Objective Radio Planning is the process use to predict the coverage area.

Radio Planning Process Customer Input
Customer provides desired coverage areas and service requirements (Input sheets). If possible, customer provides database of geo-coded customers. If base station locations (towers, rooftops) are available, list is provided.

Initial Models
Obtain clutter data (typically 30m resolution or better) Modeling uses Hexagon NIR software tool. NIR includes Optisite to select best BS locations. Sites may be ranked. If no existing sites are available, initial model formulates Search Rings, so that sites may be located within these areas If sites are provided, the initial model selects the best combination of sites. Takes into account frequency reuse and how base station sectors work with each other.

Radio Planning Process, continued After review by customer, initial radio plan used to finalize site list.
End customer makes decisions about sites (site acquisition, leasing, construction estimates, etc.) Final site list is provided

Second Deliverable - - Iteration of RNP


Second iteration is made using Final Site list Intended to be as complete and final as possible Once completed, submitted and review, becomes the final planning document to proceed with the installation of the equipment

After construction and installation, ATP and drive test data is collected, as part of the RNP Audit. Test data is used to Calibrate the RNP models, and a final report is delivered

RNP requires multiple iterations.


Sites not able to be used because of leasing issues, structural issues, or other Alternate sites need to be worked into the plan Expansion or loading issues later require new sites to be inserted into the plan
