1.0

SCOPE
1.1 This specification covers the materials, equipment and start-up services required to place into operation an integrated medium voltage variable frequency drive (VFD) system. This specification may be applied to Induction or Synchronous AC motor applications. Every VFD system shall consist of all components required to meet the performance, protection, safety, and certification criteria of this specification. The following components must be integrated into the VFD System: an integral or separate input isolation transformer Active Front End [PWM converter] or 24 Pulse converter PWM inverter DC Link Input and output filters if applicable Include all material and labor necessary to interconnect any VFD system elements, even if shipped separately. 1.4 Any modifications to a standard product required to meet this specification shall be performed by the VFD manufacturer only.

2.0

GENERAL
2.1 2.1.1 Codes and Standards The Suppliers equipment shall comply with the applicable requirements of the latest standards published by the following organizations: 2.1.2 2.2 National Electric Code (NEC) Underwriters Laboratories (UL) American National Standards Institute (ANSI) National Electrical Manufacturers Association (NEMA) Institute of Electrical and Electronics Engineers (IEEE) Canadian Standards Association (CSA) International Electrotechnical Commission (IEC) Federal Communications Commission (FCC) CENELEC

When specified, VFDs shall be CSA, UL, ETL labeled. Quality Standards Variable frequency drives shall be manufactured by the VFD supplier at their facility. The VFD manufacturer shall be ISO 9001 certified.

Acceptable Manufacturers Variable frequency drives shall be: a. Rockwell Automation/Allen-Bradley b. Siemens c. Alstom The VFD manufacturer shall have at least ten years experience in manufacturing medium voltage VFDs. A user list of similar design equipment, complete with contact names and telephone numbers, shall be furnished upon request.

PERFORMANCE
3.1 Operating Envelope The VFD shall meet the following speed and torque requirements: 3.1.1 The VFD shall be capable of producing a variable AC voltage/frequency output to provide continuous operation over the normal system 50-100% speed range, or as otherwise specified. The VFD must be capable of sustained operation at 10% speed to facilitate checkout and maintenance of the driven equipment.

3.1.2

The VFD shall be capable of operating a standard AC motor of appropriate rating over the specified speed range. Unless specified otherwise, the VFD shall be capable of momentary overload of 115% for one minute every 10 minutes for variable torque loads (centrifugal fans, pumps, etc.) When specified, the VFD shall be capable of momentary overload of 150% for one minute every 10 minutes for constant torque loads (conveyors, mixers, extruders, etc. If high breakaway/starting torque is specified, the VFD shall be capable of 150% of full rated torque with encoder feedback or 100% without encoder feedback. Input Harmonics VFDs shall comply with IEEE 519 (1992) for total harmonic distortion calculation and measurement. The VFD converter section must be Active Front End (AFE) or 24 pulse. If harmonic filters are required to meet this specification, the VFD manufacturer must provide the filter and is fully responsible for the design, manufacturing and installation of the filter as an integral part of the VFD package. When specified, compliance shall be verified by the VFD manufacturer with field measurements of harmonic distortion levels at the point of common coupling, with and without the VFD operating. When specified, power quality meters shall be installed in the VFD system to continuously monitor and display input and output power quality. This will allow for user verification of power levels for the VFD system. The power quality meters shall be Allen-Bradley Power Monitor 3000 Motor Compatibility VFD system shall provide an output waveform that will allow utilization of standard motors without need of any special insulation or voltage/current derating. Motor life expectancy shall not be compromised in any way by operation with the VFD system. The VFD must provide motor overload protection in any operating condition. VFD output waveform shall be suitable for operating an induction or synchronous motor without derating or requiring an additional service factor. The system design shall not create any critical speeds in the operating speed range A selective harmonic elimination feature shall be available.

