El desafo de los gobiernos de Latinoamrica es definir estrategias claras con diagnsticos precisos a cargo de cada rea del Estado, para luego planificar e implementar los presupuestos y planes acorde con la decisin poltica para cerrar la brecha digital. Este es un tema central en materia de crecimiento econmico debido a que hoy la tecnologa trasvasa todos los sectores productivos y sociales convirtindose en el gran motor de la economa, la educacin y la competitividad de los pases. Las naciones emergentes para parecerse a los pases desarrollados deberan invertir dos dgitos por lo menos del PIB para no quedar atrs. La poltica pblica generalmente apunta al crecimiento continuo y sostenido de la economa, del capital humano (sobre todo a travs de la educacin) y el papel del capital social (calidad de las instituciones, confianza social y en el gobierno, libertad para el desarrollo de iniciativas empresariales y sociales) son algunas de las variables claves. Existen muchas maneras para medir el crecimiento de una sociedad. Se podra tomar como ejes de medicin la inversin, el nivel de consumo, las polticas gubernamentales. En esta edicin analizamos una de las variables ms importantes a la hora de generar economas ms prosperas, la tecnolgica, que ha posicionado a Panam como lder regional creando riqueza, prosperidad econmica y social para todos los panameos.

Technology as an engine of economic growth

The challenge for governments in Latin America is to define clear strategies with specific diagnoses in charge of each area of the State, and then to plan and implement programs and budgets according with the political decision to close the digital divide. This is a central issue in economic growth because today technology goes beyond all productive and social sectors becoming itself in the great engine of the economy, education and competitiveness of countries. If emerging nations want to seem to developed countries, they would have to invest at least two digits of the GDP to not be left behind. Public policy generally aims at a continuous and sustained growth of the economy, human capital (particularly through education) and the role of social capital (quality of institutions, social trust and trust in government, freedom to develop business and social initiatives) are some of the key variables. There are many ways to measure the growth of a society. It could be taken investment, the level of consumption and government policies as measurement axes. In this issue we analyze one of the most important variables in generating the most prosperous economies, the technology, which has positioned Panama as a regional leader by creating wealth, economic and social prosperity for all Panamanians.

La innovacin de la infraestructura y los servicios crea un terreno ms propicio para la inversin extranjera y en Panam estos factores ya han generado reconocimientos y mejoras en el posicionamiento del pas a nivel internacional. TyN entrevist al Seor Presidente de la Repblica de Panam, Ricardo Martinelli, con quien dialogamos sobre la Modernizacin del Estado Panameo. Con el modelo iniciado en su mandato ya se pueden percibir estas ventajas y un crecimiento de las inversiones locales y extranjeras? Mi Administracin lleva adelante un ambicioso programa de inversiones pblicas que tiene como fin mejorar la calidad de vida de los panameos e impulsar el desarrollo integral del pas. De cada Balboa que invierte el Gobierno Nacional, 35 centavos es en nuevas infraestructuras, con particular nfasis en vas de comunicacin, transporte y salud. Y en efecto, estos planes que potencializan el comercio y el turismo, no han pasado desapercibidas por la inversin extranjera que se apresta a ingresar este ao ms de US$3,000 millones en Panam. Cul es la incidencia de la tecnologa en el desarrollo econmico y social del pas? La tecnologa tiene mucha incidencia en el progreso econmico y social que estamos experimentando. Y es que mi Administracin est convencida que el uso de las herramientas del siglo XXI nos permitirn avanzar ms rpidamente en el mejoramiento de la competitividad y de la productividad del Estado y del pas en su conjunto. Por eso fue que hace dos aos, creamos la Autoridad Nacional para la Innovacin Gubernamental (AIG), con la misin de modernizar la gestin pblica y acelerar la inclusin digital. Entre los programas que hemos implantado con gran xito por su alcance social, est la Red Nacional Internet, un sistema de Internet inalmbrico gratuito que hoy cuenta con 655 puntos de acceso en 22 ciudades del pas y da servicio a 8 de cada 10 panameos. Qu balance hara Ud. de los dos aos de gestin y qu queda por concretar hasta el 2014? Hemos avanzado, pero como me gusta sealar, todava tenemos mucho por hacer. Estoy convencido que vamos por el camino correcto y que estamos priorizando con responsabilidad las reas de inversin para hacer posible esa transformacin del pas y en particular del gobierno, que promet durante la campaa electoral. Aun debemos concretar varios de los proyectos que

