General requirements

Introduction Project descriptions The coal fired Power Plant project consists of one Unit electric generating station. The Unit is designed to deliver nominal net capacity of 660 MW to the PLN Grid 150 kV System. The Unit will be financed, designed, constructed, tested, commissioned, owned, operated and maintained by the Cirebon Electric Power. The Cirebon Thermal Power Plant has been being developed by CEP, for the purpose of satisfaction of the electrical energy demand of Indonesia. The project consists of one (1) unit, having a Rating Output of 660MW. The unit and other facilities are targeted to be commercially operated as per following schedule: Commercial operation of unit: May 31, 2011 Power receiving date: April 01, 2010

1.1.2

Scope of supply This specification is intended to provide technical information and guidance for Engineering, procurement and Construction of complete 150kV transmission lines. Bidder shall provide a standard design for items within the scope of this specification which are not covered in detail by these specifications. The standard design shall be in accordance with accepted industry practices for electrical power generation as well as applicable standards, codes and local regulations. The scope of supply shall include, but not limited to, design, supply, fabrication, assembly, erection and testing in order to complete four(4) circuits of transmission lines for taking over to PLN. The following scope of works is only indicative but enumerates all details. a. Electrical Engineering / design including: Insulation Design Transmission Line design Calculation of Sag-Tension & maximum working tension Selection of tower scheme Grounding design Bill of material and list of all accessories Stringing & sagging schedule Laboratory testing All tests as per IEC, Indonesian standards to meet the PLN requirement

b. Civil Engineering / design including: Site survey and review Soil investigation work Measuring of soil resistance Structural calculation of foundation Foundation Design Structural Design Bill of material and list of all accessories All tests as per IEC, Indonesian standards to meet the PLN requirement

c. Overhead Conductors from Take off tower at switchyard boundary to the existing transmission line of PLN at interconnection point as per annexure 2.10 The conductor shall be as follows: 4 Circuits - 2 X Dove conductor Contractor shall also provide optional price of replacing 2 circuits of 2 X Dove conductors by 2 X AC3 conductors The hardware required for connection between Switchyard End Tower at Switchyard boundary and Transmission line First tower is in bidders scope of supply. d. Outdoor Fiber Optic Junction box Installed at Transmission Tower at interconnection point for Suitable interface for SCADA, Telemetering and teleportation. e. The RTU used for SCADA application shall be compatible with existing protocol i.e. IEC 60870-5-101 f. OPGW cable from Outdoor Fiber Optic junction box (mentioned above) to a similar Junction box (not in scope of supply) installed at the switchyard takeoff gantry

g. Required Galvanized shield wire as required in addition to the OPGW cables for lightning protection of transmission line. h. Preparation of project report i. j. Project management Technical coordination with PLN for approval

The number of towers as indicated in the relevant annexure on this document are indicative Only; The successful bidder shall determine the actual quantity and type of the tower after finalization of the contract . 1.1.3 Delivery schedule and Conditions a. Attendance to the receiving inspection The contractor or his representative shall attend to the receiving inspection at jobsite to avoid any argument on the responsibility of damages, missing, or any visual defect of the delivered equipment/material. If the contractor fails to attend by the time mutually agreed, it shall be deemed accepted by the contractor to take any corrective action, if required, according to the purchasers inspection report.

In principle, no deviations are accepted. However the bidder may propose alternative solutions if it is equivalent to or better than, commercially and technically, those stipulated in this purchase specification. In this case the bidder is requested to provide a detail explanation to allow the purchaser to assess its adequacy. Project management a. The organization chart for contract execution shall be provided within 2 weeks after contract. A representative who will be responsible for the implementation of contract shall be indicated. b. Manufacturing schedule shall be provided within 2 weeks after contract for the purchasers approval. 1.7.1 Warranty period shall be till the 31st of May, 2013 and, the warranty period shall be extended one (1) year from Completion of correction for such part or element of the work supplier corrected. But, the warranty period shall not be exceed 31th of May, 2014. 1.7.2 1.8 For any defect occurred during warranty period, the contractor shall take remedy action immediately at his own cost. Liquidated Damages The LD clause for documents submission will be applicable under following conditions: i The first issue of documents/ drawing (Generally through email basis)shall not be submitted for name sake regardless of its quality & shall be submitted as best quality of drawing & document. The commented documents shall be revised & resubmitted within 10 calendar days to avoid the LD. The LD clause is applicable for, FA documents/drawings, as defined in the documents submittal list by DOOSAN. Liquidated damages shall be 500 UDS/day (Max of 10% agreed amount).

(APPENDIX I, PPA) SPECIAL FACILITIES

DEFINITIONS All capitalized terms shall have the meanings given to them in the Power Purchase Agreement (the "Agreement") to which this Appendix I is attached, except as otherwise defined herein. "Construction Interfaces" shall mean the construction interfaces described in Section V.B of this Appendix I. "Electrical Interconnection Facilities" shall have the meaning in Section IV of this Appendix I. "Interconnection Points" shall have the meaning Section III of this Appendix I. Special Facilities shall mean the facilities listed under Section V.A and V.B to be designed, financed, constructed, tested and commissioned by SELLER and to be taken over in accordance with the Taking Over procedures in Appendix J. Upon Taking Over by PLN, PLN shall own, operate and maintain the Special Facilities. "Transmission Line" shall have the meaning specified in Section V.A of this Appendix I.

