EXPERIENCE FROM DEVELOPING ACTION PLAN TO RESPOND TO CLIMATE CHANGE

With decision no. 05/QD-UBND, Jan 5, 2011 Can Tho City Peoples Committee (PC) has issued its Action Plan to Respond to Climate change for period from 2011-2015 Can Tho is among the first few cities in the country to finalize this plan. The experience from this process is as follows:

b- Difficulties
No detailed regulations on climate change coordination Inflexible administrative and financial procedures (of the central Government) Lack of time Agencies are not active in implementing responses ACCCRN requirements are fairly high for local staff

c- Key lessons:

There are many lessons learnt, major ones are that there should be: Enthusiastic and capable staff Sufficiently authorized body in charge Straightforward budgets and procedures Clear and effective regulations regarding multi-sectoral work assignment and coordination Formula: Local community proposes + Governments and supporting agencies provide reasonable, systematic and sustainable supports