The innovation of infrastructure and services generates more conducive ground for foreign investment and in Panama these factors have already led to improvements in the worldwide recognition and positioning of the country. TyN interviewed Mr. President of the Republic of Panama, Ricardo Martinelli, about modernization of the Panamanian State. With the model initiated in your mandate can you already perceive in Panama these advantages and growth of local and foreign investment? My Administration is carrying out an ambitious program of public investment that aims to improve the quality of life of the Panamanians and promote the integral development of the country. For each Balboa that the National Government invests, 35 cents are on new infrastructure, with particular emphasis on channels of communication, transport and health. And indeed, these plans which improve trade and tourism have not gone unnoticed by foreign investment and this year it is going to enter more than US$3,000 million in Panama. What is the impact of technology in the economic and social development of the country? Technology has much impact on the economic and social progress that we are experiencing. My Administration is convinced that the use of the tools of the 21st century will allow us to a more fast progress in the improvement of competitiveness and productivity of the State and the country as a whole. That is why we created the National Authority for Government Innovation (AIG, by its Spanish acronym) two years ago, with the mission to modernize public management and accelerate digital inclusion. Among programs we have implemented with great success by its social reach, is National Internet Network, a system of free wireless Internet that today has 655 access points in 22 cities in the country and serves 8 of every 10 Panamanians. What is your balance about these two years of management and whats left to execute until 2014? We have made progress, but as I like to point out, we still have much to do. I am convinced that we are on the right track and that we are prioritizing responsibility areas of investment to make possible this transformation of the country and in particular the Government, as I promised during the election campaign. We

Personalmente estoy dando un seguimiento cercano a los programas que tienen que ver con la modernizacin del sistema educativo. Tengo grandes expectativas con las inversiones que estamos haciendo en nuevos centros escolares y los recursos que estamos destinando para dotar de computadores a maestros y estudiantes. Con el uso del computador en el aula de clases, lograremos avances importantes en la calidad de la educacin y en la preparacin de nuestros jvenes. Cules son las inversiones que el gobierno est realizando para llevar adelante los proyectos? Mi Gobierno anunci en los primeros meses de mi mandato que invertiramos ms de US$13 mil millones de dlares en el sector pblico y como ya dije, estamos ejecutando el ambicioso programa de acuerdo a las fechas propuestas. Entre los planes que nos hemos trazado est la transformacin del Estado para que se presten servicios de calidad a los ciudadanos de manera ms diligente y con mayor transparencia y eso no podramos lograrlo sin el acompaamiento y la modernizacin de los sistemas de informacin y comunicaciones que se utilizan en la gestin pblica. Es por esa razn que estamos consignando importantes recursos en la modernizacin de las plataformas TICs. La proyeccin que tenemos es que en este quinquenio se invertirn en TI aproximadamente US$500 millones. Se ha concretado el Plan Maestro diseado bajo su gestin Cul dira que han sido los hitos alcanzados?, y adems, Ud. ha definido Los imperdonables: Se concretaron a la fecha en las reas TICs? El Plan Maestro que diseamos identificaba varios pilares del desarrollo nacional y las acciones que tenamos que hacer como gobierno para asegurar