Standard induction or synchronous motors shall not require de-rating or upgraded turn-to-turn insulation and shall not require additional service factor. The motor insulation system shall not be compromised due to thermal or dv/dt stress. The VFD shall provide stable operation of the motor without compromising the motor insulation system, regardless of motor cable distance. The vendor shall clearly state if there are limitations in motor cable distance with the proposal. If an output filter is required to mitigate reflected waves, or to meet any special requirements of the application, it must be integral to the VFD controller. Efficiency VFD system efficiency shall be a minimum of 96% at 100% speed & 100% load. System efficiency shall include VFD, input transformer or line reactor, harmonic filter (if applicable) power factor correction unit (if applicable), and output filter (if applicable). Control power supplies, control circuits, cooling fans or pumps, shall be included in all loss calculations.

Input Power Factor The VFD system shall maintain a 0.95 minimum input power factor from 30% to 100% load.

3.6

Speed Regulation Unless otherwise specified, VFD speed regulation shall be 0.1% of rated speed without encoder or tachometer feedback.

3.7

Sound Level Maximum allowable audible noise from the VFD system will be 85 dB(A) at a distance of three feet at any speed or load condition per OSHA Hearing Conservation Standard 3074. VFD systems with audible noise in excess of this limit must be provided with sufficient noise abatement treatment to reduce the sound pressure level below 85 dB(A).

4.0

DESIGN CALCULATIONS
4.1 4.1.1 Input Harmonic Study When specified, a preliminary harmonic analysis shall be performed. Unless specified otherwise, a power system short circuit to load ratio < 20 shall be assumed, with all VFDs operating at rated speed and load. When specified, the harmonic analysis must be submitted by the VFD system manufacturer, and shall include all voltage and current harmonics as required by IEEE 519. 4.1.3. When specified, a separate calculation shall be performed on the basis of the standby generator system data.

5.0

AVAILABILITY
5.1 Firing Signals All internal firing signals and other digital communications which link operational controls with power components (such as status and diagnostic signals) must utilize fiber optic cables. 5.2 Component Count To maximize reliability and availability, the inverter shall contain a minimum number of main power components. The manufacturer shall state in his proposal the number of power semiconductors (SCR, GTO, IGBT, SGCT, IGCT, power diode, etc.) and the number and type of DC LINK components used in the converter/rectifier and inverter. 5.3 Power Interrupt Ride-Through The VFD system shall be capable of continuing to operate in the event of a power loss of 5 cycles or less. 5.4 5.4.1 Voltage Tolerance The VFD system shall be capable of delivering nominal power with up to 10% voltage variation on the input power line. The VFD system shall be capable of continuous operation with up to 30% voltage dip (Voltage Sag) on the input power line. Some reduction in maximum power capability is acceptable. (The motor shall not be allowed to reach a pull out condition) Catch-A-Spinning-Load Capability The VFD system must be able to catch and take control of a spinning load if started while the rotating equipment is already spinning. Appropriate safeguards must be included in this operation to prevent damaging torques, voltages or currents from impacting any of the equipment. The user shall have the option of employing this feature or disabling it. 5.6 Auto-Restart Capability The VFD system must be capable of automatically restarting after a momentary loss of power. The VFD system shall provide the user with the choice of automatically restarting or not. The user shall be able to selectively apply this feature to some but not all conditions as appropriate for the specific application.

Ground Fault Withstand In the event of a ground fault, the VFD shall be capable of annunciating the ground fault condition, and provide a safe shut down. There shall be no risk of fire or electric shock as a result of the ground fault.

6.0

SERVICEABILITY / MAINTAINABILITY
6.1 Front Access VFD system should be designed for front access only. 6.2 Easy Access to Components All power components in the converter sections shall be designed for easy accessibility. This provides the maximum safety during component repair or maintenance, as well as minimal repair downtime. 6.3 Voltage Isolation All low voltage components, circuits and wiring shall be separated with physical barriers from any sources of medium voltage. 6.4 Remote Diagnostics When specified, the VFD system shall be provided with the capability for remote diagnostics via modem communication. A computer based monitoring software shall be available as an option. 6.5 Marking / Labeling Sleeve type wire marker tags or permanent marking identification of wires shall be applied to power and control wiring. Individual nameplates shall be provided for all major components of the VFD system. 6.6 Mean Time To Repair (MTTR) The VFD design must demonstrate an average repair time of less than 15 minutes for power switching devices and printed circuit boards.

