 mm from the finish grade specified.

3.4.2.3 Setting Out:

Stake out the outline of planting areas, ground cover beds and individual trees and shrubs locations.

3.4.2.4 Planting Pits:

All plants shall be established in special beds (Lawns, Ground Covers and Seasonals) or pits (Trees, Palms, and Shrubs). The pit/bed shall be large enough to take the plant root ball and shall be thoroughly watered prior to planting. In offshore projects (Example The Palm, The World, Dubai Maritime City, Umm Suqeim Beach, etc.) all trees shall be established in containers or pits lined with a Geotextile material (non-woven Geosynthetic) laying on all sides of the pit and extending to the pit bottom. The lining shall minimize the amount of water draining into the underground aquifer (and consequently the adjacent coastal/beach waters) and at the same time prevent fluctuating tidal underground water to drawn the root zone with toxic saline waters.

Typical geotextile material shall be Gauge 500 - 1000 Terram, Fibertex or equivalent brands. Figure 1 show recommended planting pit and bed specifications for plants in Offshore Projects. Planting beds and pits shall have the following sizes: Palm pits Tree pits Large shrub pits Shrub beds Ground cover beds Lawn areas 1500x1500x1500 mm 1200x1200x1200 mm 500 mm deep 500 mm deep 300 mm deep 300 mm deep

3.4.2.5 Backfilling:
Pit/beds shall be backfilled and watered to eliminate all air pockets until final soil level is reached.

3.4.2.6 Edging:
Plastic edger shall be used, where gravel/pebble areas are in interface with planting/ sweet soil areas. It shall also be used to separate lawn areas from ground cover, mulch, or shrubs areas. Material shall be 3.5 - 4% Carbon Black for UV stabilization, Height: 10-15 cm and Wall Thickness: 2-2.5 mm. Use of interlock blocks or aluminum edging shall be allowed after consultation with NELD.

3.4.2.7 Gravel:
Gravel shall be free from additional organic and waste material; of consistent beige or dark gray Omani color. Size of gravel is 20-30 mm DIA and 50 mm thick.

3.4.2.8 Transplanting:
Plants shall be carefully removed from containers and placed upright in the hole. Care shall be taken not to damage the roots of the plants.

3.4.2.9 Stakes:
Stakes shall have a size of 5x5 cm and painted with water proof green color paint and be installed in such away to avoid contact with the root ball.

3.4.2.10 Plant Ties:

Plant ties shall be straps of fabric webbing with UV resistant plastic adjustable buckle and shall be consistent type through the site.

3.4.2.11 Watering:
A circular watering basin slightly larger than the planting hole shall be formed. Immediately after planting, all plants shall be thoroughly watered in.

3.5 Fertilizers:
All fertilizers shall be inorganic, chloride free, environmentally friendly, slow release and in the lower PH range. Fertilizers shall be furnished in standard containers with the name, weight and guaranteed analysis of the contents clearly marked. Slow release fertilizer shall be equivalent to 18-18-5 +TE or 17-17-4 +TE. Fertilizer application rates during planting are as follows: Palm Pit: 250 gm (Post planting application) Tree Pit: 200 gm. Shrub Pit: 30-50 gm / shrub Ground Covers, Flowers, and Lawn beds: 15-20 gm/m2.

3.6 Mulch:
Mulch shall be totally organic, non-toxic, resistant to rapid decay and brown in color such as pine bark or another source. Chip size 30-60 mm length, 20-30 mm width and 15-25 mm thick. Mulches are to be applied in a 50-75 mm layer over the entire surface of planting area. Wadi gravel can be used as mulch and shall follow specifications described in section 3.4.2.7. Wadi rocks use shall comply with tender specifications.

4. IRRIGATION 4.1 Trench Excavation and Backfill:

Trench excavation shall be carried out after getting all necessary NOCs. Excavation shall be by hand wherever required to ensure the safety of utilities encountered during excavation work. Excavation shall be in accordance with line size as per the following: Main lines: 8 inch @ 1.2 meter deep, < 6 inch @ 1.0 meter deep measured from the crown of the pipe to the finish grade and 60 cm wide. Laterals: 6o cm deep measured from the crown of the pipe to the finish grade and 40 cm wide. Storage in streets of excavated material not to be immediately reused in the backfill of trenches will not permitted.

The selected material for pipe surround and to 30 cm above the top of the pipe shall be suitable material selected from the excavated material.

