Introduction
Background
Integrated Coastal Zone management Plan Project (ICZMPP) is being implemented by Water Resources Planning Organization (WARPO) under the Ministry of Water Resources with the assistance from PDO-ICZMP and CEGIS. The goal of ICZMP is to create conditions in which the development of sustainable livelihoods and the integration of the coastal zone into national processes can take place. To achieve this goal and to enhance the resource base of the coastal zone, an Integrated Coastal Resources Database (ICRD) is being developed under this project. One of the major activity of development of database is to prepare an inventory of data holdings of different relevant organizations in the coastal area. A structured data inventory form was designed to accumulate the information on available data and information in a particular agency which has sent to different public agencies by WARPO. To facilitate the collection of information from different agencies, four teams have been formed with officers from WARPO and CEGIS who visited the concerned personnel in each of the organization. A total of 55 organizations are identified and visited for collection of inventory of data and information.

Objectives
The overall objective of the inventory is to prepare the base information on the data holdings of different organizations. This will assist WARPO in future for having the information of agencies dealing with data collection and processing, and develop data collection strategy for updating the ICRD. It will also help in avoiding the duplication of data collection procedures. The document will also fulfill the needs of other agencies, projects and NGOs regarding detail information on the available data status. The specific objectives of the inventory is to: realize the status of available datasets. assess the requirement of the coastal zone data. ensure proper collection of the existing information on coastal zone. define the usability, accessibility and quality of data. identify different organizations involved in coastal zone activities. identify the completed and ongoing projects of different organizations related to coastal zone. assist the collection, exchange or sharing of data among different organizations. prepare the documentation of data inventory. evaluate its implications in formulation of coastal policy and coastal development strategy.

Preparation of Data Inventory
The data inventory report of other databases has been reviewed for the preparation of this inventory. The report gave idea regarding the format of Data Inventory form. Based on this idea the data inventory form was revised and redesigned.
2.1
Methodology for Preparation of Data Inventory
A systematic process was followed during the preparation of the data inventory of ICRD. The methodology for preparation of data inventory is shown in the flow chart (Figure 2.1) and described in the succeeding paragraphs in detail. The process included need assessment, development of the inventory form, collection of inventory information, and conversion of data inventory from hardcopy to digital format and finally generation of report. The data of the agencies were compiled and captured in digital form and put into a database so that the information can be accessed easily. The information, which has been captured from the agencies, describes availability of both the hard copy and digital database of the organizations.

2.1.1
Need Assessment and Development of Data Inventory Form
The need for preparation of data inventory has been assessed as one the basis of data and information required for the ICZM process and the organizations, which are involved in coastal zone management & development activities. Data can be classified under 3 broad headings as spatial data, attribute and time series data. Apart from the type of data it is also necessary to know the extent or coverage of the data and the purpose of production of the data set as well as the data quality. The data inventory form has been designed in a particular format keeping in mind all of these criterion and requirements. A copy of the data inventory form is given in Annex A. 2.1.2 Collection and Processing of Information on Data Inventory
The ICRD team responsible for preparing data inventory went to different organizations to collect the information on data holdings. The team explained to the officials about the importance, functionality, and also prospects of the inventory for future use. The data inventory form has been filled up by the organization and collected by the team members. Some organizations have provided information in the form of reports, journals, brochures etc. Information on data inventory was collected from 50 organizations out of 55. All the necessary information on data inventory were compiled and processed after accumulation. Information on data were extracted from the questionnaires, collected reports, and journals according to the requirement and in some instances from the website of the particular organization. Processing of data inventory involved organization wise data sorting, checking of information accuracy, correction of errors, converting the hardcopy data into digital format and organizing the digital data. Errors included missing information, typing mistakes, indiscernible and inconsistent data etc. So, considerable amount of time has been spent for correction of these errors. Then, the data inventory was converted from hardcopy to digital format.
2.1.3
Preparation of Report
This draft final report on data inventory is prepared based on the collected information on data holdings of visited organizations. The report included overview of the organizations functional in the coastal zone, analytical study of their data quality, status, availability, usability, accessibility etc. The results of analysis have been incorporated as summary tables in the report.
2.2
Database Development and Web based Application
The inventory form is designed into a database system so that that the information can be accessed through web-based application in the future. The entry forms are developed in Visual Basic as the front end and Oracle database in the background to hold the information of data holdings. The information of the data layers are entered into Oracle database using the interface and several data checking processes were implemented to prevent the false information capturing. Simple query and reports are designed to generate information for the existing data. The report has been designed using the Crystal report software to describe the features in a well-fashioned manner. The web-based application is under development to display the information. The ASP scripting language will be used to display the pages on the web.