7.0

PHYSICAL REQUIREMENTS
7.1 Environmental Requirements Unless specified otherwise, VFD system shall be capable of continuous operation in an average ambient temperature between 0C and 40C at an elevation up to 3300 feet (1000 meters) above MSL without derating. The VFD system shall also be simultaneously suitable for continuous operation in humidity between 5 and 95% non-condensing. 7.2 7.2.1 7.2.2 7.2.3 Heat Dissipation / Cooling System The VFD shall be air-cooled and provided with a fan. Fans shall be user replaceable. When specified, the VFD main fan housing must have provisions for ducting to an exterior exhaust point. Enclosure All VFD system components shall be mounted and wired by the VFD system manufacturer in a grounded enclosure meeting the following requirements, without exception: Input filters, transformer, power conversion, output filters and auxiliary equipment enclosure sections shall be NEMA 1 design. VFD air-cooled units shall be NEMA 1A (IP21) Ventilated, with gasketed doors. Door vents shall consist of louver-panel assemblies that can be removed from the front in order to replace air filters. Safety screens shall be located behind each louver panel. Filters shall be front replaceable while the VFD is in operation without exposing maintenance personnel to any of the power components. Microprocessor and control logic boards and their power supplies shall be housed in a NEMA 1 section, safely accessible without exposure to medium voltage and without drive shutdown. All low voltage wiring shall be fully isolated from medium voltages by barriers. VFD cabinets and doors shall be fabricated using minimum 12-gauge steel for sturdy construction and dimensional integrity to assure long-term fit and function. All doors shall be gasketed to provide environmental protection and secure fits. Enclosures must be designed to avoid harmonic and inductive heating effects. When specified, the enclosure must be designed to shield any outside equipment from interference, enclosing and shielding the VFD system in compliance with IEC 61800-3: 1996 and IEC 61800-4 (1998CD) standards.

Installation / Cabling Owner will provide labor to set equipment in place. If one or more VFD system power components must utilize external cabling or connections to the VFD, this cabling and connecting will be supplied by the owner or contractor, and meet both the requirements of the VFD system supplier and the Owners Engineer. All external power conductors (bus or cable) will be insulated.

7.5

Space Limitations - Footprint The VFD system must fit in the space indicated on the project drawings.

7.6 7.6.1

Interlocks Suitable -mechanical interlocks shall be provided to prevent access to all medium voltage compartments filters or switchgear that is part of the supply, when line power is applied to the VFD system. When specified, the interlocks shall be of the mechanical key type and shall be fully coordinated to provide positive lockout prevention. Control Power Low voltage, auxiliary power, will be provided by the customer to power the VFD cooling system and VFD control circuits where applicable. This auxiliary power voltage shall be 480 V, 3-phase or 120 V, 1-phase as required. Manufacturer shall provide an internal control power transformer suitably rated to provide all VFD required control power, where applicable.

PROTECTION / DIAGNOSTICS
Power Component Protection The VFD system shall be of the fuseless design. Solid-state protection circuits shall preclude the need for power circuit fuses.