4.2 Pipes and Fittings:

All pipes and fittings shall be sized according to British Standard (BS). All pipes shall be manufactured from new materials. Main pipelines sized 8 inch or larger shall be GRP pipes while main pipelines sized 6 inch or smaller shall be uPVC class D.

Pipes class shall be as follow: a. Pressure pipes: Class 16/ Class D (> 1 pipes) Class E (for 1 pipes) b. Non pressure pipes: Class 10/ Class C (for conduits)

Joints and fittings for pipes sized 2 and less will generally be solvent cement while for 3 or larger will generally be integral bell socket.

PE pipes for drip line shall be pressure compensating and manufactured from linear lowdensity polyethylene incorporating a minimum of 2.8% carbon black and shall be suitable for 6 bar working pressure.

An independent riser shall be allowed for each sprayer, sprinkler bubbler and for drippers if used for irrigating palm tree. c. A common riser shall be allowed for ornamental trees, shrubs, ground covers, seasonal flowers, rockery plants and succulents. Such riser shall be extended to the allowable length as per irrigation design. All uPVC fittings shall be Class E (15 bar working pressure). All PE fittings shall be compression fitting suitable for pressure rating up to10 bar.

Pipe suppliers have to be prequalified and approved by NELD. The following are approved suppliers for pipes and fittings: UPVC Pipes: Hepworth and Gulf Eternit. UPVC Fittings: GF (for all sizes), Dura (up to 4), FIP (up to 3) and Atlas (up to 3). Poly Pipes: Cosmoplast and National Plastic. In line PE: Rain Bird, Toro, Cosmoplast and Euro Drip.

4.3 Underground Warning Tape:

Warning tape shall be laid above the irrigation main and sub-main pipes. Tapes shall be of laminated polyethylene, durable and flexible with at least 15cm wide and 250 microns thick and shall have the phrase CAUTION IRRIGATION PRESSURE MAIN BELOW stamped in black letters and repeated at maximum intervals of 1.0 meter. The text of tape shall be made using a permanent ink bonded to resist prolonged chemical attack by corrosive acids and alkaline. The text shall be in Arabic and English. The tape shall be laid continuously over pipelines and at joints and there shall be a minimum of one meter overlapping. Tape shall be terminated inside valve boxes to allow clipping of detector equipment to the tape.

4.4 Emitters:
All emitters shall be pressure compensating with different flow 2, 4 and 8 liters per hour or equivalent. The capacity and spacing of emitters shall be as follows: Palm Trees: Two bubblers of 1 GPM each, 12 nr. X 8 LPH or in line drip tubing system equivalent. Ornamental Trees: 6 nr. X 8 LPH on line emitters per tree or in line drip tubing system equivalent. Shrubs: 2-3 nr. X 4 LPH on line emitters or in line drip tubing system equivalent. Ground Covers and Flowers: 4 nr. X 2 LPH in line emitters per m2, spacing between emitters shall be 30-50 cm and spacing between drip lines shall be 50 cm. Hedge: 2 nr. X 4 LPH on line emitters per LM.

4.5 Bubblers:
The bubbler shall be a pressure compensating type capable of providing a consistent flow rate. The bubbler shall have a trickle pattern or an umbrella pattern discharge. The bubbler assembly shall have a plastic inlet filter screen to protect the nozzle against clogging. The pressure compensating bubbler shall be of a permanently assembled design constructed of durable, UV-resistant plastic with an integral rubber flow washer for regulating the flow rate at an operating pressure range of 1.5 to 6.0 Bars. The pressure compensating bubbler shall have a inch female threaded inlet for connection to the piping system riser. Stakes for bubblers shall be constructed from strong temperature resistant polypropylene plastic construction with protective stop collar, length shall be 12 inches each side of inlet with barbed side inlet suitable for class C polyethylene pipes, and outlet shall be inch external male thread. 4.6 Pop-up Sprayers:

The sprayers shall have a high level impact strength corrosion body, stem and nozzle. Pop up height should be 4. The sprayer shall have a heavy-duty stainless steel retraction spring and piston with step clutch to facilitate nozzle positioning. Either standard or rotary nozzle could be used and both shall be capable of covering 4.5-meter radius at 2.0 bar pressure. Spacing for the sprayers with standard nozzle shall be 4 meters. For small areas, sprayers with low flow nozzles shall be used. Sprayers should be installed in such a way that water will not hit stems of the trees or any other structure or the Electric panel. Sprayers shall be installed 15 cm from heel/edge of the footpath. Sprayer shall have a pressure-activated co-molded wiper seal to clean debris from the pop up stem as it retracts. Sprayer shall also have PRS pressure regulator built into the stem and matched precipitation rates nozzles. Sprayer suppliers have to be pre-qualified and approved by NELD. 4.7 Rotor Sprinklers:

