Accidents in Construction Industry


Generally due to fall from height, working at confine area, electrical shocks, hit by moving plant & machineries in operation. Other problem related to health expose to noise or dust for long time or/and working with cement or asbestos or handling chemical substance/liquid without PPE)

CIDBS ROLE IN REDUCING ACCIDENT


OSH act is within DOSH Its not specific function of CIDB under Act 520 . However, its CIDBs concern as OSH affecting the productivity and safety of construction workers , lost injury time, slow completion and bad image of construction industry( 3D)

DEVELOPMENT OF MASTER PLAN FOR OSH


The development of Master Plan for Occupational Safety & Health in Construction Industry was initiated by CIDB in 2003 to complement the effort of DOSH in reducing accidents, injuries and fatalities at construction sites and same time increase the productivity and profitability for contractors. It was developed to guide the construction industry stakeholders to strengthen their occupational safety & health activities

DEVELOPMENT OF MASTER PLAN FOR OSH


The Master Plan was developed for the implementation period of 2005 2010. Comprehensive guidelines were introduced in the Master Plan Main intention/objective was to reduce accidents, injuries and fatalities at construction work sites and also to reduce insurance claim, annual soccos pay out and to increase contractors productivity /profitability

DEVELOPMENT OF THE MASTER PLAN FOR OSH


Technical visits was arranged together with DOSH to assess and benchmark best practice for safety and health in construction industry. Organization visited in UK HSE , National Construction College, Construction Skills Training Board, Construction Skills & Certification Centre, and Halcrows Rail Link Engineering project site

Organization visited in Japan Ministry of Health, Labour and Welfare, Japan Construction Safety & Health Association ( JCSHA), Japan Industrial Safety & Health (JISHA) and Construction project at Tokyo International Airport (Haneda)Taisei Corporations project

Worksafe Western Australia, Construction projects: Australia Broad Casting Corporation, Fallright International, Swan Tafe ( Construction Safety & Health Department), Construction Safety Training Centers (CSTC) and Industrial Foundation for Accident Prevention (IFAP)

SUMMARY OF FINDING FROM THE TECHNICAL VISITS In general , It can be summarized that the following elements were the focus area by these 3 countries in improving , enhancing and promoting safety and health in construction industry. Enforcement Training Promotion Incentives Technology Standards

DEVELOPMENT OF MPOSHCI
Focus on 6 elements were considered in developing the Master Plan for Safety & Health in construction industry. National Committee of Occupational Safety & Health in Construction Industry was established to draft the Master Plan by focusing on the same 6 areas.

Formed in January 2004 and Director General of DOSH chaired the Committee. CIDB was the secretariat. Members of NCOSHCI committee were DOSH, CIDB, KPKT,JKR,ACEM, MBAM,IEM,PAM,PIAM, UKM, NIOSH,PERKESO,PKMM,PETRONAS, REHDA, KPPDIB

ENFORCEMENT AND LEGISLATION Proposed Action Plan


New legislations has been proposedConstruction Design Management regulations Amendments to existing legislation - BOWEC Strengthening of enforcement Introduction of Construction Safety & Health Officers- a new requirement Safety Site Supervisors CSHO after 5 yrs working experience and attended special interview or test

EDUCATION & TRAINING Proposed Action Plan


Continues training at all levels has been recommended ( vocational, universities, professional Bodies etc). Safety & Health Officers to undergo mandatory training before being engaged in construction sites. CIDB registrations regulation would be amended

Incentives Proposed Action Plan


Incentives in the form of subsidies for safety & health seminars/courses and tax relief for imported PPE Annual Award by CIDB/DOSH Lower insurance premium for good practice - project assessment Grant for NGOs to organize seminars -SOCCO

Standard Development Proposed Action Plan


In order to support and guide the industry stakeholders to achieve compliance to OSH legislations and safe work practices, the master plan had identified a number of guidelines and standards that need to be developed. Code of Practices such as working at height, working at confined area, working at noisy and dusty area, rating system ) have been identified

Introduction of Standard Design & Drawings for scaffolding, workers quarters and temporary sanitary system-to improve safety and health at construction sites With the use of code of practices and the improved method of work, the industry will be able to self-regulate safety & health to further reduce accidents and fatalities in industry.

To support the construction Industry stakeholders with an up to date technology to produce innovative safety & health solutions, the Master Plan had identified and has incorporated a number of R & D programs and the use of technology.

SUMMARY
The successful implementations of the Master Plan depend on the stakeholders incorporation of the master plans guidelines and objectives in their business operations and use as a forward planning document to improve safety and health in construction activities. By doing so, it will increase the productivity and profitability for contractors involved in construction industry and reduce the annual insurance claims and socco pay out.

Environment - enforcing agency is DOE. CIDB assisting the contractors by promoting good practice in Construction Waste management Introduction of IBS Erosion and sediment control during construction Introduction of GASIC / GBI - Rating/assessment for Green Building

GREEN BUILDING ASSESSMENT SYSTEM


In USA it is known as LEED Australia Green Star Singapore Green Mark UK BREEAM Malaysia GBI ( by PAM & ACEM )