Motor Protection Electronic motor overload protection When specified, RTD relay for sensing actual motor temperature and drive shutdown shall be supplied A motor stall protective function will be supplied on all units. The amount of time the drive will be allowed to run at current limit under minimum speed shall be adjustable

8.4 8.4.1

Diagnostics Fiber optic interface boards shall be used to provide gating and diagnostic feedback signals for power semiconductor devices. The diagnostic feedback system shall allow constant control of the device as well as constant monitoring of device health and temperature feedback. Field programmable gate arrays (FPGA) shall be utilized on drive control boards to provide high speed handling of diagnostics and fault handling routines. Highspeed digital control systems shall continuously monitor all hardware and software faults including sensing of all power circuit voltage and currents as well as any internal equipment faults. Power switch device diagnostics shall detect and protect against device short, over or under gate voltage, loss of gating, loss of diagnostic feedback, heat sink temperature feedback as well as overload monitoring and protection.

OPERATOR / INTERFACE AND COMMUNICATIONS / PLC


9.1 Operator Interface The VFD shall have a user-friendly operator interface terminal with the following minimum features: Large LCD display screens (minimum 16 line_40characters) that are easy to read and provide at a glance indication of drive operating status all in English formatted text User configurable bar type LCD metering for motor speed, load, power, and voltage Elapsed time indication Extensive diagnostic functions that provide separate fault and warning queues in non-volatile memory that retain information under all conditions On-line help that provides enhanced fault text messages Trend buffers for at least 8 variables that allow one-shot or multi-shot trending Multi-level password access to ensure that only qualified personnel have access to critical parameters but still allow easy access to other levels of personnel Extended use of plain language messages to eliminate need to lock up error codes or decipher the meaning of error messages Set-up wizard, including auto tuning, that is interactive and user-friendly

10.0

COMPONENT REQUIREMENTS
10.1 Printed Circuit Boards All printed circuit boards shall be manufacturers standard. All boards must be tested individually prior to assembly to minimize any impact faulty boards may have on delivery schedules and system reliability. 10.2 10.2.1 Power Bus and Wiring Main power bus shall be tin-plated, high-conductivity copper for chemical and corrosion resistance and low losses. Bus shall be appropriately sized for the VFD continuous current rating and braced to withstand the mechanical forces caused by a momentary short circuit current. All power connections shall be bolted or continuously welded. All control wiring shall be physically separated from the power wiring. Low and high voltage cables shall be physically isolated from each other. The VFD shall be pre-wired within the enclosure. No soldering shall be used in connection with any wiring. Wiring shall be adequately supported to avoid tension on conductors and terminations. All wiring shall be run in surface mounted conduit or wireways. Any section of wiring outside of conduit or wire-way shall be securely tied with cable ties at intervals not exceeding six inches. No cables shall be tied off to or in any way supported from power busses. Wherever wiring passes metal edges or through holes, suitable guards or grommets shall be provided to prevent cutting or chafing of the insulation.

10.2.3

All user terminal blocks shall have at least 20% spares. No more than two wires shall be terminated on one terminal. All wiring shall be tagged with permanent labels at each termination, junction box, and device. Labels shall correspond to the schematic and wiring diagrams. Ground Connection Corrosion resistant ground bus shall be provided in the VFD.

Input Isolation Transformer The input isolation transformer utilized to supply power to the variable speed drive shall meet the following minimum performance and construction requirements. The VFD manufacturer shall determine the manufacturer of the transformer. The transformer shall have sufficient power capacity to provide the continuous full load capacity of the VFD without overheating. The input transformer shall be suitable for outdoor installation if specified. Outdoor transformer shall be mineral oil-filled type. Indoor transformers shall be suitable for indoor installation, NEMA 1 gasketed enclosure. The transformer shall be a rectifier grade isolation transformer designed with the appropriate K-rating for the type of drive. The transformer shall form a coordinated part with the drive and shall be suitable for converter application. The input transformer impedance shall be selected to limit available fault current to a value that is safe for the line converter components. The transformer shall be designed, manufactured, and tested according to the latest version of applicable ANSI Standards. The transformer primary shall be provided with four 2.5% full capacity taps, two above and two below the nominal voltage. The transformer shall be equipped with standard protection features as required and shall include a padlockable, noload tap changer. DC Link Capacitors [if required] All power capacitors shall be self-healing film type capacitors. Electrolytic capacitors are not acceptable due to their reduced lifetime and failure characteristics. Capacitors used in the converter DC link shall comply with the applicable codes and standards. To minimize cabling costs, the capacitors shall be an integral part of the VFD system lineup.