The sprinkler body, stem and nozzle shall be constructed of heavy duty, UV resistant ABS plastic material. Rotor shall be a closed water lubricated gear drive, rotary type and capable of covering a radius of 6.7 to 15.9 m at a pressure range of 2.1 to 4.8 bars with discharge rate of 1.9 to 54.5 liter per minute. The sprinkler shall be available with 8-12 standard interchangeable nozzles or 8 built-in different nozzles. The sprinkler shall have the following specifications: A strong stainless steel retraction spring and adjustable arc. Radius reduction capabilities by means of a stainless steel nozzle retainer/radius adjustment screw or by choosing the appropriate nozzle that is equipped with the sprinkler as in K-Rain Dial A-Nozzle. It is preferable to have a friction-clutch mechanism to allow for 360 degrees + forward or reverse movement of nozzle turret without damage to the internal gear components. It is also preferable to incorporate an arc recall feature to allow original arc pattern to be

automatically resumed following any disturbance of nozzle setting.

A screen installed in the pop-up stem to filter inlet water to protect the drive from clogging and simplify its removal for cleaning and flushing of the system. The sprinkler shall have minimum 10 cm pop-up height and exposed surface diameter of not more than 4 cm.

Shall have a pressure-activated co-molded wiper seal to keep debris out of the rotor and to clean debris from the pop up stem as it retracts. All adjustment shall be made from the top of the sprinkler.

Sprinkler suppliers have to be pre-qualified and approved by NELD. The following are approved suppliers for Rotor Sprinklers: Rain Bird. Hunter. Toro. K-Rain (Especially K-Rain Dial A-Nozzle).

4.8 Valves:
4.8.1 Solenoid Valves Automatic remote control valves shall be of the sizes prescribed on the plan. The valve shall have the following specifications: Be a normally closed 24 volts 50 cycles, unless otherwise specified, solenoid actuated globe pattern with a balanced pressure diaphragm design. The valve pressure rating shall not be less than 200 PSI. Have both internal and external manual open/close control (internal and external bleed) for manually opening and closing the valve without electrically energizing the solenoid. The internal manual bleed shall prevent flooding of the valve box. Have a captured plunger with a removable retainer for easy servicing and leverage handle for easy turning. Have a stainless steel flow control stem and cross handle for regulating or shutting off the flow of water. Must open or close in less than one minute at 200 psi, and less than 30 seconds at 20 psi. Shall be constructed such as to provide for all internal parts to be removable from the top of the valve without disturbing the valve installation and have a contamination-proof (CP) self-flushing nylon filter screen located at the valve inlet to filter out grit and prevent clogging of hydraulic control ports and assure reliable operation. Shall be capable of working under dirty (Treated sewage) water conditions, inlet and outlet shall be threaded B.S.P.

Shall be provided with a pressure regulator capable of regulating downstream pressure between 15 to 100 PSI (within an accuracy of +or- 5 PSI) regardless of upstream pressure. IT shall provide full and accurate pressure regulating capabilities irrespective of whether it is operated electrically or manually.

For valves less than 3, rated working pressure shall be equal to or greater than 16 bars (PN16). The valve shall be Hybrid (Brass and Plastic) or Glass Reinforced filled Nylon. Gate valves of the solenoid valve assembly shall be brass gate valves up to 3 and Kite marked.

Valve assembly shall be equipped with PRS.

Solenoid valves suppliers have to be pre-qualified and approved by NELD. The following are approved suppliers for valves: Up to 3 Brass gate valves: Pegler. More than 3 Flange gate valves: AVK, Belgicast and Datcotenant. Solenoid Valves: Rain Birds, Hunter and Hit.

4.8.2 Gate Valves: Gate valves shall have the following specifications: 1. Gate valves three inches and above (3): Be double flange, ductile iron waterworks valves, with wedge type gate and non-rising stem. Coated with epoxy internally and externally to average DFT 300 microns for protection against corrosion of body components. Valves installed below ground shall be provided with stem cap for key operation while the valves above ground shall be provided with hand wheel. Stem shall be stainless steel and stem nut is brass or cast aluminum bronze with gunmetal.