must even execute several projects that we are just starting, both in public administration and in health and public safety. Personally I am giving a close follow-up to programs related to the modernization of the educational system. I have great expectations with the investments we are making in new schools and resources which we are devoting to provide computers to teachers and students. With the use of the computer in the classroom, we will achieve significant progress in the quality of education and the preparation of our young people. What are the investments that the Government is making to carry out projects? My Government announced in the first months of my presidential term that we would invest more than US$13 billion dollars in the public sector and as I said, we are implementing ambitious program according to the proposed dates. Among the plans that we have set ourselves is the transformation of the State that will provide quality services to citizens more diligently and with greater transparency and that we could not achieve this without the accompaniment and the modernization of the information and communications systems used in public management. It is for that reason that we are allocating significant resources in the modernization of ICT platforms. The projection we have is to invest approximately US$500 million in this five-year period. Master Plan designed under your management has materialized. Which are the milestones achieved? Besides, you have defined The unforgivable: Have they materialized in ICT areas today? Nuestros planes de fortalecer el sector agrcola para la exportacin de productos avanzan aunque ms lentamente de lo que quisiramos. Pero en todas las reas estratgicas, estamos registrando progresos. En efecto, estamos cumpliendo las metas que involucran el uso de las tecnologas de la informacin y las comunicaciones. Los imperdonables renen los compromisos que como Presidente adquir con todos los panameos. Cul es la situacin general de la ciudadana y los beneficios que los panameos han recibido? La ciudadana aprecia y valora lo que nuestra Administracin est haciendo a favor de la modernizacin del Estado. Todos nuestros esfuerzos ponen al ciudadano en el centro de los proyectos que impulsamos como Gobierno. Puedo mencionar entre otras iniciativas de modernizacin la Red Nacional Internet que beneficia al 80% de la poblacin nacional. El Centro de Atencin Ciudadana 3-1-1, que acerca el Estado al Ciudadano, permitindole presentar sus quejas y sugerencias. Los proyectos que hemos hecho en varias instituciones para evitar las filas y las madrugaderas, como los sistemas de citas mdicas. Pero quizs los que ms impacto estn teniendo son los esfuerzos que llevamos adelante para la modernizacin de la Educacin y el uso de las computadoras en el aula de clases. Estos programas mejorarn no slo las oportunidades de nuestros jvenes para conseguir mejores puestos de trabajo sino que asegurarn el crecimiento sostenido del pas mucho ms all de mi gobierno. Ese es un legado al que doy gran prioridad.

There is no doubt that our logistics Hub is boosting the countrys economic growth. The same happens with our tourist plan and the consolidation of the financial center of Panama. Our plans to strengthen the agricultural sector for the export of products are progressing but slower than we would like to. But in all strategic areas, we are to make progress. Indeed, we are fulfilling the goals that involve the use of information technologies and communications. The unforgivable meet commitments that, as the President, I acquired with all the Panamanians. What is the general situation of citizenship and the benefits that the Panamanians have received? Citizenship appreciates and values that our Administration is doing in favor of the modernization of the State. All our efforts put the citizen at the heart of the projects that we encourage as Government. I can mention among other modernization initiatives the Network National Internet benefiting 80% of the national population. The Center for Citizens Services 3-1-1 put the State close to the citizens, allowing them to submit their complaints and suggestions. These projects that we have done at several institutions, as systems of medical appointments, avoid people to do queues and to get up early. But perhaps those who are having more impact are the efforts that we carry out for the modernization of education and the use of computers in the classroom. These programs will improve not only the opportunities for our young people to get better jobs they ensure the sustained growth of the country far beyond my Government. This is a legacy that I give high priority.

Su liderazgo en Infraestructura de las Telecomunicaciones y el mercado financiero son dos de los pilares que permiten el avance del pas a nivel mundial y el logro de los objetivos planteados. Its leadership in Telecommunication infrastructure and in the financial industry are two of the key aspects that allow Panama to move forward in a worldwide level and in the achievement of its objectives.
A dos aos de haberse puesto en marcha el plan estratgico iniciado por el Presidente Ricardo Martinelli al asumir su mandato en 2009, Panam se ha convertido en el pas ms fuerte en Centroamrica en el marco de la competitividad, y se ha ubicado en segundo lugar en toda Amrica Latina, convirtindose as en uno de los mercados ms estables y seguros para invertir. El World Economic Forum (WEF) dej prueba de esto al publicar su ndice Global de Competitividad (Global Competitiveness Index), en setiembre pasado, en donde se realiza una evaluacin comparativa de 142 pases: Panam tuvo una importante mejora, pasando de la posicin nmero 53 a la 49. De acuerdo con el ndice, el pas logr la segunda mejor posicin y el ms competitivo en Latinoamrica, despus de Chile, el cual logr la ubicacin 31. El presidente Martinelli explic que durante esta administracin se han escalado 10 posiciones dentro del