GENERAL Transmission Line and the Construction Interfaces are all Discrete Elements of Special Facilities. SELLER shall design, construct and install the Special Facilities in accordance with Section 5.7.1 and Section 5.7.3 of this Agreement. Upon Taking-Over of the Special Facilities in accordance with Appendix J, PLN shall own, operate and maintain such Special Facilities as an integral part of the PLN Grid System.

III.

INTERCONNECTION POINTS The following table represents the Interconnection Points, which are defined as the physical points of on-going operational interconnection and jurisdictional boundary between the Plant and the PLN Grid System. This table represents the known Interconnection Points at this time but is not necessarily complete. The known Interconnection Points are further specified in Exhibits I - 1 attached to this Appendix.

ELECTRICAL INTERCONNECTION FACILITIES The Electrical Interconnection Facilities are facilities that are required to transfer electrical energy either from the Plant to the PLN Grid System, or from the PLN Grid System to SELLER. SELLER shall consult with PLN and PLN shall provide to SELLER, as reasonably necessary, copies of design and installation drawings and documents in relation to the interfaces with existing PLN facilities. Drawings, plans and other engineering documents and specifications for the Electrical Interconnection Facilities shall be subject to PLN review and approval as provided in Appendix A. The Electrical Interconnection Facilities for the Plant will include, without limitation, the following: a. Metering System located on the switchyard side of the 150kV Transmission lines; Any other electrical equipment or devices located on the metering panel and between the metering panel and the metering CT's and PT's; All related protective devices associated with the above equipment; All monitoring, control, communication and telemetering systems connected to and associated with the 150 kV Metering System; All line related protective devices.

GENERAL To facilitate the design, engineering, construction and testing of the Special Facilities, PLN and SELLER agree to coordinate and exchange design requirement, operation philosophy, and PLN system data with respect to those facilities. Based on PLN supplied system data, SELLER will be responsible for the design and implementation of Special Facilities. SELLER agrees to deliver drawings, plans and other similar design and engineering documents and specifications with respect to the interfaces for PLN review and approval in each case prior to commencement of construction activities for such facilities. Testing procedures for the Special Facilities, as required, will be subject to review and approval by PLN prior to commencement of testing.

Upon receipt of any drawings, plans, testing procedures or similar documents, PLN shall have four (4) weeks to review the documents and either approve them or submit to Seller PLNs comments regarding SELLERs plan, which comments shall be consistent with the basic design and design criteria set forth in the volume(s) referred to in respect to the plans for such Special Facilities and shall be mutually addressed and resolved by the Parties. Failure of PLN to respond within such four week period shall be construed, for all purpose and irrevocably, as PLNs approval of the documents as submitted by SELLER. In the event that the Parties cannot reach a mutual resolution with respect to PLN comments and concern regarding the design of Special Facilities within two calendar weeks, such comment, and concern shall be referred to an expert for resolution in accordance with the provisions of Section 17.2 of this Agreement.

B. DOCUMENTS, DATA AND DRAWINGS TO BE ISSUED BY SELLER FOR SPECIAL FACILITIES DURING PROJECT IMPLEMENTATION
1.

Procedures Following the start of the Project, SELLER shall prepare and provide to PLN for review and approval of all drawings, schedules, calculations, documents, data and information necessary for the proper supervision by PLN of the Special Facilities work involved and to provide a detail and comprehensive record of all aspect of this Agreement. The extent of these submittals shall include but not limited to those specified, and shall be sufficiently comprehensive to fully establish that all parts and procedures to be used in performing the Special Facility Works comply with the objective of this Agreement and with requirements for installation, operation and maintenance. PLN shall have the right to require Seller to submit such additional information as may reasonably required. All drawings and documents prepared by SELLER or its contractors for this Agreement shall bear reference to Cirebon Coal Fired Steam Power Plant 1 x 600 MW in the title block. All documentation whether letters or drawings shall show the project title and number and shall be on ISO standard A-size sheets with the normal maximum size of drawing is A 1 size. PLN will not normally require to receive copies of detailed manufacturing drawings but SELLER shall make this available to PLN if so requested. All drawings shall be to scale and fully detailed and dimensioned. The material of which each part is to be constructed shall be indicated. All drawings submitted shall be prepared to a standard suitable for ultimate micro-filming. Each drawing shall be clearly stamped to indicate the applicable status e.g. For preliminary, For information, For Approval, For Construction, and As Built. Electrical schematic and wiring diagrams shall be arranged such that terminal blocks and terminal information is clearly shown and indicating incoming and outgoing cables and the location of the remote end of such cables. Circuit diagrams of all electrical equipment including printed circuit boards shall be provided sufficiently for comprehensive fault finding.