2. Gate valves two inches and smaller ( 2): Have a non-rising stem manufactured from brass or bronze according to (BS 5154). Inlet and outlet shall be screwed BSP. Pressure nominal rating at PN 16

4.8.3 Quick Coupling Valves (if required): Quick coupling valve shall have the following specifications: Made of solid red brass with a rubber or thermoplastic cover marked with DO NOT DRINK warning. Used for non-potable water. Lockable and supplied with swivel elbows, keys and hose- pipes. Made of a strong corrosion-resistant stainless steel spring to prevent leakage. Sized or 1 size and shall be operated at pressure ranging from 5 to 125 psi.

4.8.4 Check Valves: Check valves shall have the following specifications: 1. Check valves three inch and above (3): Be doubled flange single door swing type having ductile iron body and gun metal seat (BS 1400). Pressure nominal rating at PN 16. Coated with epoxy internally and externally to average DFT 300 microns for protection against corrosion of body components. Nut bolts made of a stainless steel.

2. Check valves of two inches and smaller ( 2): To be of spring type manufactured from Brass or Bronze. Inlet and outlet to be BSP female threaded. The spring shall be a stainless steel. Pressure nominal rating at PN 16.

4.8.5 Air Valve (if required): Air valves shall be provided at all high points on the pressure mains as per the following specifications: Have automatic double orifice air vents. Have non-corrosive floats in chambers with clear space ensuring blockage free operation. All actuating mechanism components including lever shall be stainless steel. The body and cover should be of bronze or ductile iron with phenolic primer coating. Nozzles with seals and actuating mechanism shall be located in the removable upper plate connected to the valve body using stainless steel (grade 316/A4-70) bolts. Coated with epoxy internally and externally to average DFT 300 microns for protection against corrosion of body components. Nut bolts and internal components shall be stainless steel grade 316/A4-70. Pressure nominal rating at PN 16.

4.8.6 Electrically Actuated Butterfly Valve (if required): Electrically Actuated Butterfly Valve shall have the following specifications: Comply in all respects with DIN 3354-PN 16 Body of ductile cast iron SG GGG-50 with stainless steel grade 316 valve discs. Coated with epoxy internally and externally to average DFT 300 microns for protection against corrosion of body components. Nut bolts shall be stainless steel grade 316/A4-70 Open and close of at least 60 seconds and shall be provided with an auxiliary operating wheel. The motor control should allow for stepped closing of valve pausing at closed and closed. Motors shall be rated to operate at an ambient temperature of 50 degrees centigrade and a relative humidity of 100%. Electrical component shall be protected from condensation.

4.8.7 Pressure Relief Valve (if required): Pressure Relief Valve shall be installed in the pump room in order to release excess pressure away from the system and shall have the following specifications: Flanged and of ductile iron body, diaphragm type, hydraulically operated, pilot control and modulating type. The pilot shall be brass and tubing of cupper/brass. Fast opening and slow closing. All internal and external exposed surfaces shall be FDA approved epoxy coated to minimum DFT 300 microns. Nut bolts shall be stainless steel grade 316/A4-70

4.8.8. Wash-Out Valve Wash-out valves shall be installed at the lowest point of the irrigation main pipe in order to clean the pipe periodically. The size of the valve shall match the pipe size.

4.9 Valve Boxes:

Air valves (2 or smaller), QCV, Solenoid valves and Wire Pull Boxes shall be installed in an access box of sufficient size to permit ready removal of the valve inner assemblies without removing the box from the ground. Valve name and numbers must be clearly marked inside and outside of the box with permanent plastic tag. Installation of plastic valve boxes in paved areas and Sikkas is not allowed.

4.10 Thrust Blocks:

A thrust block shall be provided for all pipes sized 3 or more at each bend deviation or at the end of a pipeline. Heavy- duty polyethylene sheet shall be used to wrap the pipe at the point of contact between pipeline fittings and the thrust blocks.

4.11 Head Unit:

4.11.1 Pumps 4.11.1.1 Main Pumps Main pumps shall have the following specifications: Vertical multi stage in line centrifugal pumps. Multi-speed. Suitable for TSE water. Be protected against dry running through a system provided inside pump room and in the storage tank. Have closed coupled three phase type motors running nominally at about 2900 rpm. The motors shall be TEFC class F and have IP55 protection range. The power rating of the motors shall be 30% above the rated power shown on the manufacturers catalogue. Have cast iron body and base. Have a stainless steel pump section i.e. impellers, guide vanes and champers.

