After the implementation of the Cell FACH/PCH, the utility of signaling resource will be improved significantly. IPHONE user group consumes about 26% of the RNC SPU load. After implementing the FD/EFD, the SPU load consumption will be decreased. IPHONE4 user group consumes about 13% of the RNC SPU load. After implementing the FD, the SPU load consumption will be decreased.

PS DCH Duration reduction: In the condition of Cell FACH/PCH and FD/EFD are activated in RNC7, part of the DCH user will be transferred to FACH for small package transmission, the overall DCH duration will be decreased. The quantity the reduction ratio is difficult to be estimated precisely. It will provide Gain in DL Power resource and UL CE resource. Paging Load reduction: In the condition of Cell PCH is activated in RNC7, most of the CS/PS Paging will be assigned to Cell instead of LAC, and the paging load will be decreased significantly.

Risks
Multi-Carrier Strategy Some 2nd carrier cells configured Cell Barred and SIB4 is disable. These cells are highly recommended to reconfigure to free-camping strategy to avoid PS Call Drop.

SCCPCH Expansion
the FACH user plane could transmit data only the PCH and FACH SIG plane not used. As the network PCH utility ratio increases, the FACH USER Plane congestion will take place. PS Call Drop The PS Call Drop Rate may worse because PS Access number decrease and more UE on cell FACH state.
