This specification covers the minimum requirements for High Voltage Switchgear (Gas Insulated Switchgear; GIS) for 115kV system. It covers all items of equipment and materials necessary to complete the GIS. The GIS shall consist of enclosure, circuit breakers, busbars, disconnecting switches, grounding switches, instrument transformers, cable box, cable termination, surge arrester and all necessary internal cabling. TECHNICAL REQUIREMENT General This specification shall be read in conjunction , Specification for Meter and Relay Panel. The assemblies shall provided reliable provisions to absorb themal expansion and contraction created by temperature cycle. All joints shall be machined and all casting spot faced for bolt heads, nuts, and washer. All solid post insulation shall be provided with skirts The supervision of gas within the enclosure, density monitor with two free contracts for at least two (2) pressure levels shall be installed at a central and easily to accessible location. Pressure loss within each individual gas compartment shall not be more than 1% per year per gas compartment. The GIS shall be indoor type. The GIS shall be designed so that future extension can be carried out with the required duration of power outage as short as possible. The bus shall be extendable from both ends such that one bay can be added on both ends of the high voltage switchgear for future use. DELETE. Aluminum casing shall be preferable. Casing other than aluminum requires written approval. DELETE. The building size is enough for 2 bay extension (one bay extension on each side) However, this size may not fit for all suppliers GIS size. CONTRACTOR shall confirm the actual size of the building during Detailed Engineering and provide for future expansion. By accommodating future transformer, GIS building may be rotated 90 degrees to allow extension of 2 future transformers and all transformer bays will face east of GIS building and towards main substation. However, GIS building and transformer bay including space for future bays shall not obstruct any access around the building. The assembly shall consist of the completely separate pressurized sections designed and gas density monitoring shall be provided. The rupture diaphragms shall be provided to prevent the enclosure from uncontrolled bursting. The modular design shall be designed to allow ready removal of any section and replacement with minimum disturbance of the remaining pressurized switchgear. All busbars shall be three-phase or single-phase enclosed. The busbars shall be designed to be plug-connected from bay to bay. The circuit breaker shall be of the single pressure type with one interrupter per phase. The heaters for the SF6 gas are not permitted. The circuit breaker contacts shall be freely accessible. The circuit breaker shall be designed to minimize switching transient recovery overvoltages and shall be suitable for out-of-phase switching The arc interruption performance shall be consistent over the entire operating range from line charging current to full short circuit current. The complete contact system (SF6 gas, fingers, clusters,jet) shall be designed to withstand at least 5000 normal operations or 20 operations at full short circuit rate without necessity to open the breaker for service or maintenance. The maximum tolerance for phase disagreement shall be 3 ms. Each circuit breaker shall be equipped with two shut trip system per mechanism. Anti pump shall be provided. The highly reliable operating mechanism shall be selected fro closing and opening the circuit breaker. The control system shall provided alarm signal and internal interlocks, but inhibit tripping or closing of the circuit breaker when there is insufficient energy capacity in the hydraulic storage cylinder, or the SF6 density within the circuit breaker has dropped below a minimum permissible level.

Disconnector Switches All three-phase isolating switches shall be of the single break type. The DC motor operation shall be 125Vdc and completely suitable for remote operation and a manual emergency drive mechanism shall be provided. Each motor drive shall be self contained and equipped with auxiliary position switches and the mechanical indicator shall be provided. Both electrical and mechanical interlocking with the associated circuit breaker and/ or grounding switch shall be provided. The status work-in-progress indicator for grounding switching shall be provided. The DC motor operation shall be 125Vdc and completely suitable for remote operation and a manual emergency drive mechanism shall be provided. Each motor drive shall be self contained and equipped with auxiliary position switches and the mechanical indicator shall be provided. Both electrical and mechanical (key lock) interlocking with associated disconnector switch and/ or circuit breaker shall be provided. Surge Arrester