10.5.3

Capacitors used in the converter DC link shall have discharge resistors capable of reducing the residual charge to 50 V or less within five minutes after the capacitor is disconnected from the source of supply. The VFD system shall have a method of safely monitoring the DC link voltage before accessing a medium voltage cubicle compartment. Input Harmonic Filters and Output Filters [if required] If input harmonic filters are required, they must meet all the requirements of this specification. To minimize cabling costs, the harmonic filter components shall be integral to the VFD system lineup. If an output filter is required to meet the output harmonics requirements of this specification, or to meet any special requirements of the application; it must be fully incorporated into the VFD system design. To minimize cabling costs, the output filter components shall be integral to the VFD system lineup. Any inductors used shall be iron-core or air-core with a Class H insulation system 220C insulation. Reactors shall comply with the applicable codes and standards. Capacitors used in the filter shall comply with the applicable codes and standards.

AUXILIARY STARTERS
11.1 11.1.1 Input Switchgear The VFD will be connected to a fused disconnect switch and vacuum contactor supplied by the VFD manufacturer. The VFD manufacturer shall be responsible for the coordination of VFD solid-state protection with the incoming feeder. In case of severe faults, the VFD protection shall automatically trip the AC supply vacuum contactor to prevent damage to equipment external to the VFD. VFD Manual Bypass When specified, the VFD system shall be supplied with the capability to operate the motor directly across the input power source in the event of a VFD malfunction. All MV control and contactors necessary for this direct-on-line bypass of the VFD shall be supplied, including a VFD output isolating contactor and a fused full voltage starter in a common NEMA 1 enclosure with motor overload protection. Bypass equipment must be separated from the VFD by a metal barrier. Contactors shall be vacuum type. Line and load cable terminations shall be accessible from the front. When specified, motor protection relaying shall be Allen Bradley 825 or Multilin 269 Plus, to provide a complete motor management system that allows several motor related parameters to be monitored against user-selectable set points for protection during VFD bypass operation.

12.0

ACCESSORIES
12.1 Motor RTD Monitor When specified, a motor RTD monitor shall be supplied with a minimum of eight channels (for two winding RTDs per phase, plus one RTD for each bearing) to monitor motor temperatures and alarm or trip on user-selectable set points.

13.0

TESTING
13.1 13.1.1 Subassembly Tests Printed circuit boards shall be visually inspected and functionally tested on a suitable test system to fully prove the functionality of the individual board. Each board must be tested for a minimum of 48 hours at 60 degrees C to minimize infant mortality failures. Power assemblies shall be visually inspected and then HIPOT tested. Complete diagnostics and logic shall be tested. The power conversion circuits shall be thoroughly tested at 100% load for a minimum of one hour and then tested for one minute at momentary overload rating. System Level Tests The system shall be given preliminary checks including verification of electrical connections. Ground connections, power and control wiring shall be tested. EPROMs shall be checked for correct drive firmware version. Visual check shall be performed to verify: the degree of protection for cabinets; that the input isolator (if supplied) is lockable in the off-position; marking of terminals and wiring; space availability for cable termination; accessibility of components and ease of maintenance and repair. The VFD system shall be fully checked against the approved drawings for compliance and correct physical dimensions. The power circuit shall be HIPOT tested to ground. A partial load test is to be performed on the complete system. Drive is to be connected to a suitable load and feed back signals shall be verified. Certified test data of all tests conducted shall be provided with final documentation. When specified, the drive shall be given a full power test at VFD rated current and voltage for a minimum of four hours (or until all system temperatures stabilize, whichever is longer) on a dynamometer load (load bank testing is not acceptable). This test shall be performed including test bay transformer, input filter (if supplied), power section and output filter (if supplied). When specified, the testing shall be witnessed by customers representative(s). A projected test schedule and a copy of proposed test procedures shall be provided at least one month in advance of test date. Customer shall be given at least two-week notice or confirmation of actual test date(s).

