I. Intro
Improvement Swapping is a way for developing and developed nations to cut down on their expenses (bills) while maximizing your tax collections. As you probably already know, your bills for the upkeep go up as you build more infrastructure. Improvement swapping will help nations that have $1,000,000+ in bills daily. Improvement Swapping will help your nation reach new heights while saving money.
II. Terminology
Labor Camps (LCs) - $150,000.00 - Reduces infrastructure upkeep costs -10%, reduces population happiness -1. Collection Cycles The amount of time between tax collections. Warchest The cash your nation should have on hand at all times in case of war or other expenses. (You use a small fraction of the money from here to fund the swapping.) Event Dodging Planning to capitalize on or neutralize the effects of good or bad events.
click on the Improvement Tab on the left to manage your Improvements. You will destroy the 5 CHEAPEST Improvements to make room for the LCs. (Note: YOU WILL NEVER DESTROY YOUR HARBOR OR FOREGIN MINISTRY.) Once you buy the 5 LCs you will begin a new Improvement Cycle which should last between 7-14 days. (Barring emergency collections or event dodging.) Note that during the cycles you WILL NOT collect taxes. The LCs -1 Happiness penalty will hurt your tax collections. You are strictly paying bills taking advantage of the -10% per LC advantage. At the end of the Improvement Cycle you destroy the LCs and rebuild the previously destroyed improvements BEFORE you collect taxes. After that you just begin a new cycle and enjoy the savings.

Miscellaneous
You will end your Improvement Cycle in the event of a war as your Improvement slots will go towards building military improvements instead. (LCs do stay) The more time in between collections the better your profit margin will be as well. The number for starting Improvement Swapping is not definite so if this helps you earlier than 1mil in bills than by all means go for it. ALWAYS make sure you have enough cash for the whole cycle BEFORE you begin. As always, ask leadership if you have any questions or need help with your calculations. Happy Savings everyone!
