The Payatas Challenge
The unmanaged dumping of garbage in Payatas
since the 1970’s made the dumpsite environs
dangerous & unhygienic, with fires due to
spontaneous combustion
breaking out every now and then.

…in July, 2000 the Payatas dumpsite experienced a trash slide


which left more than 250 people dead & several hundreds missing.

The challenge in Payatas


is lessening the environmental impact
of its continuing operation

Since 2001, the Quezon City LGU,


under Mayor Feliciano R. Belmonte, Jr.,
has made ENVIRONMENTAL PROTECTION
a cornerstone of the City’s drive

Conversion from Open to Controlled Disposal Facility
*QC is first Metro Manila LGU to gain DENR clearance to convert
dumpsite into controlled waste disposal facility

Gas-to-Power Generation Project with PNOC-EC
*QC is first in capturing methane gas from the dumpsite
as alternative energy source*

In 2002, the Quezon City and PNOC-EC undertook a study which


showed the feasibility of the extraction of methane gas
from the dumpsite and its conversion to electricity.

Pilot Methane Power Plant

In 2004, a 100-KW Pilot Power Plant was set up at the disposal facility
to highlight the significance of the technology

Quezon City signed an agreement with PANGEA Green Energy
on February 14, 2007, for the development and implementation of
the first registered CDM project in solid waste management in the Philippines
