In an effort to support one of the NCCs functions of promoting fair competition in the communications industry, Layer 10 Solutions would like to propose an event that would bring together all of the major telecommunications players within Abuja. This event would be a football tournament that would be held during the first 2 weeks of December within Abuja city limits. The proposed venue is. In our country, football is one of the few languages that is spoken by just about everyone from all walks of life, young and old. It is indeed a universal language and at its best it can bring people from diverse backgrounds together irrespective of their origin, economic status and other factors. In an environment where infrastructure sharing is encouraged, it is imperative that telecommunication organizations do the very thing that they offer their subscribers, which is to communicate. By holding this event, we are attempting to provide an atmosphere where for a few days the various companies can compete with each other on a sports level and all professional ties are left at the pitch. We hope that the result of this tournament would be to foster an enabling environment where the different participants can easily approach one another and are aware of each other on a more personal level. During the course of business it is easy to forget that the person being dealt with on the other line is an actual human being. By bringing an element of fun and competition, this meet and greet would serve as a platform to build sustainable relationships for all of the participants. In addition to the relationship building and networking opportunity, this is a chance for subscribers to get to know some of the people in charge of their service. We plan to advertise on each subscribers network in order to increase crowd participation. Gifts will be auctioned off at the time of the final match. Layer 10 would like to ask for the Commissions assistance as a sponsor in making this event a reality. The commissions assistance would be helpful in ensuring that we receive a high turnout from potential participants, as we are targeting all of the operators in the Federal Capitol Territory Area. 1ST ANNUAL ALL TELECOMS FOOTBALL TOURNAMENT ABUJA 2011

Our Goal
Layer 10 Solutions is looking to raise approximately 6 Million Naira which will go towards marketing, event planning and tournament oversight. We hope to promote the All Telecoms Football Tournament as an annual event that would increase in popularity every year. The 3-on-3 format has grown in its acceptance since the last FIFA beach soccer world cup. We hope that we can expand the enthusiasm to our courts with this annual event. This event would allow the Telecommunications Community in Nigeria which represents over 10 mid-sized to large companies, to contribute to a social cause. Our major focus is to bring the different organizations together and all them see one another from a humanistic perspective. The 3-on-3 tournament needs the NCCs generous support to host this exciting team building community event. Your sponsorship will be highly valued. Our goal for you is to create a community event that generates long-lasting and effective exposure of NCC to the consumer as well as to different individuals within each organization. Additionally, we plan on having media present at the event, so the NCC will gain attention through press releases and news coverage of our event. The event needs your sponsorship for the equipment, facility rental, t-shirts, awards, advertising, and the event website. Layer 10 Solutions will use the sponsorship opportunity to further the goals of the Nigerian Communications Commission by fostering cooperation between the various operators in an attempt to protect the consumer.

Event Committee
The event committee will provide oversight for the tournament and will consist of staff from Layer 10 Solutions along with independently selected participants. NCC may nominate their own oversight at their discretion. The members of the committee will include: 1. Event Manager: This individual will be responsible for coordinating the overall operational elements of the entire event. They will ensure that the event runs smoothly from preparation to kick off. 2. Vice Chairperson in charge of event promotion: The individual tasked with this role will lead the marketing and promotion effort to ensure that event it marketed through appropriate outlets. They will be responsible for inviting the dignitaries and stakeholders. 3. Secretary: The secretary will be in charge of the organizational elements of the committee. They have the duty of ensuring that communication is accurate between various stakeholders. They will be in charge of the officiating crew and have the responsibility of designing and preparing the ceremony instruments. 4. Treasurer: They will be responsible for managing and disbursing event funds. He/she will be in charge of making sure that funds are managed and accounted for professionally. 5. Committee Members: They will assist in various tasks such as transportation of equipment, organization , security, first aid and food. They will help in event maintenance and match booking also.

3-on-3 Football Tournament

FORMAT
The 3-on-3 tournament will be played in an outdoor arena and will be refereed by a team of professionally hired officials. There will be a total of 10 teams with 5 players for each time. The teams will be divided into 4 categories or groups. Each team will play 4 games among teams in its group and each game will be 20 minutes divided into 2 halves. The home team will wear a specific color jersey and the away team will wear their own jersey color of choice. Home/Away team will be decided through a random selection process which will take place at the beginning of the tournament. Winners of each group will advance to the Knock-Out stages of the tournament and the team with the most points or goals will advance. The first stage of the Knock-Out round will contain 8 teams and each round after that will be halved until the Final game. The two remaining teams will be awarded with prizes and medals. We will set up a website where all of the rules and details of the event can be accessed. Every participant will have to register and pay their team fees at the website by the deadline of November 30th 2011. Event information, tournament schedule, rules, regulations and winner information will be posted on the website. Each team will be allowed to register up to 5 players at a registration fee of 40,000 Naira per team. A portion of player registration fees will be used to award subscribers that participate in the tournament drawing. Each player will be given a participation T-shirt on the day of the event along with other gifts which will bear the NCC sponsorship logo on it.

COMPLETE GUIDELINES
Player Eligibility 1. Regular employees of each company as of November 30, 2011 are automatically eligible. A regular employee as of November 30, 2011 who ceases to work for the company during the course of the tournament will still be eligible to play for the company. 2. All players with previous football experience including commercial league experience must be identified in order to properly group the teams Divisions and Teams 1. Teams must have a minimum of 4 and a maximum of 6 players each. 2. Since there will be multiple groups, companies can field in more than one team. 3. Teams will be grouped into groups based on relative strength, age, and office location as determined by the organizers in consultation with the teams. 4. Teams will only play against those in their division for their respective championships. 5. There is may or may not be a limit placed on the number of groups depending on the turnout of companies. Tournament Format 1. Teams will play a minimum of 4 first round games. 2. The top eight teams will advance to the 4-game quarter finals 3. The top 4 teams will advance to the 2-game semis 4. The final 2 teams left will play in a 1-game finals Special Features 1. Complete statistics will be posted on a league website 2. After the tournament there will be awards given for best defender, best scorer, etc Schedule and Venues 1. The tournament will be from December 3rd (earliest start) to December 11th (latest end). 2. Games will be scheduled mostly on weekends although there may be some weekday games depending on the availability of the venue and teams. Schedule preferences of teams will be considered on a best-efforts basis. Games can also be scheduled so as not to conflict with other leagues your team may be playing in. 3. All venues will have referees officiating and scoreboards. Venues could include Maitama Gardens, The Hilton or the Sheraton Outdoor facilities. Uniforms 1. Each team must have one dark and one white or one reversible jersey and one set of uniform shorts. Although not required, it is preferred that teams have one dark and one white or one reversible shorts too. 2. Only players in uniforms will be allowed to play in each game. Tournament Fees 1. The tournament fee is Forty Thousand Naira (NGN 45,000.00) per team inclusive of VAT. 2. Company products or services may be used to pay the fee on a case-to-case basis.