Submission and Approval

SELLER shall submit six (6) copies of drawing to PLN for approval. If PLN is satisfied with the drawing, two (2) copies will be returned to SELLER marked with Approved stamp. If PLN is not satisfied with the drawing, two (2) copies stamped Examined and Return with Comments will be returned to SELLER with comments marked thereon and the drawing shall be amended, the revision letter affixed to the drawing Number revised and re-submitted for approval. Revised drawing shall have indicated on them the nature of the change, the reason for the revision and the location of the revision. When submitting drawing for approval, including any prepared by contractors, SELLER shall certify that it has fully examined such drawings and that they comply with requirements of this Agreement. PLNs comments on these drawings and data shall be resolved by SELLER and returned to PLN within four (4) weeks from the date of PLNs comments. Approval of drawing by PLN shall in no way relieve SELLER of its responsibilities under this Agreement. On receipt of approval by PLN, SELLER shall arrange for the revision column of the drawings to be marked approved by PLN on (date) revise the issue letter of number, and forward four (4) copies to PLN for its used. Any work done before the review of the drawings and data shall be at SELLERs risk and any necessary, within reason, design changes to comply with the requirements and objectives of this Agreement shall be made at no additional cost to PLN or delay to the Project. SELLER shall submit to PLN for review and approval the following drawings, data and documents: a. General data, drawings and documents: List and schedule of submittal data, drawings and documents. A detailed design criteria of all equipment. Soil investigation. Description of cleaning, checking and testing procedure. Layout Tower per type (typical) including clearance diagram and swing conductor and insulator with tower body. Stringing Method Procedure. List of equipment which must be stored indoors and which can be stored outdoors.

General specifications covering type and design of all principal components of the equipment. Material fully identified by referencing the appropriate standard of material used in the equipment. Also description of special equipment, if included, for dismantling and assembly of equipment. A complete bill of material and a list of all accessories furnished for each equipment category or specification. An itemized list of all tools that SELLER will furnish with the equipment that are required for maintenance and repair of equipment. Complete field erection drawings which detail the location installation and connection of all items not permanently installed at the factory. Each item to be field assembled shall have the same identification both upon the drawings and upon the item itself. Calculation for Electrical, Mechanical and Civil Works.

PLN will not necessarily examine in detail all submittals forwarded to him by SELLER and may at its option require submittals to be subject to its review or regard them as for information and record purposes. SELLER shall be responsible for any discrepancies, errors or omissions on the drawings and other particulars supplied whether or not such drawings and particulars have been reviewed by PLN. PLN shall require SELLER to make any changes to the drawings and data which may be necessary, in the opinion of PLN, to make the works conform to the intent of this Agreement until full acceptance of the equipment by PLN.

Data, drawings and documents to be submitted within one (1) month Within one month of the date of the award to subcontractor for the contract to design, construct and install the Special Facilities, SELLER shall submit the following: Contract Network Schedule Overall layout and general arrangement of all major equipment for the Plant (including substation building, switchgear, control and relay panels) giving foundation requirements showing locations, dimensions, load and details of cable trenches required.

Single line diagrams of main electrical system for the Plant (substation and ac & dc auxiliary services). Protection & Metering Diagrams. Block Logic Diagrams. Control Configuration, if furnished. Four (4) copies, in English, of all codes and standards approved for use on this Agreement. Quality procedures and inspection schedule.

Data, drawings and documents to be submitted within two (2) month Within two months of the date of the award to subcontractor for the contract to design, construct and install the Special Facilities, SELLER shall submit the following: A Basis of Civil Works Design developed from statements of design intent to describe concisely each section of the works, the provisions made for selection, the Names and Register Numbers of the computer programs used for the analysis and design, and the particular editions and revisions of all standards & codes include any relation or cross reference to calculations of proceeding design work. SELLER shall prepare detailed calculation expanding the philosophy of the basis of design. Calculations shall include concise statements on the reasoning behind the design decisions and acknowledgement of the behaviour of the whole structure and computations individual components. Each calculation shall include reference to the appropriate basis of design. SELLER shall submit, under its letterhead, three copies of the required calculations on A4 size paper. All computer print outs shall be bound into an appropriate binder. Input data shall be verified and documentation shall be provided to show that the data evaluated in the calculation has been specifically used by the program to produce the final computer output. Where computer is used, details shall be given of the software used and any certification of validation by independent authorities provided as appropriate. Detailed civil drawings (including foundations steel structures, tower, piling works and others) providing all necessary information for the detailed civil works and building design for all transmission line works, together with a schedule of built-in items.

Complete equipment list of all items and equipment to be supplied together with the name of the manufacturer or sub-contractor, country of origin, FOB delivery date. Schematic diagrams of all systems. Instruments lists, functional logic diagrams of control, alarms and sequence interlocks. Test Tower Report. Drawing list summarizing all existing and proposed drawings of principal items intended for submission to PLN by SELLER, together with submission dates. Schedule of all AC and DC loads.

Layout drawings for all electrical, mechanical and civil works. Block cable diagrams and diagrams of connections for all equipment, marshalling boxes and control panels. Electrical schematic diagrams, including power, control, indication, protection and alarms. Detailed general arrangement and construction drawings for all equipment. Route Map and Profile drawings including sagging. All welding procedures (both at Site and during manufacture). Access and supporting steel arrangement drawings. Schedule of SCADA Interface cubicle. Schedules of consumable items, lubricants and chemicals. Standard format schedules i.e. piping, valves, instruments, etc. Cable Block Diagrams and itemized cable schedules.

