BACKGROUND
The objective of the trial implementation
Minimize and improve neighbour list for ISHO and cell reselection
Verify and fine tune ISHO and cell reselection parameters if applicable
Investigate the need for different parameter settings in general situations

SUMMARY
PLAN1:
There is no adverse impact on 2G sites after trial of adjacency deletion from
MW to MD and MW to OD.
There is significant reduction on HO attempts from MW to MD collocated
sites and OD. Although adjacent relation from MW to MD collocated inside
the cluster has been deleted, a few number of HO attempts from MW to MD
still exist due to attempt from active set outside the cluster.
From 3G point of view, ISHO success rate remain stable.
By reducing number of neighbor for 3G sites, there are more spaces
available for the next adjacency creation for anticipating the upcoming
network rollout.

PLAN2:
For NonBorder Cluster, share of ISHO due to Ec/No was slightly increased
after HHoEcNoThreshold changing from -12dB to -10dB. Faster ISHO was
triggered by Ec/No. ISHO success rate was slightly increased.
For Border Cluster, share of ISHO due to RSCP was significantly increased
since HHoRSCPThreshold changing from -102dBm to -96dBm. Faster ISHO
was triggered by RSCP. ISHO success rate remain stable.

IMPLEMENTATION PLAN for PLAN1


Intersystem Neighboring strategy
Review and delete neighbor relation from 3G to DCS in sites with having collocated
GSM/DCS/3G but keep the relation from DCS to 3G (asymmetric relation). If DCS having
GSM as collocated sites then relations 3G into DCS site can be deleted as 1 way
neighbour.
Delete all neighbor relations from 3G to all 2G Micro Outdoor to minimize and optimize
number of adjacency in 3G layer with assumption that always there are Macro 2G
coverage as umbrella of 2G Micro Outdoor coverage.

impact to inaccurate decision of ISHO decision during triggering of target cells

In the Cluster Macro DCS, there is one DCS standalone BTS (NARIPANMD) and another 5
DCS collocated sites. HO attempts from MW to DCS standalone site more likely the same
before and after trial while HO attempts from MW to MD collocated site was significantly
reduced.