4.11.1.2 Sump Pumps Sump pump shall have the following specifications: Be of robust construction and suitable for pumping corrosive, treated effluent with high sand content. Be operated automatically at minimum 100 mm depth of water by a float switch if the level of water inside the pumping station comes up. Have a stainless steel body, impeller and other vital components. Have a capacity of 20 m/hr at 12-meter head with their delivery line connected to the storage tank. 4.11.2 Pressure Vessels Pressure vessels shall have the following specifications: ISO-Butyl rubber type with a guaranteed life of at least three years while in contact with the pumped fluid and the specified temperature. The pressure design rating shall be 1.25 fold that of the greatest pressure the vessel is subject to. Mild steel; epoxy lined removable bag design hydro pneumatic vessel; test pressure 15 bar with a suitable volume; complete with isolation valve and pressure switch assemblies. 4.11.3 Filters Filters can belong to Mesh, Disc or any other form approved by NELD Mesh Type: Approved mesh type shall have the following specifications: Be self- cleaning using a hydraulically powered suction scanner, automatically activated when the differential pressure across the filter reaches an adjustable level, nominally less than 5 psi. Work only during the irrigation hours of the system. Have a maximum operating pressure of 140-150 PSI and a maximum operating temperature of 150-160 F. Have a minimum back-flushing operating pressure of around 40 PSI. Have a flow and size as per the drawings, tender specifications and BOQ. Have a stainless steel grade 316 screen with 150 - 200 mesh size. Have a stainless steel body and internal parts including flanged connection. Be specially designed for use with organic contaminants. Have isolation valves in the suction as well as delivery side for easy maintenance.

Disc Type: Approved disk type shall have the following specifications: Made of epoxy coated or stainless steel units with Anodized Aluminum body. Shall be automatic, self-cleaning, self-flushing system trigged by pressure differential and / or pre-set time. Work only during the irrigation hours of the system. Have a maximum operating pressure of 140-150 PSI and a maximum operating temperature of 150-160 F. Have a minimum back-flushing operating pressure of 45 PSI. Have a flow and size as per the drawings, tender specifications and BOQ. Have a short back flush cycle with regulated volume. Be specially designed for use with organic contaminants. Have isolation valves in the suction as well as delivery side for easy maintenance.

4.11.4 Basket Strainers Basket strainers shall have the following specifications: Be cast iron with bolted cover with 1/8 inch perforations, inlet and outlet shall be flanged and drilled to NP 16. Coated internally and externally with epoxy coating to 300 DFT microns. Bolts and nuts shall be stainless steel grade 316/A4-70. Be working at pressure 150 psi and shall be equipped with two pressure gauges and isolation valves for easy replacement.

4.12 Electrical Equipment:

Electrical equipment shall be in accordance with DEWA regulations and the Electrical Specification. Enclosures shall be protected in accordance with IP55 for equipment installed above ground and IP58 for equipment installed below ground. Wiring to and from control panels shall be routed in conduits below floor after getting NOC. The size of conduits is dependent on the total wires available. All equipment shall be provided with earth leakage circuit breakers in accordance with DEWA regulations.

4.13 Field Controllers:

Irrigation system shall be automatic by a programmed setting and controlled by Field Controllers capable of independent timed operation. The Field Controller shall be of the following specifications: A hybrid type that combines electromechanical and microprocessor-based circuitry capable of fully automatic and manual operation.

Have four fully independent programs and each with separate day cycles and 8 start times. Have a 365-day calendar with Event day off option to set any day of the month as a nonwatering day for all programs. Programs will run on an ODD/EVEN day cycle, day-of-theweek ON/OFF cycle, or in cycles from 1 to 99 days.

Capable of running a variable system test program without affecting the normal program and have Cycle + Soak water management software which is capable of operating each station for a maximum cycle time and a minimum soak time to reduce water run-off.

Have an internal nonvolatile memory that shall retain the irrigation program and the programmed date and time for a minimum of 100 years without power. A 9-VDC rechargeable batteries and recharging circuit shall also be included for counting down the program-in-progress during a power outage and shall allow programming of the controller when it is disconnected from the main power supply.

Shall indicate when it is operating under central control. It shall also display which Field Controller and station is in operation at such time.

Shall be pedestal mounted in lockable stainless steel weatherproof cabinets and UL listed and tested.

The controllers shall be installed onto concrete basis, control wire shall be color coded and provided with tags.

