rights
activists
worldwide
have
championed
the
power
of
technology
(e.g.
Internet
and
mobile
phones)
as
tools
for
democracy
and
positive
societal
change.
Information
and
Communications
Technologies
(ICT's)
can
broadly
support
and
advance
freedom,
facilitate
the
exercise
of
Human
Rights
and
enable
the
peaceful
transition
to
democracy.
But
ICTs
can
also
be
used
to
augment
repressive
regimes'
capabilities
for
censorship,
surveillance
and
human
rights
violations.
