Proficiency in English language and its importance as an international language

Proficiency levels of English


Level 1Beginning/Preproduction : A pupil shall be classified level 1 if the pupil does not understand or speak English with the exception of a few isolated words or expressions. Level 2Beginning/Production: A pupil shall be classified level 2 if all of the following criteria are met: (a) The pupil understands and speaks conversational and academic English with hesitancy and difficulty. (b) The pupil understands parts of lessons and simple directions. (c) The pupil is at a pre-emergent or emergent level of reading and writing in English, significantly below grade level.

Level 3Intermediate: A pupil shall be classified level 3 if all of the following criteria are met: (a) The pupil understands and speaks conversational and academic English with decreasing hesitancy and difficulty. (b) The pupil is post-emergent, developing reading comprehension and writing skills in English. (c) The pupils English literacy skills allow the student to demonstrate academic knowledge in content areas with assistance. Level 4Advanced Intermediate: A pupil shall be classified level 4 if all of the following criteria are met: (a) The pupil understands and speaks conversational English without apparent difficulty, but understands and speaks academic English with some hesitancy. (b) The pupil continues to acquire reading and writing skills in content areas needed to achieve grade level expectations with assistance.

Level 5Advanced [WIDA level = Bridging]: A pupil shall be classified level 5 if all of the following criteria are met: (a) The pupil understands and speaks conversational and academic English well. (b) The pupil is near proficient in reading, writing, and content area skills needed to meet grade level expectations. (c) The pupil requires occasional support.
Level 6Formerly Limited-English Proficient/Now Fully-English Proficient: A pupil shall be classified level 6 if all of the following criteria are met: (a) The pupil was formerly limited-English proficient and is now fully English proficient. (b) The pupil reads, writes, speaks and comprehends English within academic classroom settings.

Level 7Fully-English Proficient/Never Limited-English Proficient: a) The student was never classified as limited-English proficient and does not fit b) the definition of a limited-English proficient student outlined in either state of federal law.

Why is English an international language ?


First Reason : The fact that Britain was the global superpower in the nineteenth century and America is the global superpower in the twentieth and twenty-first. These two English-speaking countries were the most important countries in terms of the military and trade. By conquering and colonising so much of the world, their customs, culture and way of life became common in those parts of the world.

Second Reason It is an international language also because of economics. By being the global political and military superpower, these two countries also became the leading trading nations and many countries and territories needed to learn English in order to trade with them. The USA is currently a major trading partner with almost every other country on the planet due to the size of the consumer economy. This explains why in many countries, English is a compulsory subject in all levels at school.

Importance of English as an international language


In todays global world, the importance of English can not be denied and ignored since English is the most common language spoken everywhere. With the help of developing technology, English has been playing a major role in many sectors including medicine, engineering, and education, which is the most important arena where English is needed. The most important reason, for English to be the medium of instruction in higher education system is that it enables students to communicate throughout the world. In these days, the most important thing for both university students and graduates is to follow the development in technology. For this reason, they have to learn common language. All of the students have to do some projects which are related to their field during the university education. In these projects they have to find information which are connected with their subject. They find sources from web sites and books, but they have to reproduce these data to their projects. During these process, they must be able to interrupt the data and reproduce the result.

Nowadays, we can see a lot of educational institutions focusing on the importance of English as a common language. In the present most of our country's communication, studies, etc is done in english.

The world's leading communication system declares the british english as the best English. So everyone must take it is as a challenge to improve in English to face the growing challenges in the world. One can learn or improve their English skills by the following ways: 1. Reading an English news paper or books.

2. Try to communicate in English even when you are wrong.


3. watch the English news and programs. 4. Search for opportunities to use your English. 5. Join a spoken English course.