Detailed drawings of buildings including services. Workshop drawings of transmission line including foundation and tower.

Data, drawings and documents to be submitted within four (4) months Full manufacturers data sheet on every type of device, equipment, or module which SELLER purpose to utilize in the control and instrumentation system including computer hardware and software, if furnished. Functional group control diagram, if furnished. Evidence of submission of plans for approval, where necessary, to local authorities.

Revision of SELLERs Drawings at Site. During the erection and commissioning period it may be necessary for PLN to make revisions to already approved construction drawings. In such case SELLER shall provide to PLN at Site without unreasonable delay two markedup prints detailing any revision made. Normal revisions of these shall then be made and issued to PLN as described earlier.

4.

As-Built Drawings Following the installation of the equipment, SELLER shall revise its drawings as necessary to show the as-built status. SELLER shall send three copies of the as-built drawings to PLN for approval.

5.

Contract Drawings After approval of the as-built drawings SELLER shall submit, for final record purpose, sets of all approved drawings as follows: 1 set electronic file such as: CD ROM on autocad for MS window format 1 set of full size transparencies. 3 sets of full size hard copy.

These sets of drawings shall be submitted as a single submission to PLN.

The transparency material shall be 0.075 mm thick polyester film.


6.

Erection Drawings

It is SELLERs responsibility to ensure that field erection personnel have in their possession the latest available erection drawings of the type and quantity needed to perform the works.
7.

Test and Records Before Shipment Before any equipment is packed or dispatched form SELLERs or subcontractors works all relevant performance and other tests called for in this Agreement shall have been successfully carried out in accordance with appropriate codes and standard and to the satisfaction of PLN, who shall have received and approved the test results. Six (6) copies of mill and test certificates shall be supplied to PLN. SELLER shall supply at the ex-works stage six (6) bound copies of all certification, suitable indexed, to cover all performance tests of equipment.

8.

Test Records During all tests a complete and detailed log of observations and readings shall be made and certified copies submitted to PLN. The detailed test procedures, lists, logic diagrams, and protection & metering diagrams together with test results shall be correlative and presented as a single bound final test report to form a comprehensive set of test procedures and records of the tests conducted on the works. Six (6) bound copies of Final Test Reports shall supplied by SELLER to PLN.

9.

Instruction Manuals SELLER shall provide sets of well structured, comprehensive and coordinated manuals to fully describe all aspects of design, operation and maintenance of all equipment agreed under this Agreement including tools and testing equipment. The format of the document will be agreed with PLN before SELLER proceeds to assemble the draft manuals. Six (6) copies of the first draft of the manuals shall be submitted to PLN for review two (2) months before commissioning of the equipment. Six (6) copies of the final manuals shall be submitted to PLN one (1) month prior to the commencement of commercial operation or at the end of construction period whichever is earlier. SELLER shall also be held responsible for supplying additional information or replacing information to keep the manual complete, accurate and up date if field inspections of equipment indicate omissions or inaccuracies in the manuals. All manuals will be submitted to PLN complete in durable binders expected to last over multiple years and which facilitate addition or removal of information.

10.

Commissioning Test Procedure To determine whether the equipment complies with the guarantees, SELLER shall carry out the commissioning test. SELLER shall submit detailed commissioning procedure for all equipment. Test schedule will be prepared by SELLER and the test shall be conducted in accordance with the commissioning test procedure submitted by SELLER and approved by PLN and complying with the specified guarantee conditions.

EXHIBIT L INSPECTION AND TESTING OF SPECIAL FACILITIES I. GENERAL The Supplier shall develop and implement test procedures for the construction, start-up and commissioning of the Special Facilities in accordance with this Exhibit L. The Supplier shall provide all supplies required for the performance of such tests. The overall testing program for the Special Facilities shall consist of the following phases: (1) construction testing and (2) start-up and commissioning testing of equipment and systems. II. INSPECTION, TESTING AND TAKING-OVER OF THE SPECIAL FACILITIES A. Construction Inspection and Testing The Supplier shall perform standard inspection and testing of the construction of the Special Facilities (including concrete compressive strength testing, soil compaction testing and electrical testing) in accordance with construction testing procedures which conform to the applicable requirements of the codes and standards specified in Appendix A of the Power Purchase Agreement. The construction testing activities shall include initial and preliminary check-out of equipment and systems installed during the construction period. The Supplier shall perform all such inspections and system check-outs during the construction period for the Special Facilities. The Supplier shall, no later than thirty five (35) days prior to the commencement of any construction testing of the Special Facilities, prepare and submit to the Owner the relevant test procedures in accordance with Owners Standards, applicable Laws, and Appendix A, Section 11 of the Power Purchase Agreement. The Owner and the Customer shall have the right to witness, pursuant to Section 5.6.2 of the Power Purchase Agreement, any construction tests of the Special Facilities. The Supplier shall notify the Owner in writing at least fourteen (14) days prior to the performance of such tests. If either the Owner or the Customer fails to witness any construction tests, the Supplier is not required to postpone such tests and neither shall such tests be treated as having failed as a result of the absence of either the Owner or the Customer. B. Notice of Completion Upon completion of each Discrete Element (as defined below) of the Special Facilities and prior to the testing of such Discrete Element (if necessary), the Supplier shall notify the Owner in writing (the Notice of Completion) that such Discrete Element is complete except for minor items to be listed on the Special

