    The NRC has no authority to demand that states stockpile KI for the citizens living near the NNPs. If citizens want KI, then maybe the only solution is that the public information brochure might mention where they can purchase it. The government can provide public education programs about KI but the citizens rarely attend such meetings unless the plant is in trouble with the NRC.

Thebelowcommentsarethoseofme,JonSchwarz,andImnotspeakingfortheStateof Nebraska! #1.Everynuclearstationandreactorisdifferentinsizeastotheamountofelectricitygenerated andinlocationwithregardstotopographyandpopulation.Thatbeingsaid,Ibelievethe EmergencyPlanningZonewillhavetodependonatleastthoseitems.TakeCooperNuclear StationinNebraskaforinstance.Itisnotalargegeneratingnuclearpowerplantandthe populationwithinthe10mileEPZissmall.Thereisnoneedtogobeyond10milesforemergency planninghere.IbelievethegentleladytalkingaboutPilgrimandfromMAwasonlyspeakingfrom herexperiencethere. #2.EveryStateinsovereign.TheNRChasnoauthoritytodemandthatthestatesinwhichnuclear powerstationsarelocatedberequiredtostockpileKIforthecitizenslivingneartheNNPs.During theJapanFukushimanuclearemergencyandultimatedisaster,ifIremembercorrectly,evenwith allthedestructiontherewastimeforevacuationtoatleast10milesfromthenuclearpower stationbeforethehydrogenexplosions.IdonotbelievethatthegentlewomanfromMAreally understandstheimplicationsofstockpilingandissuingKI(maybealittlewhenshetalkedaboutthe lineofcarswaitingforoneKIpile),butshedoesnotunderstandthat,asyouknow,dependingon ageandbodyweight,dosesmayhavetobeadjustedandyoujustcannothavevolunteersdothat. HereinNebraskawedonthavepaidfiredepartmentswithmedicsneartheNPPsthatwouldbe abletodothateither. #3.Ibelievethatthegovernmentatthelocal,state,orfederallevelcanprotectcitizensfrom everything,includingthemselves.ThegovernmentcanprovidepubliceducationprogramsaboutKI butthecitizensrarelyattendsuchmeetingsunlesstheplantisintroublewiththeNRC.Heck,we cantevengetthemediatoattendinformativemediadayswhichincludetoursoftheplant.If citizenswantKI,thenmaybetheonlysolutionisthatthepublicinformationbrochuremight mentionwheretheycanpurchaseit.Inmyopinion,citizensshouldbesomewhatresponsibletheir ownsafetyandprotectionFEMAevensaysinadisasterthatcitizensshouldbepreparedtofend forthemselvesupto72hours.InNebraska,itisthepolicytoevacuatepriortoareleaseor radiationsothepopulationwouldntneedKI.Oh,yousay,whataboutafastbreaker(youcan changethenameifyouwant,butitsstillafastbreakertome!)?Wellyoucanonlyplanforso much.IfNebraskadidstockpiledKI,wecouldntgetittothepopulationduringafastbreaker anywaybecausewedhaveinstructedthepopulationaffectedtoshelter;andifweissueditto themuponitbeinggiventous,three-quartersofthepopulationwouldforgetwheretheyputit, wouldhavetosseditoutforgettingwhatitwasfororonceagainitwouldcomedowntodosages.

    WouldMomorDadknowhowmuchtogivehersixmontholdchildandher2-yroldaswellasher 10yearold? Myownfeelingsare: Adjustthe10-mileEPZbasedonlyuponlocation,topography,andpopulationdensityinrelationto evacuationroutesandtimes(justrememberStateshavetherighttoignoreplant recommendationsandevacuatethewholeEPZatonetime[thinkPA],andNebraskapracticesthis aswellforthedownwinddirection.TheNRCkey-holedoesnotfitinourplans.LeavetheNRC KIpolicyasisoraddarequirementtoputinthepublicinformationbrochurethenameandaddress ofthecompanythatmakesKIwherecitizenscanorderitforthemselvesshouldtheysodesirebut withtheknowledgethatitonlyprotectsasmallpercentageofthebody.