Results
It is observed that out of the 55 agencies 90% has responded whereas 10% did not give any kind of information citing restrictions. The inventory gives an idea in general of the present status of available data sets in different organizations including data quality, format, extent and accessibility. Determination of the data quality is essential because it indicates the usability of the information. Some of the agencies have quality control mechanisms to maintain the quality of data. But in some cases further analysis and processing is required to make the data usable. In case of data dissemination, different agencies maintain different protocol according to their mandates. The agencies provide data and information in various forms such as digital copy or hardcopy i.e. reports, brochures etc. The accessibility of the information varies from one agency to the other and it depends on the organizational status. For example- the government agencies can avail any data free of cost. But access to data is restricted for users such as NGOs, other agencies and institutions. The users can easily access data and information, which are, in the published reports, books, of those particular organizations. The inventory also contains list of completed, ongoing or proposed projects along with their brief descriptions. The summary table 3.1 (Annex C) shows the status of the data holdings of the particular organizations. It can be understood from the table that different organizations contain data and information as per their requirement. All of the data and information are not necessarily limited to the coastal zone. Many of the data covers the entire Bangladesh. Data inventory collected from different organizations with detail description are attached as Annex-B.

Conclusion
Different organizations store different data and information relevant to their specific sectors and activities. This inventory will provide up to date information describing the status of available datasets, which is required for different level of planning. The data inventory will help to develop the future data update strategy for ICRD. The inventory covers most of the agencies and it will help in the assessment of the data requirement for future needs for both ICZMP and WARPO. It will also assist WARPO and ICZMP to develop a relationship with the agencies in data dissemination and sharing. WARPO is involved in the national and regional level planning covering information from different agencies on hydro-meteorological, environmental, socio-economic, and soil-agriculture etc. So, WARPO can also play a significant role with the agencies about their data requirement in terms of planning needs. ICZMP already started interacting with the coastal development partners, which needs to be more strengthened in line with knowledge dissemination on the coastal process and requirement of harmonization, their role and participation for the integrated coastal development. The data inventory would greatly enhance the ICZMPs focus on coastal livelihood conditions and vulnerability mapping, with full recognition of regional and social differences. It is recommended to continue the inventory process for updating the information of data available in the respective organizations. A special arrangement may be introduced so that the each organization can update their inventory and send it back to WARPO for future publication of report with updated information. The web base application can help the agencies to update the inventory easily so that it can be updated regularly. Metadata may be developed as it describes the background information of the collection, processing and maintenance mechanism of data sets. Thus the inventory of data collected from different organizations will not only assist in updating data but will also be useful to other organizations for collecting, sharing and exchanging data and other information.

Name of data set with brief description of data layer GIS data 6. Land type map was generated based on the LRI and Digital Elevation Model (DEM) at 300m grid. Based on the soil resources database and DEM of 500m spot elevation obtained from EGIS. An application for DEM processing and land type database creation has been developed, which can be applied for further updating of land type when better resolution DEM or/and 1:50,000 scale soil polygons are available. Crop suitability assessment was made for 48 crops using land factors and agro-climate in the AEZ study. This was further revised and improved by incorporating socio-economic factors. Pilot study was done for eleven thanas of Tangail district. The BARC GIS project has generated Cropping system database for 30 AEZ and 88 sub-zones by Land type. All necessary details of cropping pattern including extent, cropping sequence, planting and harvesting dates and water management (irrigated/rain fed). This department routinely issues daily, mid-range and long-range weather forecasts by analyzing national, regional and international data. During tropical cyclones, BMD issues warnings and forecasts regarding landfall of tropical cyclones and associated storm surges with probable affected coastal regions. It also prepares various astronomical information of this country including coastal region. This department regularly archives meteorological, seismological and astronomical data of Bangladesh. These databases are used by various national and international organizations for the coastal zone management of this country.

Primary collector/ secondary collector/ collator: BMD is the lone authorized Government organization to record, collect and preserve meteorological, seismological and astronomical data of Bangladesh. b. Sources of data collection: At present BMD has 35 synoptic, 10 pilot balloon, 3 rawinsonde, 12 agromet, 1 seismological and 1 marine meteorological observatories. Besides, this department also has 4 radars and 6 satellite receiving stations. BMD also prepares various astronomical data of Bangladesh on the basis of Indian and British -American astronomical data. c. Data collection process/methodology (digitize/GPS survey/other): All the observatories of BMD record various meteorological and seismological data by using various meteorological instruments and seismograph. This data are recorded in various paper forms and charts. These are regularly sent to the departmental headquarters by Tele-printer, single side band radio, Microwave link and postal mail. d. Frequency of data collection (Monthly/Yearly/other): BMD records and collects 3-hourly synoptic data, 6- hourly pilot balloon data, 12- hourly agromet data, and daily basis rawinsonde data. 15. Description data documentation / Report: All the departmental observatories record data in various paper forms and charts. These are sent to the departmental headquarters by Tele-printer, single side band radio, Microwave link and postal mail. Various divisions of meteorological headquarters regularly scrutinize these data. After that processes of computerization start. After the computerization the digitized data are checked for quality control. Recorded data forms and charts received from the observatories are stored as in proper conditions. On the other hand computerized are stored as printouts and digital copies.