Facilities Punch List contemplated in Section C. For the purpose of this Section II, a Discrete Element or parts thereof for testing shall be the individual items specified in the definition of Special Facilities. C. Certification of Completion The Owner, the Supplier and the Customer shall conduct a joint walkdown survey of the Discrete Element after receipt by the Owner of the Notice of Completion. The Owner shall notify the Supplier of the date for such joint walkdown survey. Such date shall be no later than four (4) Business Days after the date on which the Owner delivers a notice of completion to the Customer in respect of such Discrete Element pursuant to Appendix J of the Power Purchase Agreement. The Owner shall notify the Supplier of any defects or deficiencies identified in the walkdown survey, in addition to any completion items on the list of outstanding completion items (the Special Facilities Punch List). If the Owner does not advise the Supplier within five (5) Business Days after the joint walkdown of any additional defects or deficiencies as described in the first paragraph of this Section C, then the walkdown survey in respect of that particular Discrete Element will be considered as final and the Supplier will issue a notice to the Owner and the Customer to certify that such Discrete Element is complete except for items on the Special Facilities Punch List. This notice issued by the Supplier shall be final and binding on the Parties. If the Owner and the Customer does not participate in the joint walkdown in accordance with the first paragraph of this Section C, the Supplier may conduct the walkdown survey, independently. This walkdown survey will be considered as final and the Supplier will issue a notice to the Owner and the Customer to certify that the Discrete Element is complete except for items on the Special Facilities Punch List. This notice issued by the Owner shall be final and binding on the Parties. D. Start-up and Commissioning Testing Thirty five (35) days prior to the commencement of any start-up and commissioning testing of the Special Facilities, the Supplier shall prepare and submit to the Owner relevant test procedures in accordance with Owners Standards, applicable Laws and Appendix A, Section 11 of the Power Purchase Agreement. The Owner and the Customer shall have the right to witness the performance by the Supplier of the start-up and commissioning testing of the Discrete Elements. The Supplier shall notify the Owner in writing at least fourteen (14) days prior to the date of such start-up and commissioning test. After any physical, mechanical or operating Discrete Element has been certified as complete in accordance with Section C above, the Supplier may complete any preparatory work necessary to permit start-up and commissioning testing if such Discrete Element requires start-up and commissioning testing. of preparation work, the Supplier may conduct start-up and commissioning tests of the relevant Discrete Element. The start-up and commissioning tests shall, if applicable, be those prescribed by the vendor of the applicable equipment and otherwise shall be of a nature, insofar as practicable, to test the conformity of the elements involved to specifications, and to determine compliance with applicable warranties. Upon completion of the start-up and commissioning tests of a Discrete Element to the Supplier's satisfaction, the Supplier shall notify the Owner in writing that the Supplier has successfully completed the start-up and commissioning tests of such Discrete Element, and the Supplier shall ensure that each such notification contains the written results of the applicable Start-up and Commissioning test. The Owner shall, no later than seventeen (17) days after receipt of such notice, notify the Supplier in writing of any defects or deficiencies in the Discrete Elements being tested; otherwise, the start-up and commissioning testing of such Discrete Elements shall be considered completed on the date the Supplier completed such tests. E. Taking-Over of the Special Facilities by the Customer Upon certification of completion, as specified in Section C above, and successful completion of the required start-up and commissioning testing as specified in Section D above, where applicable, the Discrete Element, without prejudice to the warranties of the Supplier in Article 19 of the Agreement, shall be accepted by the Owner (Taking-Over), provided that the Owner shall not be required to accept such Discrete Element unless the Supplier has delivered to the Owner a TakingOver package consisting of all relevant manufacturers' operating and maintenance manuals and all design, engineering and testing data books for such Discrete Element. The Owner and the Supplier shall execute a Taking-Over certificate to document the transfer of the Discrete Element to the Owner. Upon Taking-Over, the Supplier shall be relieved of and the Owner (or the Customer pursuant to Appendix J of the Power Purchase Agreement) shall assume care, custody, control and risk of loss for such Discrete Element. The Owner shall accept any such Discrete Element notwithstanding the need to complete items on the agreed Special Facilities Punch List (such as painting, final cleanup and final grading for example), provided that no such item shall be of a nature as to interfere with the soundness or operability of such Discrete Element and provided, further, that this clause shall not relieve the Supplier from its obligation to complete items on the Special Facilities Punch List as soon as practical after the Taking-Over of such Discrete Element. The Supplier shall provide the Owner with as-built drawings of the Discrete Element no later than five (5) months from the date of any Taking-Over certificate for such Discrete Element. F. Correction of Defects and Deficiencies If the Owner notifies the Supplier of defects or deficiencies (other than Special Facilities Punch List items) prior to certification of completion (as provided in Section C above) or during the start-up and commissioning testing period, the

Supplier shall correct such defects and deficiencies. Thereafter, the Supplier shall issue a new Notice of Completion with respect to such items and the Parties will follow the procedures set forth above.

