INTRODUCTION In the field of computer and technology, there's always an option to automate things like payroll systems, monitoring systems, inventory system, point of sales and etc. Due to development and emergence of technology, business establishments, corporations, institutions and organizations are dominated by modernization. The payroll system helps them to solve complex problem, to save time and to improve security.

The presence of employees is necessary in order for the company to be productive and strong. Manpower and technology are essential elements for a great company; hence those two should be balanced. Manpower is the best asset of the company that improves productivity; build a strong organization in the company. Likewise, employees also help the company to evaluate ideas for new products and services in order to develop their workplace. BACKGROUND OF THE STUDY

Hospitals are institutions that never lose any employees. That's why a system that monitors the attendance of the employees is very important. As time goes by, tracking the working hours of employees becomes a vital factor in any working environment. Tracking the working hour is necessary in computing.

The record keeping method of companies and institution varies as technology and modernization evolve. This method was long handled by using diversity of manual system including log books, punch cards and ledger sheets. Although today's technology is far more advance, many businesses, small companies, organizations, schools and hospitals are using the manual method. This method may be good, but it is sometimes becoming tedious, time consuming and worst - bring controversies and arguments between the employees and the company.

The need for fast, efficient and accurate way of monitoring time and computing the salary is prevalent nowadays. Modern means must be implemented in order to improve the quality of work normally done in manual manner. One characteristic of technology is speed. Fast transactions and processes is a good way of increasing the productivity of a company. Another characteristic of technology is accuracy and security. These factors are considered as the companys assets. Thus, Increasing manpower and technology is a good technique in order to excel in business competitive markets.

The use of computerized method in monitoring the attendance of employees and payroll system is being adapted by most institutions today because of the numerous advantages it gives. Some of the advantages are: fewer potential mistakes and less time processing; and employees can be trained to run the program more easily, so you won't need to depend on just one person to process payroll.

SIGNIFICANCE OF THE STUDY The study is significant to any work place as well as its employees. As individuals, workers have needs and these needs could be met through their salary, hence a quality and reliable payroll system is needed. Economical Significance If the hospital will use systems that will encourage the employees to respect time and others, it will help them to produce the most excellent service that will satisfy the needs of their patients. It will lead to the growth of trust of the patients to their own hospital and not going too far just to have a great service. This will be the start of a good relationship towards helping each other and helping their own institution to build its name that will give support to the economy of their place. Educational Significance The new technology is not just pushing us to learn new things. It gives us the opportunity to explore more the world and its limits. Producing this kind of system is one of the things that we can use to give a new hint to what the world now is. This will let us know that through time, new development in service quality is being formed. Lastly it will teach us to do not waste time or even a moment to not get into work because it will lessen our salary and value. Social Significance People say that trust and honesty are two of the many things that are expected when meeting and chatting with other people. These two values will be exercised when this system will be used. Many are thinking how to do it but in reality it is simple. On the said process, data will be entered in the computer, thus making the process a lot more reliable. Technical Significance Writing and using Bundy clock in the past few years at the hospital is very hard for them. STATEMENT OF THE PROBLEM

General Problem The elimination of the use of manual method in monitoring the attendance and payroll system is the main goal of this software, changing the hospitals method into computerized approach in order to have smooth access and fast and accurate process in computing wages of the employees. It can be evidently expressed that the Hospitals use of manual method in keeping the tracks of employees including their attendance record and payroll sheets is susceptible to loses and misplacement of employees accounts. Likewise, the manual method consumes a lot of time which can lessen the productivity of employees and the quality of work. Specific Problem The study specifically seeks to answer the problem in manual monitoring of employees attendance and payroll process: Tallying of time cards manually, which are responsible for computing the time that the employee worked is very time consuming and inaccurate. Speed of processing in manual method tends to be slow. Storage of files is susceptible to damage and lost of data. Prone in computing and mathematical errors which could cause financial and legal troubles. Time consuming in double checking the consistency of work. Difficult and time consuming in keeping up-to-date taxes and other deductions.