After two years since the President Ricardo Marinelli took power in 2009 and started his strategic plan, Panama has become the strongest country in Central America regarding its competiveness, and its the second in Latin America. This is one of the most stable and safe markets to invest. The World Economic Forum (WEF) last September published the Global Competitiveness Index where a comparative evaluation is made between 142 countries. Panama had a significant improvement going from the position 53rd to the 49th. According to this index the country accomplished the second best position in Latin America, after Chile that ranked number 31st. President Martinelli explained that during his administration Panama went up by 10 positions within the World Economic Forum ranking. A proof of this is the 10% growth in 2011.

The report, that shows the economic, social and institutional situation of a country, reveals that Panama is moving forward in terms of competiveness. The Global Competitiveness Index is based in three key aspects that for the WEF represent the engine of the economic growth, the efficiency and innovation. These key elements that would lead to an increase of the economic growth are institutions, infrastructure, the macroeconomic picture, health and primary education. Two of the strongest variables that allowed Panama to improve its positioning are the development of infrastructure and the financial sector. This country has accomplished a top position within the region and a very good place compared to countries in the rest of the world.

This report provides a unique comparison between 19 countries in Latin America. The most important indicators are Internet penetration, high speed Internet, personal computers (PC), mobile phone users and landlines.

Panam ha reemplazado a Uruguay como lder en tecnologa de Amrica Latina, segn el sexto ndice Anual de Tecnologa de Amrica del Latin Business Chronicle. Este reporte de Amrica ofrece una comparacin nica de la tecnologa a nivel de 19 pases de Latinoamrica mirando los ndices de penetracin de Internet, Internet de banda ancha, los ordenadores personales (PC), de suscriptores celulares y lneas fijas de telfono.

The mobile phone phenomenon started in 2009. Before there were only two providers (Cable & Wireless and Movistar) and now two more companies are sharing the market (Digicel and Claro). The entrance of these new players meant an increase in the offer of mobile phone products and services. Now the market share is equal and there is a fierce competition between these companies. In 2010 Panama became the Latin American leader in the 41st position in technological preparation (Sweden is the leader of this segment). Furthermore Panama was placed 1st within the region (holding the 21st position) in Financial Market Sophistication; in this category Hong Kong holds the 1st position.

A nivel nacional, contempl una inversin de 13,600 millones de dlares en infraestructura vial, agua potable, saneamiento, educacin, salud y desarrollo social, entre otros. El monto sera el ms alto que se haya realizado en tan poco tiempo y tendra un impacto notable sobre los sectores de salud y educacin. La actual gestin tiene planeado aumentar la cobertura, sobre todo a nivel preescolar y premedia y media donde la inasistencia y las tasas de desercin son altas. The greater instability of the macro-economy is a variable that has acted against the competition, caused by an acceleration of actual and expected inflation, real exchange rate to decline and slight deterioration in the terms of trade for the country. Sin embargo, es fundamental para el desempeo de los prximos meses lo que suceda con la estabilidad de las variables econmicas bsicas, en particular la inflacin y las vinculadas al sector externo. Ricardo Martinellis Administration has defined very clear and precise goals to lead Panama to the first places in Latin America, and much of this mission is supported by a technological transformation of the Panamanian State where the National Authority for Government Innovation (AIG, for its Spanish acronym), directed by Eduardo Jaen, plays an important role. The development of countries like Panama is based on variables such as innovation and scientific and technological growth which are undoubtedly some of the most transformative tools. With this conviction, during the current Government, the State of Panama has invested since 2010 to date four hundred million dollars (B/.400 million) in Information Technology and Communications (ICT), to upgrade all its institutions. To achieve the established objectives, it has been designed -from the technological point of viewplans that are essential to enhance the competitiveness and sustainability of Panama and also to improve the quality of life of citizens.

