Pathways to Democracy
• Democracy is a long journey, not a quick
destination
• Much more than fair elections
• A multi-sector process
• Significant “bottom up” role in
democratic development
• Each culture is unique but there are
common elements to democracy
building

• Effective state
• Often responsible decentralization