SCOPE AND DELIMITATION Scope The propose system will automatically tally the time cards of the employees including a computerized log-in system which will be responsible for computing the time that the employee worked. The system will also record all data in report at the same time to guarantee consistency of work. Doing automatic mathematical computations with clear reports of employee salary will be processed. The speed in processing payroll will increase by means of decreasing the manual input areas. Printing of daily time record of the employees and payroll sheet can be done. And the employers will never have to spend much time in keeping up to date with taxes and deductions because the system will be designed updated to such deductions. Delimitation When it comes to the border line of the system first on the row is its security. It is because the proposed system is only secured with only username and password. Files and data are secured and safe can be easily accessed with username and password method. And lastly the system will not have the personal information of the employees of the institution.

RELATED FOREIGN LITERATURE Automated Payroll System The remarkable development of technological advancement has become the driving force of the market nowadays. The diffusion of the internet has revolutionized the business arena (Eisenberger, Huntington, Hutchison & Sowa, 1998). The use of the Internet is changing high-tech marketing overnight while different industries have been trying to use it as part of their marketing strategy. It does not only reconfigured the way different firms do business and the way the consumers buy goods and services but it also become instrumental in transforming the value chain from manufacturers to retailers to consumers, creating a new retail distribution channel. Moreover, the technological progress in global setting has brought about many changes, particularly on how contemporary businesses are being operated. Each, institution and organization has its own employee Payroll System and compensation policy and therefore has its own set of rules and regulation. Depending on the Human Resource Management, additional law must be provided to railroad workers, federal employees and others. Hence, any business organization makes a Payroll System and Employee Compensation Policy which adheres to the existing law of the country. Primarily, the main purpose of the Payroll System and Employee Compensation Policy are to provide the employees their deserve payment to the quality service that they have rendered for the company (Champion-Hughes, 2001). RELATED FOREIGN STUDIES Payroll System Architecture April 8, 2010 Background The Port required assistance with capturing requirements and developing architecture for a new Payroll system. The current payroll system had reached the point of technical obsolescence. The complexity of operation and level of support required had become progressively time consuming. Lack of automation and difficulty in accessing data in addition to functional deficiencies in the area of reporting, signaled to Management, that a change was required in order to support the current and future needs of the Port. The current system supported an abbreviated set of payroll functions that facilitated payment to approximately 600 employees and generated labor and benefit expense information for financial reporting and cost accounting purposes. Time and attendance information was collected through timesheet reporting and the data was entered daily throughout the two-week pay cycle. At the close of each pay-period, the time and attendance data was summarized and transmitted to the City Controllers Office. Gross-to-

net calculations were then reconciled and paychecks produced by the City Controller and returned to the Port for distribution to employees. Balances for employee benefits were maintained manually. The following strategic objectives were defined for the engagement:

Simplify and improve core system functionality of the business processes enabled by the existing system;

Integrate all the processes that were currently performed manually; Provide a graphical user interface and logical access to various functions within the system;

Results

Following a very successful requirements gathering phase, a comprehensive Functional Requirements Specification was developed that served as the basis for the architecture of the new system and provided a baseline for assessing commercially available systems that would meet the needs of the Port.

After conducting an exhaustive review of commercially available systems, it was determined that in order to mitigate risks associated with the complexity of payroll calculations, a hybrid architecture would provide the most benefit and reduction of project risk.

The hybrid solution would utilize a commercially available system and include a custom developed application that would handle complex and dynamic payroll calculations based upon the logic dictated by Collective Bargaining Agreements.

This approach reduced project risk significantly by lessening the customization necessary for the commercial system and significantly reduced the reliance on the vendor to update the system each time the Collective Bargaining Agreements changed.

RELATED LOCAL STUDY TITLE: A Feasibility Study of a Computerized Management, Academic and Research Information System for the Mountain State Agricultural College AUTHOR: Cabreros, William C. CONCLUSIONS The following conclusions arising from this study shows the feasibility of the proposed computerized data processing and information system.

