This is planning work involving complicated technical planning assignments. Employee in this position is responsible for the design and implementation of planning studies. An employee in this position will conduct a variety of general and specialized studies including aspects of planning, zoning, subdivision and physical development. The employee performs work under the general supervision of a senior planner through conferences, reports, observations of results, and team assignments. The employee is expected to exercise a degree of independent judgment and initiative in the performance of duties. The employee may provide some supervision of lower-level planning positions in joint project assignments. Performance evaluation is based on the completeness and timeliness of work, initiative displayed, methodological rigor and on the soundness of judgment exercised during assignments of tasks. Planner I is an entry-level class. Employees in this class may be promoted to the experienced level after all requirements have been met and proficiency has been demonstrated to the supervisor.
EXAMPLES OF DUTIES:

Initiates and participates in complex planning studies relating to several specialized areas including demographics economic base, employment development, land use, housing, transportation, environmental features, public facilities, and community services. Conducts field studies and surveys to collect original data for planning studies,

determines the statistical techniques to be used in compiling and analyzing the collected data, utilizes demographic and economic forecasting techniques, performs original planning research and interpretation of research data as applied to planning problems. 3. Undertakes to prepare, publish and distribute reports of complex planning problems by documenting data collection, problem analysis, identification of goals and objectives, analysis of alternatives, design of programs and policies to meet the objectives, describing legal, social, fiscal and environmental consequences of recommended programs and policies. Prepares memoranda and reports recommending action to his superiors which involve using advanced statistical analysis and evaluation techniques as applied to a general knowledge of planning principles and familiarity with practical planning techniques. Performs reviews of zoning applications and subdivision plans for conformance with land use plans and development regulations and understands their legal, fiscal, environmental, and traffic impacts. Performs site plan analysis of development proposals and applies expertise in land use and environmental analysis techniques to the review. Monitors and evaluates program effectiveness of a variety of public activities. Administers, monitors, and evaluates planning grant activities which may be performed by consultants. Provides planning technical assistance and information to community groups and public agencies engaged in community development and planning activities. Prepares technically sound, accurate, informative presentations to community groups and government officials about planning activities. Participates in and develops proposals during comprehensive zoning efforts. Participates in the creation and/or revision of development regulations. Develops and manages information systems for use by the County and by the public. Represents the department at interdepartmental and regional meetings.

MINIMUM QUALIFICATION REQUIREMENTS:

Thorough knowledge of land use planning principles and practices. Working knowledge of statistical and analytical techniques; of survey and research techniques; of the relationships among different forces influencing urban and rural development such as legal, social, fiscal and environmental factors and; of demographic and economic base relationships and their influence on planning problems. Knowledge of word processing systems, Microsoft Office applications and planning office procedures. Ability to apply research techniques to a

variety of problems; to make interpretations of basic data; to work independently as well as coordinate work assignments on a team project; to express ideas, information and analysis in a clear and concise manner; to communicate effectively in both the oral and written form; to effectively implement planning strategy; to maintain effective working relationships and direct work of junior staff; to interact effectively with groups to perform technical and specialized studies involving planning and basic engineering knowledge; to bend, stoop, kneel, or sit depending upon work assignment; to drive a County vehicle while carrying out some assignments. EDUCATION AND EXPERIENCE: Masters degree from an accredited college or university in one of the planning areas, such as city and/or regional planning, natural resource management, environmental planning or geography AND no experience required. OR Bachelors degree from an accredited college or university in one of the planning areas, such as city and/or regional planning, natural resource management, environmental planning or geography AND one year planning related experience. OR Bachelors degree from an accredited college or university with coursework in planningrelated subjects (applicants must list coursework on employment applications) AND completion of two years planning related experience. LICENSE: Possession of a valid Class C non-commercial drivers license with no more than three (3) points. This position requires a valid Driver's License.
