PRESENTATION ON CEA- ELECTRICAL SAFETY REQUIREMENTS IN CONSTRUCTION, OPERATION AND MAINTENANCE OF ELECTRIC PLANTS AND LINES, 2011

INTRODUCTION- Safety Requirements for Construction,


Operation and Maintenance of Electric plants and Lines

Part-III, Sec.-4, Point- 1

Clause c section 73, Electricity Act,2003 Came into force on 24 Jan, 2010. Purpose of the regulation.

Definitions Owner Occupier Contractor-

Safety provisions(Owner): Safety as Part of work & Certification. Shall make safety management system which includes1. Written statement of policy 2. Responsibilities of functionaries of all levels. 3. Preparing safety manual as per requirements & recommendations 4. Provide adequate human, physical, financial resources 5. Providing safe working environment. 6. Providing adequate medical facilities and training.

7. Establishing system for accident reporting, documentation. 8. Formulating emergency management plan. 9. Establishing system for periodic monitoring & review of safety system. 10. Overseeing the safety performance of the contractors.

Safety Manual Shall be site specific Shall be common for all similar installations.

Safety Officer & Safety committee-

Safety Committee :

Responsibilities of Safety Officer1. Safety officer shall advise and assist the owner in fulfillment of his responsibilities concerning prevention ofa. b. Personnel injuries. maintaining a safe working environment.

ESO shall be authorized to stop the execution of any work which in his judgment is unsafe and may result in injury to any person. ESO shall also have the power to remove the employees or the contract worker from the site, if they are found not using personnel protection equipment of in unsafe practice or procedure.

ESO shall develop and organize safety training programs at regular intervals in order to impart proper safety trainings and shall also create safety awareness among the employees.

Authorisation/Responsibility of Safety committee

1. The safety committee shall promote co-operation between the workers and the managements for maintaining proper safety and health at work place. 2. The safety committee shall meet at least once in a month during construction stage and once in three months during operation and maintenance of electrical plants and electric lines and the decisions and recommendations of the safety committee shall be complied with by the owner within the time limit as decided by the safety committee.

The Owner shall incorporate the safety provisions in the contract documents which are required to be complied by the contractor employees during execution of the contract to facilitate safe working. In case of sub-contract it shall be the responsibility of main contractor that all safety requirements are followed by the employees and staff of the sub-contractor. For 200 or more employee including contract workers shall have safety coordinator for Implementation of safety requirements as per contract. For less then 200 of employees including contract workers shall nominate one of his employees to act as a safety co-ordinator who shall liaise with the safety officer on matter relating to safety and his name shall be displayed on the notice board at prominent place at work site.

5. The contractor shall be responsible for non compliance of thea. Safety measures b. Implications c. Injuries d. Fatalities e. Compensation arising out of such situations or incidents. In case of any accident the contractor shall immediately submit a statement of the same to the owner and the safety officer, containing the details ofa. The accident b. Injury or casualties c. In addition the contractor shall submit a monthly statement of accidents to the owner at the end of each month.

Reporting of Accidents-

In case of any outage of plant or lines of following ratings due to accidents like fire, explosions. etc, shall be reported to authority within 24 hours.

Emergency Management Plan


An onsite emergency plan shall be formulated by owner before commencement of trial operation. Owner shall ensure that mock drill is conducted at least once in every six month. Owner shall give information to district collector like, effects of major accidents as well as any additional information in this regard. Minimum information given isa) b) c) d) e) Details of emergency team Risk assessment information Information regarding hazardous chemicals and fuels. Communication plan in emergency case. Details of facilities at site.

Medical Facilities:

1. Shall carry out pre-employment as well as periodic medical examination. 2. Render medical assistance during any emergency 1. Shall visit premises at least twice a week 2. Services shall be readily available during medical emergencies. 3. Shall be involved in planning the emergency handling of large number of injured employees in the event such as Fire, Explosion, Natural calamities, Man-made disasters. 4. All the equipment required for providing immediate relief to the injured during emergencies shall always be kept in readiness in occupational health center.

All the equipment required for providing immediate relief to the injured during emergencies shall always be kept in readiness in occupational health center.

Safety Training & Awareness


1. Regular safety training to be conducted which includesa) b) c) d) e) f) g) h) General safety awareness First aid Emergency procedures including shock treatment Use of personal protective equipments Precautions while handling electro mechanical equipment Use of different FF equipments Response in event of emergencies 10 hours training per year to each employee.

2. Owner shall ensure that adequate training is provided to his employees by the contractor. 3. Safety promotion activities shall be organized periodically to create awareness and enthusiasm.