PROJECT MANAGEMENT

Progress Schedules/Reports Section 1.1 Progress Reports.

The Supplier shall prepare and submit to the Owner a monthly progress report (a Progress Report). The first Progress Report shall cover the period from the date of the Notice to Proceed up to the end of the first full calendar month after the date of this Agreement. The Supplier shall submit a Progress Report to the Owner monthly thereafter, each within two (2) days of the last day of the period to which it relates. The last Progress Report shall cover the period from the beginning of the last month prior to Final Completion up to and including Final Completion. Each Progress Report

shall include the information set forth in Exhibit F (Form of Progress Report). Each Progress Report shall include monthly updates to the CPM schedule in hard copy and electronic format.

The Supplier shall deliver the Project Schedule to the Owner within thirty (30) days of the date of the Notice to proceed or effective date. The Supplier shall prosecute the Work in accordance with or in advance of the Project Schedule. In agreeing to the Project Schedule and to complete the Work within the time required by this Agreement, the Supplier represents that it has taken into consideration and made allowance for delays and hindrances incidental to such Work, whether resulting from delays of common carriers, delays in securing Equipment, or workmen, delays in securing necessary approvals, charges, omissions, alterations or otherwise to the extent included in the Suppliers obligations under this Agreement, and understands that the failure to complete the Work within schedule may cause Loss for the Owner.

Section 1.2

Project Schedule.

The Supplier shall develop the Project Schedule using critical path method (CPM) precedence networking techniques, showing early start, float, late start, early finish and late finish dates for all phases of the Work, including dates for procurement, fabrication, assembly, installation, testing and completion, the shipping and delivery dates and the Performance Test Completion Date and shall include the dates for accomplishing the items. The Supplier shall provide CPM schedules with predecessor/successor logic in

electronic format (Primavera as long as the Supplier provides to the Owner corresponding software at no additional cost) with hard copies of the monthly Progress Reports. No significant alteration to the Project Schedule, or to such arrangements and methods, shall be made without informing the Owner. If the progress of the Work does not conform to the Project Schedule, the Owner may instruct the Supplier to revise the Project Schedule, showing the modifications necessary to achieve completion within the scheduled time for completion; The Supplier shall cooperate with the Owner in coordinating the Project Schedule with those of the Owners other Suppliers for the Facility and with the needs of the Owner.

EXHIBIT F FORM OF PROGRESS REPORT Each Progress Report submitted by the Supplier shall include the information set forth in this Exhibit F. In those cases where the Supplier does not have anything to report, the Supplier may include a statement of non-applicability.

1.

Progress of Work.
The Supplier shall provide a brief narrative description of major activities completed in the past month, major Work to be started in the coming month, major Work to be completed in the coming month, major Work not completed that should be completed and related events during the reporting period. The Supplier shall report major items of Work that affect overall progress rather than detailed statistical information.

2.

Status of Engineering and Procurement Services.


The Supplier shall:

(a)

describe the status of progress of the Work compared to the Project Schedule; estimate the dates for achievement of milestones; provide a summary of milestones and the percentage completion for the reporting period; quantify estimates of percentage completion of major Equipment;

(b)

(c)

(d)

furnish a copy of the current progress schedule clearly showing the status of completion for each Work item and the date the status was made;

(e)

provide manufacturing schedules, drawing and specification schedules and progress charts as appropriate to indicate the Work being performed; provide a summary of Work to be accomplished during the next reporting period.

(f)

Engineering, and Procurement Difficulties.


The Supplier shall describe unanticipated fabrication and installation difficulties that could significantly increase Project costs or affect the performance of the Work, such as latent conditions, serious job accidents, floods, labor difficulties, quantity overruns, material shortages and similar events.

4.

Agreement Status.
The Supplier shall describe the status of the Agreement, including such items as existing or , required notifications, and any non-compliance with the terms of the Agreement.

5.

Critical Events and Dates.


The Supplier shall report important items and events, such as the dates of arrival of each major Equipment item or component.

6.

Inspections, Tests and Results.


The Supplier shall:

(a)

describe any deviations from, or events or circumstances relating to, the Quality Control and Inspection Program; describe any inspections and tests performed and the results of such tests; describe any Defects or Deficiencies and the plans for correcting such Defects or Deficiencies; describe any particular problems arising from the inspections and/or tests;

(b)

(c)

(d)

(e)

attach all test reports generated during the time period covered by this report not otherwise transmitted to the Owner under separate cover; and

(f)

provide a summary listing of all test reports transmitted to the Owner during the reporting period.

7.

Other Items of Interest.


The Supplier shall identify any events not reported elsewhere in the Progress Report. Typical events include (but are not limited to): coordination meetings, matter requiring continuing or follow-up action, public relations, important visitors, and events relating to the Quality Control and Inspection Program and the obligations of the Supplier set forth in Article 8 of the Agreement.

8.

