EU & Food Safety in Historical perspective


1951 - the European Coal and Steel Community (ECSC) Six members: Belgium, West Germany, Luxembourg, France, Italy and the Netherlands. The "High Authority:

Independent supranational body Decides about the coal and steel industry in these countries

ECSC was success and within a few years same countries decided to go further and integrate other sectors of their economies

European Economic Community


1957 - Treaties of Rome, creating the European Atomic Energy Community (EURATOM) and the European Economic Community (EEC). The member states set about removing trade barriers between them and forming a "common market". 1967 - the institutions of the three European communities were merged.

Objectives of the EEC


Article 2 (ex Article 2):
The Community shall have as its task, by establishing a common market and an economic and monetary union and by implementing common policies or activities referred to in Articles 3 and 4, to promote throughout the Community:

a harmonious, balanced and sustainable development of economic activities a high level of employment and of social protection equality between men and women, sustainable and non-inflationary growth a high degree of competitiveness and convergence of economic performance a high level of protection and improvement of the quality of the environment the raising of the standard of living and quality of life economic and social cohesion and solidarity among Member States.

Treaty of Rome
Article 3 (ex Article 3)
For the purposes set out in Article 2, the activities of the Community shall include, as provided in this Treaty and in accordance with the timetable set out therein:

the prohibition, as between Member States, of customs duties and quantitative restrictions on the import and export of goods, and of all other measures having equivalent effect an internal market characterised by the abolition, as between Member States, of obstacles to the free movement of goods, persons, services and capital the approximation of the laws of Member States to the extent required for the functioning of the common market a contribution to the attainment of a high level of health protection a contribution to the strengthening of consumer protection.

1962 - EEC Directive on control food colourings; additives followed in 1964 1969 Programme for the Elimination of the Technical Obstacles to Trade:

Aimed to remove substantial trade barriers caused by differences in legislation 43 areas for harmonising legislation including butter, pasta, ice-cream, soft drinks, beer, cheese, etc.

It failed: Countries were in practice unwilling to abandon their national food standards Programme was suspended in 1976 with only a few standards having been agreed

Quantitative

restrictions (tariff barriers, quotas, etc) were already eliminated soon after the formation of the EEC;

Cassis

de Dijon judgement, the European Court stated that member states could not refuse entry to products;
recognition' if a product is safe for sale in one country, it should also be available in other countries; the programme to create the internal market was formally adopted and led to the adoption of new foodstuffs controls.

Objectives consultant

Train the participants on Food Hygiene, GMP and HACCP principles and techniques based on international standards and guidelines; Elaborate and use selected working group exercises during the training course; Elaborate and use specific issues related to Food Hygiene, GMP/HACCP that are particularly relevant to food control and food industry in the recipient countries; Check if all necessary arrangements for conducting the training course have been made; Support good team work among the trainees; Prepare a mission report of activities carried out and recommendations.