14.0

DOCUMENTATION
14.1 Submittal Information Submittal for approval shall be custom prepared by the VFD system manufacturer for this specific application. Submittal information shall include, but not be limited to: Equipment dimensions, including stub-up locations, shipping split details and shipping weights Electrical single line diagram showing main and auxiliary circuitry, including main power input, switchgear, transformer, VFD, and auxiliary supplies showing all CTs, VTs, relays, meters, etc., for the control, protection and operation of the drive system with electrical data Spare parts list Warranty Efficiency and power factor values Harmonic analysis (if specified) 14.2 Final Documentation Final documentation shall include the following: Start-up and commissioning instructions and data Certified as-built drawings of all equipment with information listed above Certified test results Operation and maintenance manual Manufacturers service and repair support information Complete parts lists with part numbers and spares holding recommendations

15.0

DELIVERY
15.1 The VFD shall be delivered to the site with all required interconnecting wiring and cable. Cabling for connection across shipping splits, if applicable, shall be neatly coiled and identified. Exposed sections of equipment shall be fully protected from damage during shipment. All necessary hardware for reconnecting shipping splits shall be provided. Setting the equipment in place, aligning and anchoring will be done by others. The VFD system manufacturer shall verify all system interconnections across shipping splits IF APPLICABLE, at the site. Instructions for handling and storage shall be provided prior to delivery of the equipment. All equipment shall have adequate provisions for handling by overhead crane or forklift truck.

16.0

WARRANTY

All equipment furnished under this section shall be warranted by the contractor and the equipment manufacturer(s) for a minimum period of one (1) year after completion of startup or 18 months after shipment, whichever occurs first. Warranty shall include all parts, to perform necessary work.

17.0

TRAINING

When specified, the VFD system supplier shall provide factory training for customers operations, maintenance and service personnel. The training shall include classroom discussion of the theory of operation of the drive system, as well as maintenance and service methods for the supplied equipment. Topics shall include hardware layout and functions, power & control wiring, diagnostic indicators, keypad/display interface, software mapping, programming, setup, configuration, control loop tuning, operational indicators, faults, diagnostic tools, troubleshooting, and preventive maintenance. Hands-on training shall be provided on equipment of a similar design to that provided. Documentation shall be provided that shall include manuals, drawings and schematics of the equipment supplied for this project.

18.0

START-UP
18.1 The VFD system manufacturer shall provide the field services of a factory trained technician, as necessary to supervise installation, inspect, install, test and start-up all equipment provided as part of the fixed price proposal. The firm price shall include all travel and living expenses in addition to the technicians time required to complete the work. All equipment required for testing, start-up and performance verification shall be provided. Verification of the VFD input harmonic voltage and current distortion must be completed at rated speed and power as part of final startup and acceptance. A recording type AB Power Monitor, Fluke, BMI or equivalent harmonic analyzer displaying individual and total harmonic currents and voltages must be utilized.

19.0

SPARE PARTS
19.1 The following spare parts shall be furnished: Three of each type of power and control fuse Two of each type of power switching device (SCR, GTO, IGBT, IGCT, SGCT power diode, power cell, etc.) used in the converter/rectifier or inverter Two of each type of DC link capacitor, (if supplied in drive) Two of each size floating capacitor (if supplied in drive) Five of each type of panel lamp One of each printed circuit board One of each type of power supply One replacement cooling fan 19. 2 All parts are to be supplied with the equipment and shall be properly labeled with the part number for ease of identification. Manufacturer shall state closest point where spare parts are stocked and where service can be obtained.