Earned Value.
The Supplier shall provide a cost development curve, including comparison of scheduled expended, actual expended, schedule committed and actual committed costs. The Supplier shall provide S-curves in each report showing accumulated earned contract value utilizing values for completed milestones from the Milestone Payment Schedule.

9.

Summary of Change Orders.


The Supplier shall provide a summary of all approved and pending changes to the Work as of the date of the report.

10.

Total Amounts Committed above the Contract Price.


The Supplier shall provide a summary of the Change Orders as of the date of the report that have increased the Contract Price (which summary shall include a description of the Change Orders and the amount of the increase to the Contract Price resulting from such Change Order).

TRAINING
The Supplier shall train the personnel of the Owner in accordance with the Work Scope and Exhibit O (Training Program). Training aids shall be provided by the Supplier as required to adequately present the subject material. The general topics of the training shall encompass all information necessary for efficient, safe, prudent and proper operation of the Facility, including start-up, operation, maintenance and repair. The

Contract Price includes all training. The training shall consist of (a) prior to Start-up and Commissioning of the Facility, orientation training and classroom training at the manufacturers factory in respect of the boiler, steam turbine, auxiliary systems and major Equipment; (b) operational training during the Start-up and Commissioning of the Facility; (c) distributed control system training classes at the facilities of the control systems manufacturer and/or other locations as the Supplier and Owner may agree; and (d) chemical and environmental training, safety training and use of all required training aids as necessary to comply with the requirements and as described in Exhibit O (Training Program). The Supplier shall design and submit a training procedure to the Owner within one-hundred and eighty (180) days after issuance of the Notice to Proceed. If the Owner comments on the training procedure and schedule submitted by

the Supplier, the Supplier shall effect such changes to the extent reasonably possible in response to such comments and resubmit the training procedures for the Owners review within fifteen (15) days of receipt of such comments from the Owner. training documentation and instruction shall be in the English language. Exhibit O TRAINING PROGRAM

1.

General The Supplier shall provide to the personnel of the Owner the training necessary for the efficient, safe, prudent and proper operation of the Facility in accordance with the Agreement and this Exhibit O. The Supplier shall be responsible for the technical content and quality of the training program and shall prepare appropriate training aids for the training program and provide instructors with

knowledge and experience in the different aspects of power plant operation, maintenance and repair. The Supplier shall complete all training required by the Agreement and this Exhibit O on or before the Final Completion Date. 2. Training at the Manufacturers Facilities The Supplier shall provide orientation training and classroom training with respect to the boiler, steam turbine, auxiliary systems, major Equipment and distributed control system at the relevant manufacturers facilities. All such training will be provided prior to Start-up and Commissioning of the Facility. The Owner shall pay for all travel, accommodation and living costs and expenses incurred by its personnel to attend the training program. However the Supplier shall be responsible for providing the training facilities, training materials, training aid equipment, lecture fares and the training purposed transportation including commuting during the training period. 2.1 Operation The Supplier shall provide training to operate each major item of Equipment during each stage of start-up, normal operation, abnormal operation, and shutdown of each individual item of Equipment and the Facility. 2.2 Maintenance The Supplier shall provide training for the maintenance, repair and troubleshooting of each individual item of Equipment and the Facility.

4.1.13 Polymer sheeting used to protect insulation from moisture damage shall not include chlorides or other chemicals that can release toxic or objectionable odors upon heating to operating conditions. Damage . 4.1.14 Special attention must be given to shipping ducts and casing panel assemblies. Due to the construction of these casing panels, water may penetrate the liner and damage the insulation.(It is suggested as Fig. 4.1.14) This consists of two large plastic sheets to completely cover the casing panel assembly from all side. Each plastic sheet is secured by piercing through the two outer rows of studs, then completing the insulation and liner plate assembly. The plastic sheet are then folded together to completely enclose the casing panel assembly. No plastic is to be located between the liner plate and the insulation. Finally, all seams are sealed with duct tape. The gage of plastic shall be appropriate for shipping, minimum of 0.25 mm thick. 11.4 Enough numbers of sleepers shall be used to prevent excessive deformation due to rock and roll during transportation. 1.1

General The scope of specification covers design, fabrication, proto-assembly, supply and erection of galvanized steel structures for Transmission line towers and its foundation. The scope shall include supply and erection of all types of structures including bolts, nuts, washers, hangers, shackles, clamps anti-climbing devices, bird guards, step bolts, inserts in concrete, gusset plate, equipment mounting bolts, structure earthing bolts, foundation bolts, spring washers, fixing plates and any other items as required to complete the job. The connection of all structures to their foundations shall be by base plates and embedded anchor / foundation bolts. All steel structures and anchor/foundation bolts shall be fully galvanized. One additional nut shall be provided below the base plate which may be used for the purpose of leveling.

