Ward 12 (Uptown Chapter) Community Action Network (CAN) March 30th, 2009 - 6:30 p.m. Sudbury Public Library Main Branch Meeting Minutes
Attendees: Bobb Hibbs, Chair; Judith Prior-Kelly, Secretary; Louis Delongchamp, Treasurer; Pamela Nelson, Communications Coordinator; Joscelyne Landry-Altmann, Ward 12 Councillor, Chris Gore, Community Partnership Manager, Leisure Services, CGS; Brian Kelly, Francis Thorpe, Jim Robidoux, Bonnie Jackson, CAN residents Guest Speaker: Jason Ferrigan, Senior Planner, Planning Services Division, CGS, representing the Municipal Heritage Committee. Agenda Item 1. Welcome by Chair Bobb Hibbs. Attendees introduced themselves. It was noted that Brian Kelly will replace Judith Prior-Kelly as Secretary. No motion was involved in this action. Guest Speaker: Jason Ferrigan, Senior Planner, Member of Municipal Heritage Committee. (MHC). Mr. Ferrigan presented a handout describing the makeup of the MHC. The Vision, Mission and Goals were summarized as: Identify, Protect, and Promote. The presentation showed how our Neighbourhood was created in stages: 1886 Village of Sudbury 1909 South of Kathleen St. / East of Monk St. (Frood Rd.) 1938 South of Bloor St. / East of Mackenzie St. A Heritage Conservation District (HCD) was defined. 3 steps in creating an HCD were identified: Investigate Study, Plan, Designate, and Adopt Implement Mr. Ferrigan noted that there are 91 Heritage Conservation Districts in Ontario, with 18 in the works.

2 The first part of Investigate is to request the MHC to investigate the potential of having an HCD. It was agreed that member(s) of the CAN would attend the April 14 meeting of the MHC, and present a request for a preliminary study of the Neighbourhood as to the feasibility of an HCD designation. Pamela Nelson offered to make a PowerPoint presentation, and Judith Prior-Kelly offered to accompany Ms. Nelson. Other CAN members were invited to attend as well. Discussions ensued as to the logistics of the process and the impacts of the designation vis--vis: property values / taxes; tourism attractiveness; constraints on property upgrades and renovations, etc. As well, questions were raised about how Heritage Designations coordinated with existing Urban Design Guidelines. Mr. Ferrigan touched on the Ontario Heritage Act, and described briefly how it is possible to have [10 40% ] tax rebate incentives in Heritagedesignated areas. As well, the concept of opting-out by individual residents was discussed, in brief. Following the April 14 MHC meeting, the group will be advised of what will come next in this designation process.

Role and Objective of a CAN / Role of Executive Committee Members - The Position Description of the Communications Coordinator ( C.C.) came under discussion. It was agreed that the duties of the C.C. would be shared, as follows: Newsletter, Website design * : Pamela Nelson E-mail / phoning Committee : Bernice Hibbs / Bonnie Jackson / Judith Prior-Kelly Website design * : assistance for Pamela Nelson from Louis Delongchamp

Other positions were not discussed. The position of CoChair remains unfilled.

3 4. Development of Project Groups Project Prioritization Project Leadership Discussions on this Agenda item were varied. In general, it was suggested and agreed that an increase / recruitment of CAN membership would be necessary in order to undertake any significant numbers of the projects which have come up during the Strategic Visioning Session. Chris Gore mentioned that one of the priorities mentioned for our CAN was Community Cleanup, and he noted that there was to be a Cleanup Blitz on Saturday, May 9, in association with Sudbury Secondary School. It was suggested that this might be an opportunity to participate in a cleanup activity, as well as a chance to meet and inform people about our CAN, with a possible aim of member recruitment. This might be a point of discussion at the next CAN meeting on April 27. Another possible topic for the next (or future) meeting was the subject of By-Law / Enforcement. It was suggested that a representative from the By-Law department be invited to discuss: Parking issues Street litter Blue-Boxes being left out for long periods Stray cats, etc. Neighbourhood noise (radios, etc.) [outside burning?] p.s.: Bryan Gutjahr, Manager of By-law Enforcement Services will attend the meeting 5. Next Meeting: Monday, April 27/09, 6:30 p.m., Sudbury Public Library Main Branch Meeting was adjourned at 8:45 p.m.