4.14 Central Control System (CCS):

The CCS shall have the following specifications: Shall be computerized and shall control and monitor irrigation/firefighting systems, all related pumps, flow sensors and all related accessories. Shall consist of a central computer station, which shall communicate in two directions with the site control units through different communication means. The site control units shall be intelligent device, modular and expandable and shall be able to store and forward data.

Shall be capable of controlling a single site or multi sites and shall have a hybrid system, which can offer both types of the system communication, Satellite and Decoders in the same system.

Shall operate in the Microsoft Windows operating system and shall provide water budget adjustment, cost estimator and automatic ET adjustment.

Shall be capable of integrating, if required, a remote connected weather station complete with all necessary instruments for recording wind speed, wind direction, relative humidity, rainfall, solar radiation and air temperature.

Shall not be limited to the control or irrigation only, but shall also be capable of controlling other functions such as lighting, security systems, firefighting, valves, fountains, etc

The manufacturer shall repair or replace at no charge any of the manufacturers related products that fail in normal use within the warranty period of five years.

CCS suppliers have to be prequalified and approved by NELD. The following are approved suppliers for Central Control Systems: Rain Bird. Hunter. Griswold Toro

4.15 Electric Wiring:

All signal wires for underground use for Solenoid Valves and Satellites shall be single core and power supply cable shall be 6mm2 x 3 core armored XLPE/SWA/PVC insulated. Power cables and signal cables for satellites shall be laid in separate PVC conduits. The control cable shall be 14 AWG and the common cable 12 AWG. The cables shall be suitable for direct burial in the earth; however it is required to be installed in ducts or conduits as follows:

1 up to 4 wires. 1 up to 8 wires. 2 up to 15 wires. 3 up to 30 wires. 4 more than 30 wires.

One spare cable shall be provided for every five cables and it shall run up to the last valve on each main / sub-main.

4.16 Irrigation Quantities:

The watering regimes for planted areas shall reflect the plants needs in accordance with the plant type and season. The allowable water quantities for irrigation are as per the table below. However, the allowable water quantity for all plants during construction period shall be double the quantity shown in the table below. This quantity is allowed only for a period of 30 days from planting date in order to establish the plants. Cyclic (split amount) irrigation is encouraged with 40 60 % of the daily irrigation requirement added in early morning periods (4 10 a.m.) and the remaining amounts towards the end of the day (4 8 p.m.).

4.17 Irrigation System Testing: Pipework and Fittings Testing: All pipes shall be pressure tested within two weeks of installation. Pipes shall be tested after center loading with joints exposed. Length of pipe tested at any time shall not exceed 500 meters and the rate at which pipelines are successfully tested shall be of the same order of magnitude as the rate of pipe laying. Center loading shall be sufficient to prevent buckling or deformation due to application of pressure.

All pipework shall be pressure tested for a minimum of 6 hours. The pressure variation over the test period shall not exceed 10%. Test pressures shall be as follows: Main lines, pipework Lateral pipework and all other uPVC pipework 10 bars 6 bars

All mainline fittings shall be left exposed for the purpose of such test and shall be inspected for evidence of leakage. Any major break in the mainlines requiring shutdown of the test shall cause the test to be re-run entirely.

4.18 Automatic Irrigation System Commissioning:

Commissioning of fieldwork and equipment shall include all works required to bring the system into service and to make sure that the system is operating efficiently and shall include but not be limited to the following: Flushing of system. Adjustment of valve pressure +/- 10% of normal. Replacement of all clogged or partially clogged lines. Adjustment of sprayers / sprinklers and replacement of clogged / broken sprayers/ sprinklers. Replacement of all clogged or partially clogged emitters/ Bubblers. Preparation of Irrigation Schedules. Adjustment of controllers to give an optimal flow regime Assurances that all valves and sprayers/sprinklers are flushed with finished grade and after all valves pressures have been adjusted.

5. MAINTENANCE 5.1 General:

Nakheels Landscaping Construction Contract includes a maintenance clause for a period of 3-5 years after hand-over to be undertaken by the same Landscape Construction Contractor. The purpose of this clause is to create a sense of partnership between Nakheel and the Landscape Contractor in which the later is liable for their construction works over a longer period of time ensuring highest quality at all times. The clause also includes guarantees on water savings as promised by the Contractor through the use of soil moisture retention amendments (section 5.4). During maintenance, the Contractor shall undertake all works for maintaining the whole of the landscape and irrigation works during the entire period specified in the Contract and provide all tools, equipment, labor, plants, supplies, spare parts and machinery necessary to maintain the landscape works in accordance with good horticultural practice and highest standards.