The surge arrester shall be designed to capable to maximum pressure relief current at 20kA and maximum voltage at 96kV. The surge arrester shall be designed with no spark gap and using non-linear metal-oxide resistor (MO arrester) Surge arrester shall be installed at incoming lines. The current transformer cores shall be suitable for protection and metering class. (5P20 for protection) Accuracy class 0.2 for revenue meter, 0.5 for metering The current transformer shall be foil-gas-insulated and can be removable without disturbing the gas compartment to which they are attached. The voltage transformer shall be of the inductive type. The voltage transformer rated shall be up to 200VA. The voltage transformer shall be foil-gas-insulated and can be removable without disturbing the gas compartment to which they are attached. Accuracy class 0.2 for revenue meter, 1 for metering and 3P for protection. The GIS shall be provided with the local control panel for cable termination and mounting control devices. An electromechanical or solid-state interlocking control board shall be supplied as a standard for each switchgear panel. Cable Connections Power Cable The SF6 gas-insulated metal-enclosed cable-end housing shall be provided. The stress cone and sealing shall be provided to prevent oil or gas from leaking into the SF6 switchgear. The cable end housing shall be designed and suitable for SLPE cable with steel wire armour.,a core coss section up to 2000 mm2 The facilities to safety isolate a feeder cable and to connect a high-voltage test cable to the switchgear or cable shall be provided. The bushings shall be located for easily access for cable termination, testing, shipping and maintenance.

The cable termination kits shall be provided by the CONTRACTOR. Gland plates shall be removable, un-drilled non-magnetic plates. The suitable control cable type shall be selected for control cable. Cable glands shall be provided.

Control Cable

Internal Wiring All internal wiring shall be sized to reflect the RMS or heating value of the resistance prospective at full load current during ground fault conditions. All internal wiring shall be provided with permanent identification printing. The CT secondary wiring shall be stranded copper wire coated with tin. Sizing calculation shall be submitted for approval. All wiring shall be ended with ferrule or lug. The minimum wire size of CT wiring shall not be less than 4 sq mm. The GIS safety ground shall be provided and considering of the local personnel operation. The grounding system shall be designed as per IEEE-80 Embedded ground mesh in the concrete slab shall be installed according to Provincial Electricity Authoritys (PEA) standards.

Anti-Condensation Heaters Anti-condensation heaters shall be provided in control panel and others. Anticondensation heaters shall be controlled by adjustable thermostat to prevent overheating.

Nameplate shall be affixed to each device by the manufacturer. Unless otherwise specified, it shall be made of corrosion-resistant materials. 5.17 Miscellaneous Parts Miscellaneous Parts shall consist of set of nuts, bolts, covers, armor clamps, lugs, heat shrinkable terminations, ground bar, labels and all items necessary to complete the assembly. The SF6 gas shall be provided by the CONTRACTOR. The GIS shall have a completed set of special tools, and any devices, which are necessary for the erection, operation, testing and maintenance. The lockable box for these tools and devices shall be provided. Commissioning spare parts shall include all those items that are considered as consumable materials. It shall be required for replacement during installation and commissioning.

The material and thickness of the enclosure shall be selected to withstand and internal arc. The enclosure materials shall be designed to prevent of the corrosion and rust. The enclosure shall be selected to prevent a burn-through or puncturing of the housing within the first stage of protection, based on a short circuit condition of 31.5 kA (at 3 s). Enclosures shall be in accordance with BS-5524 or IEC 60517 PAINTING All surfaces shall be thoroughly cleaned by sand blasting or shot blasting before painting. Internal surface of the enclosure shall be finished with oil resisting paint. External surface shall be painted with primer coat and the enclosure paint finish shall have special heat, oil and weather-resisting properties. Pigment paint shall be used when surfaces are painted. Paint is highly resistant to weathering and corrosive protection. Final coating shall be as per NEMA RAL 7032.

Type test certificate for short circuit withstand, earthing switch proof test, temperature rise and electromagnetic field measurement shall be submitted for approval. Installation, operation and maintenance manual. Price list for spare parts as per the CONTRACT.
