Analysis of Facility Location for the

Assembly House of Chhattisgarh

Came into existence on November 1,
2000.
Rice Bowl of India
Larger than Tamil Nadu
12% of nations forests resources are
in state
44% of State's land is under forests
1/3rd of States population is tribal
Male literacy is higher than India

Objective
Objective is to Support or Contradict
the State Governments decision to
keep the Assembly House near
Raipur.
As there are other locations within
Raipur district and outside Raipur
district which may or may not be
considered for the location of the
Assembly house.

Two concept of Facility Location is
used, namely Centre of Gravity
Technique
and
Load
Distance
Method. Using these two techniques,
the objective is to arrive at the
location which is most convenient for
the Population and the MLAs

Analysis
Assumptions
Population and No. of Constituencies are taken
as Weight/Load for the respective methods
Road route is considered for the distance
More the Population, more the people are
travelling
More the no. of constituencies, more the M.L.As
are travelling
9 additional districts of Chhattisgarh(Post 2012)
are not considered, since the 2011 census data
is not available for those new districts

Centre of Gravity Method


The population data (district-wise) is
collected from 2011 census.
The co-ordinates for the districts are
collected using Google search
engine.
Two analysis are done

From the two analysis, the average of
two co-ordinate is taken
C.O.G for Assembly House is (21.46,
82.06)
This coordinate is entered in Google
Maps, and the location is found
On entering the co-ordinates in
Google Maps, Sandi is the area
shown, which comes in Baloda
Bazar City

Load Distance Method


Three major cities of Chhattisgarh:
Raipur, Durg, Bilaspur and Baloda
Bazar (Given by COG method) are
considered for load distance method.
Other three cities are also near to the
COG point.

Both the results show Raipur as best
location, as the minimum values for
load-distance is obtained for Raipur.

Result and Discussion


The COG method gave Baloda Bazar
as the best location. But considering
the constraints of Quality Route,
Supply of inputs like electricity,
water, man power and equipments
already downgrades this selection.
Further the Load distance method
give the Raipur as the best possible
location with lowest load distance
score.

Another interpretation is that Baloda
Bazar is the most optimum with
respect to air route. But this city is
not connected by air. So this cant be
a selection. So the State government
has rightly selected Raipur as
location for the Assembly House

Conclusion
Baloda Bazar can be a location only if
it is well equipped and when
travelling by air
The most optimum location with
respect to other constraints is Raipur
State Government has taken correct
decision with locating its Assembly
House at Raipur