Basic requirements for structural steel works For design of steel structures loads such as dead loads, live loads, wind loads etc. shall be based on ASCE 7-05. For materials and permissible stresses ANSI/ASCE(standard 10), ASCE/SEI(standard 48) & AISC(ASD) shall be followed in general. However, additional requirements given in following paragraphs shall be also considered. Maximum slenderness ratios for leg members, other stressed members and redundant members for compression force shall be as per ANSI/ASCE(standard 10), ASCE/SEI(standard 48) & AISC(ASD). Minimum distance from hole centre to edge shall be 1.5 times bolt diameter and the minimum distance between centre to centre shall be 3.0 times bolt diameter. Minimum bolt diameter shall be 16 mm. In order to facilitate inspection and maintenance, the structures shall be provided with climbing devices Following design criteria shall be adopted for design of switchyard structures :

a) All structures shall be designed for the worst combination of dead loads, live loads, wind loads ,seismic forces, loads due to deviation of conductor, load due to unbalanced tension in conductor, torsional load due to unbalanced vertical and horizontal forces, erection loads, short circuit forces including snatch in the case of bundled conductors etc. Short circuit force shall be calculated in accordance of relevant IEC considering fault level of 40.0 kA. b) Switchyard gantry structures shall be designed as per ANSI/ASCE(standard 10)& ASCE/SEI(standard 48) but for the condition of all the three wires on one side being broken. The design of all structures shall be based on the condition where stringing is done only on one side i.e, all the three phase conductors broken on the other side. A factor of safety of at least 2.0 under normal as well as broken wire conditions and 1.5 under combined short circuit & broken wire conditions shall be considered for the design of switchyard structures. c) For purpose of design, static tension pull & transverse reaction on the gantries as calculated for each individual span shall be considered. Vertical load of half the span of conductors / string and the earth wires on either side of the beam shall be considered. Weight of man with tool shall be considered at least 150 kgs for the design of structures. d) Terminal / line take off gantries shall be designed for a minimum conductor tension of 4 MT per phase or as per above requirement. The design of terminal gantries shall also be checked considering + / - 30 degree deviation of conductor in both vertical and horizontal planes. The girders shall be connected with lattice columns by bolted joints. All equipment supports shall be designed for the worst combination for the worst combination of dead loads, erction load, wind / seismic forces, short circuit forces and operating forces acting on the equipment and associated bus bars. When luminaries are proposed to be fixed on gantries / towers, then the proper loading for the same shall be considered while designing. Also holes for fixing brackets for luminaries should be provided wherever required.

Bolting i) Every bolt shall be provided with a washer under the nut so that no part of the threaded portion of the bolt is within the thickness of the parts bolted together. All steel items, bolts , nuts and washers shall be hot dip galvanized.

1.10 Welding The work shall be done as per approved fabrication drawings which clearly indicate various details of joints to be welded, type of weld, length and size of weld, whether shop or site weld etc. Welding electrodes shall conform to AWS A5.1. Efforts shall be made to avoid site welding so as to avoid improper joints due to constructional difficulties. 1.11 Foundation bolts Foundation bolts for the towers and equipment supporting structures and elsewhere shall be embedded in first stage concrete while the foundation is cast. The contractor shall ensure the proper alignment of these bolts to match the holes in the base plate. The contractor shall be responsible for the correct alignment and leveling of all steel work on site to ensure that the towers / structures are plumb. All foundation bolts for lattice structure, pipe structure are to be supplied by the contractor. All foundation bolts, nuts and washers shall meet the requirement of ASTM A 307. Anchor bolts shall have minimum yield strength of 254 N/mm2 and shall comply with ASTM A36 or equivalent.

1.12 Stability of structure The supplier shall be responsible for the stability of the structure at all stages of its erection at site and shall take all necessary measures by the additions of temporary bracings and guying to ensure adequate resistance to wind and also to loads due to erection equipment and their operations.

1.13 Grouting The method of grouting the column bases shall be subject to the approval of purchaser and shall be such as to ensure a complete uniformity of contract over the whole area of the steel base. The contractor shall be fully responsible for the grouting operations. 1.14 Galvanizing All structural steel works shall be galvanized after fabrication by the hot dip process in molten zinc in accordance with ASTM code. Coating shall be of uniform thickness weighing not less than 500 g/m2 and best commercial quality free from injurious, flux and uncoated spots. All plates and shapes treated by the galvanizing process shall be straightened by being rerolled and pressed. The material shall not be hammered or otherwise straightened in a manner that will injure the protective coating. All galvanized steel to be provided with touch-up coating as per FC-06 of cl. No. 9.16.3 of contract specification. 1.15 FOUNDATION DESIGN CRITERIA 1.16.1 Earthwork & Foundation work

Foundation size shall be determined such that working earth pressure or pile stress shall not exceed the allowable soil bearing capacity or allowable pile bearing capacity without detriment for and damage to the structures. Allowable soil bearing capacity or allowable pile bearing capacity will be developed based on Soil Investigation Report. 1.16.2 Factor of Safety

Mostly its Structural analyses will be carried out by FEM program and pile bearing capacity will be calculated by M.J. Tomlinson theory & . The pile bases have to be embedded in the rock level, determined by the soil investigations made at the beginning of the works by the Contractor. The net vertical pile capacity computed from the soil investigation report is used to determine the maximum test load in case of piles testing. The minimum centre-to-centre spacing of pile shall be 2.5 times pile diameter and overhang of pile cap will be 150 mm.