La meta del proyecto Infoplazas es que Internet y las herramientas tecnolgicas estn al alcance de todos. Podra describir el escenario actual? A la fecha, contamos con cerca de 230 Infoplazas a lo largo del territorio nacional. Estos centros comunitarios proveen a los panameos y panameas acceso gratuito a Internet e informacin que les permite aprovechar las tecnologas de la informacin y comunicacin. Adems de navegar, los usuarios de las Infoplazas pueden realizar levantamiento de texto, digitalizacin de documentos, imprimir documentos, acceder a enciclopedias digitales, y tambin pueden participar de cursos cortos de capacitacin. Para tratar de llegar a ms panameos, antes de inaugurar una Infoplaza tomamos en cuenta detalles como la poblacin estudiantil y general, y la ubicacin geogrfica del local que debe ser accesible a la poblacin. Adems, cada sitio pblico cuenta con un Asociado o contraparte responsable que asegure el buen funcionamiento y establezca los compromisos del centro. The objective of the Infoplazas project is that Internet and technological tools are accessible to all. Would you describe the current scene? To date, we have about 230 Infoplazas throughout the national territory. These centers provide Panamanians free Internet access and information that allows them to take advantage of information and communication technologies. In addition to browsing, users of the Infoplazas can make lifting of text, document scanning, printing documents, access to digital encyclopedias, and can also participate in short training courses. Trying to reach to more Panamanians, before opening an Infoplaza we take into account details such as the student and general population and the geographic location of the premises which must be accessible to the population. In addition, every public site has a partner or responsible counterpart to ensure the smooth operation and set the commitments of the Centre. To further enhance the impact of the Infoplazas communities, we are developing agreements with the National Institute for Vocational Training and training for Human Development (INADEH by its Spanish acronym) for the Digital Literacy in order to provide them with tutors who seek to educate the users to reduce illiteracy, and so the existing digital divide. Hoy da cada una de ellas se realiza en conjunto con un Asociado de la Comunidad. Estos deben estar legalmente constituidos y pueden ser organizaciones gubernamentales o no gubernamentales sin fines de lucro. De estos Asociados, un 61% est constituido por Gobiernos Locales, las ONG comprenden un 17%, mientras que otras organizaciones constituyen el restante 22%. Tambin, como mencion anteriormente, instituciones como el INADEH se han sumado a los esfuerzos de Infoplazas para reducir la brecha digital. Qu tecnologas han implementado para brindar el acceso en las diferentes geografas que tiene el pas? Las diversas ubicaciones geogrficas de las Infoplazas hacen necesaria la implementacin de diversas tecnologas para acceso a Internet. Por esta razn, aquellas localizadas en lugares de difcil acceso, es decir el 34% de los sitios, utilizan Internet Satelital. El resto de las Infoplazas utiliza tecnologas ADSL, Frame Relay y Wi-Fi. Su impacto ser sobre aproximadamente un total de 2,7 millones de habitantes, lo que significa casi un 80% de la poblacin estimada de la Repblica de Panam, que segn indica el censo de 2010 son 3.4 millones de habitantes. Su objetivo primordial es optimizar el desempeo de las funciones gubernamentales para mejorar la prestacin del servicio al ciudadano, permitiendo a los panameos eximirse de presentar documentos sobre informacin que residan en bases de datos digitales del Estado. El resultado brindar comodidad al usuario y una importante reduccin en gastos administrativos.

Los proyectos ya ejecutados y otros en va de implementacin de la AIG permiten soportar iniciativas del gobierno en educacin, seguridad pblica y otras reas que son parte integral del desarrollo del pas. El ltimo informe del ndice de competitividad publicado por el Foro Econmico Mundial 2011-2012 coloca a Panam dentro de las cincuenta economas ms competitivas del mundo y la segunda ms competitiva de Latinoamrica despus de Chile. Esta posicin no es casualidad. Las iniciativas de modernizacin de la infraestructura pblica ejecutadas por el gobierno nacional han incidido en crear un clima de oportunidades y negocios en el pas.