5.2 Requirements:
The Contractor shall maintain the landscape of the development in peak conditions at all times using highest standard procedures and systems. Therefore, maintenance shall be carried on regular basis based on an Annual Maintenance Masterplan Program (AMMP) and Operation and Maintenance Manuals (O & M Manual) submitted to NELD for approval during tendering. This schedule shall include but not be limited to the following:

Mowing lawn area and line trimming around all obstructions. Edging around garden beds, paths, kerbs and bollards. Fertilizing all trees, planted areas and lawn area. Control of pest and disease by approved chemicals. De-thatching of lawn annually. Monitoring, maintenance and periodic adjustment as required to the irrigation system in order to maintain the landscape in peak condition, optimizing growth rates without causing water logging of the soil or wasting water.

Pruning of trees, shrubs and ground covers. Removal of weeds, pruned material, rubbish, litter and any other undesirable objects from all planted and grassed areas.

Topping up mulch. Checking, repairing and / or removal of tree stake and ties. The immediate replacement of dead or failing plants and lawn areas.

Maintaining hard paved and walls free of graffiti dirt, litter, weeds and any other undesirable material.

All other works necessary to maintain a healthy, clean and tidy landscape areas. Submittal of monthly water consumption budgets for auditing.

5.3 Approved Chemicals:

Only chemicals approved and listed under the Agriculture Chemicals Approval Scheme issued by the UAE Ministry of Agriculture and Fisheries will be used. All chemicals shall be environmentally friendly and non-toxic to human beings, birds, and marine life and animals as ascertained by the UAE Ministry of Agriculture and Fisheries and subject to the approval of Nakheel Environment and Landscaping Department. The Contractor shall be liable for ensuring that all chemicals are stored, handled and supplied strictly in accordance with the manufacturers printed instructions. An Integrated Pest Management strategy that minimizes the use and dependence on chemicals is highly encouraged. Use of no-chemical alternatives for various chemical requiring operations is also favored. Prior to application of chemicals, all safety measures and precautions shall be fulfilled and taken into account (Appendix 2).

5.4 Irrigation Water Budgets

The Contractor shall submit in writing a guarantee on percent water saving by using a specified soil moisture retention amendment (section 3.1.5) for a specified period of time along the Tendering documents. The percent water saving, material lifetime and subsequent cost of the amendment shall be part of the tender evaluation process. Based on the guarantee and in accordance with the plant BOQs and Irrigation Quantities (section 4.12), the Contractor shall submit monthly water consumption charts for auditing and billing. The Contractor shall pay for all quantities of consumed irrigation water that is over and above the guaranteed water saving percentage.

6. SCHEDULE OF PENALTIES
Consistent with the philosophy of providing Nakheel property investors with highest landscaping standards, a penalty system is implemented to promote compliance with the regulations and thereby protect quality within and around Nakheels developments. These penalties are applicable during both construction and maintenance periods. Prior to implementing such penalties, Nakheels Environment and Landscaping Dept. shall issue the contractor a written warning for non-compliance with LMR 02. If the contractor is still non-compliant after issuing the first written warning, Nakheels Environment and Landscaping Dept. shall issue a Second written warning. In case of non-compliance after this warning, the related penalty shall take place thereafter.

Appendix 2 SAFETY MEASURES TO BE FOLLOWED

1. STORAGE OF CHEMICAL Chemicals shall be kept in special storeroom on site. All chemicals shall be segregated, labeled, and stored in accordance with the conditions advocated by the manufacturer in shelves or racks. An emergency eyewash/drench unit shall be in places where chemicals are stored in regular use if no clean, running water is available in the immediate vicinity. Water in such units shall be changed at least once per month. Any stock, which is outdated/past expiry date shall be removed from store and disposed off in accordance with the manufacturers recommendations. Only trained and authorized personnel shall be allowed in the store and to handle such chemicals. Such personnel shall be fluent in written English.