1. Since the present system at its manual nature of operation leads to high turn around time of the information and data processing, the introduction of a computer and a computerized processing would shorten the turn around time for the reports, files, and the information would be up-to-date and also accurate. 2. The growing rate of the student population, personnel and the faculty has a direct effect on the present information and the data processing system would remedy the adverse effects of the present system. 3. A computerized management information system would enable the administrative decisions since up-to-date informations, reports and other data could be produced at a fast and accurate mode. Detailed study of the future requirements using the computer from the current data can be done. 4. A computerized data processing would benefit the academic staff, faculty and students in the enrollment processing, grade processing and the information flow. 5. A computerized data processing would speed up the development of research projects and give more way to research projects. 6. The required size of the computer hardware would be between the 40 Kbytes of core memory capacity size of the CPU.

7. The EDP department is a separate department to serve all the other departments; since it is a service group, it should be under the management group. RECOMMENDATIONS 1. Since the study covers a preliminary survey and is a feasibility study, it is recommended to the Mountain State Agricultural College that the detailed specification and implementation of the system would ensue as soon as the college approved the acquisition of the computer system. The implementation concerns the following: a) file design b) programming requirements c) program testing d) documentation e) training personnel f) conversion g) installation 2. It is also recommended that if the college agrees to push through with the acquisition of the computer system, a computer committee should be organized to compose a group of top management and one computer specialist. 3. Since the proposed computer installation is a minicomputer installation, the individual file database is recommended for the information system. This is to minimize programming cost. 4. The economical size of the probable computer system as recommended for the information system by the computer dealers of the Philippines ranges from 40 K to 64 K. It is further recommended that the NOVA 3/12 is the most probable computer to be recommended. 5. Since the EDP group is considered as service bureau, all the departments in the Mountain State Agricultural College are to be served

MATERIALS AND METHODOLOGY This study used both tangible and intangible materials. Like the desktop computer tangible ones are the materials that can be touch by our own hands. On the other hand materials like the Windows XP Professional, Microsoft Office Access, and Microsoft Visual Basic 6.0 are the intangible materials which are the resources that cannot be touch. These materials are required to produce this kind of system which will help not only the hospital but the whole community. It is because attendance and payroll are necessary to the society.

RESEARCH METHODOLOGY Gathering of data from the Emmanuel Hospital is a part of how we can manage or fix the existing problem. With the used of this method the process of making and formulating a system can be more accurate based on what the institution needs. Data that we can collect are not consistent. It means that there are no individuals that are the same. Some wants the system but some will answer that they prefer the old process that they are doing. These data will balance and will help to achieve the goal that we are aiming for. The system can provide an accurate calculation of their employees salary based on their salary scheme. as well as the accurate monitoring of employee attendance. Taking some modifications, it can also be used by other companies / hospitals since each one of them is using different method of monitoring and calculating their employees attendance for the purpose of computing employee salary. Through the use of attendance monitoring and payroll system in the hospital they can reduce the amount of time spent in calculating employees salary. Thus, labor cost will be greatly reduced. Computerized payroll and time keeping system can also reduce the cost of other supplies since computer-based systems allows efficient keeping, management, generation, and reproduction of data and information.

CONCLUSIONS AND RECOMMENDATIONS SUMMARY The main idea in making the Employee Monitoring and Payroll System is to offer Emmanuel Hospital a better solution in monitoring and facilitating the employee's attendance and payroll. By giving them an efficient and computerized process in checking the attendance and providing them an easier and accurate calculations of employee's salary, the system may give considerable result to the management. Thus, the system may significantly affect the hospital's operation and may increase their employee's work production. Not only this system focused on giving efficient time and payroll computations, through this proposed system, the company's policies will be pursue more. The system will help the employees to practice responsibility because the system was designed to responsibly monitor the employees time ins and out's. Negligence is highly prohibited for this is essential in computation of their working hours. This proposed system will give the hospital another turning point in technology innovations by changing entirely their method to computerized and automated. CONCLUSION The proponents therefore conclude that Employee Attendance Monitoring and Payroll System is the right aid for the Emmanuel Hospitals problem in terms of facilitating employees attendance, absences and payroll. This system will reduce the utilization of manual method and will mostly answers and eradicates the problems that observed while using the old system. The entire process of this proposed system will greatly affect the whole operation of the Hospital especially in the area of wage auditing and employee monitoring.