USE OF CHEMICALS Chemicals shall be used in the execution of the Works shall conform to the specification. A list of chemicals detailing the intended use, chemical specification, manufacturer and origin of the chemical, stock position, use rate and any special precautions required in the use of subsequent disposal of outdated chemicals shall be available at store. Chemicals having toxicity levels above an LD 50 higher than permissible shall not be used, as they can cause damage to the environment, be harmful to humans, animals and plant life. Early application of chemicals shall be carried out to control pests, disease, fungi, and other like attacks on the plantation, in order that any such attack is controlled or eradicated at an early stage before the damage becomes too severe, and also to prevent spreading and infestation of other areas of plantation. Equipment used for the application of herbicides/weed killers shall be properly labeled and shall not be used for applying insecticide, fertilizers, or any other purpose. When undertaking spraying operations of any nature in or around the locality of occupied facilities, prior notices (in English and Arabic languages) shall be delivered 24 hours prior to commencement of spraying operations. Highly visible signs with approved design and wording in English and Arabic, and pictorial support shall be displayed. When undertaking spraying operations, the designated staff shall use personal protective equipment like goggles, masks, rubber aprons, long shirts, rubber boots, and hand gloves.

DISPOSAL OF TOXIC CONTAINERS AND UNWANTED CHEMICALS All containers and vessels that have been used for storage of toxic materials and all waste outdated or damaged chemicals shall be disposed off in accordance with the manufacturers recommendations, Municipality and Ministry legislations and sound HSE principles.

3.

HEALTH, SAFETY & ENVIRONMENT (HSE) All works and services shall be undertaken in strict adherence to the HSE laws and regulations as laid down by the various Ministries within the Emirates and any related Decrees. All workers and staff shall be supplied with safety shoes of the appropriate type, in accordance with the work they are undertaking. Workers that spend the majority of their time inside the offices and the like shall be provided with lightweight safety shoes which shall not be removed when entering the building, and which shall be kept clean and smart at all times. Operators handling hedge trimmers and the like shall be provided with safety gloves and goggles, those handling thorny branches, trees and shrubs shall also be provided with safety gloves. Face/dust masks shall be provided to those working in dusty areas. All workers working in the open shall be provided with a baseball cap or other suitable hat to protect their heads and necks from direct sun. Operators must wear safety helmets when involved in ladder work. Operators handling or spraying chemicals shall be properly protected with long rubber gloves, facemasks, goggles, rubber boots, aprons and other appropriate safety apparel. Health of all employees and of third parties affected by the operations and activities of the Contract shall be properly addressed at all times. The sites/work areas shall be kept clean and tidy, and debris, surplus materials and other unwanted substances kept in neat, tidy piles, or in rubbish skips where it will not interfere with the movement of the workforce or any third party personnel and cleared from site at the soonest opportunity as work proceeds.

The use of bicycles and motorcycles for transportation around the worksite shall be subject to the following conditions: More than one person shall not ride on a cycle. All persons riding on a motorcycle or scooter shall wear crash helmets including the pillion passenger, if any. No tools shall be carried by hand either by the person controlling the cycle or motorcycle, or the passenger. The cycle or motorcycle shall be equipped with a rear carrying rack or with securely fitted pannier boxes to carry any tools. Pannier boxes shall be fitted in pairs. Any tools or materials carried on a rear-carrying rack shall not overlap the perimeter of the rack by more than 300mm in any direction and shall be no higher than 600mm above the platform, or be of a weight that will unbalance the machine easily. All personnel driving motorcycles shall be fully competent in the control of the machine and hold a valid Emirates driving license of the correct category. All personnel riding cycles or motorcycles shall understand the general traffic rules in regard to lane discipline and the like and shall observe these standards at all times. Cyclists in particular, shall always ride on the correct side of the road, particularly at junction when they are turning left.

4. WORKING ON THE ROADSIDE AND ROUNDABOUTS When working on close proximity to the road, the workers shall be provided with, and shall wear safety vests over their normal uniform. Traffic cone shall be placed out approximately 600 1000 mm into the road to ensure traffic is diverted from the workers. Danger boards with exact wording in Arabic and English shall be erected on the road at least 400 meters before the working area, warning drivers that work is ongoing and cautioning them to be alert.

5. WORKING ON LADDER AND STEPS

A minimum of two persons shall always be present when working on ladders and steps, one to undertake the operation on the ladder or step and one to steady the ladder and ensure that it is stable at all times.

Ladders and steps shall be of the height to gain access to the desired areas. Operatives working on steps or ladders shall not be forced to use the top rungs in order to reach the work he is undertaking.

Operatives shall not over- reach to the sides in a manner that will cause the ladder or steps to become unbalance.

All ladder and steps shall be firmly founded on a level base before operatives ascend them. Ladders that are going to be in place for work to continue for any length of time (in excess of ten minutes) shall be tied off at the top. Also where the support at the top is unstable in trees and the like, the ladder shall be tied off no matter what the duration of work is.
