PROBLEM

ROLE OF GOVERNMENT
ARTICLE 2 SECTION 9 OF THE PHILIPPINE
CONSTITUTION
SECTION 9. The State shall promote a just and
dynamic social order that will ensure the
prosperity and independence of the nation
and free the people from poverty through
policies that provide adequate social
services, promote full employment, a rising
standard of living, and an improved quality
of life for all.

Section 9. The State shall, by law, and for the common
good, undertake, in cooperation with the private
sector, a continuing program of urban land reform
and housing which will make available at
affordable cost, decent housing and basic services
to underprivileged and homeless citizens in urban
centers and resettlement areas. It shall also promote
adequate employment opportunities to such citizens. In
the implementation of such program the State shall
respect the rights of small property owners.

Section 10. Urban or rural poor dwellers shall
not be evicted nor their dwelling
demolished, except in accordance with
law and in a just and humane manner.
No resettlement of urban or rural dwellers shall
be undertaken without adequate consultation
with them and the communities where they are
to be relocated.

government and private sector participation.

concern the health, safety and the
advancement of the public good or
welfare as affecting the public generally.
Proprietary functions are those that seek to
obtain special corporate benefits or earn
pecuniary profit and intended for private
advantage and benefit.

ROLE OF GOVERNMENT
Republic Act No. 7279
stipulates the mandate of LGUs to provide for the
housing needs of their homeless constituents,
thus justifying the need for them to implement
their respective local housing programs.

OBJECTIVE:

units made available under lease arrangement.
On the other hand, the medium rise private
housing program is implanted directly by NHA or
in joint venture with other government agencies
and/ or private sector

shelling out P50 monthly amortization fees for 6 months last

CORE SHELTER HOUSING


Entails acquisition
and development of raw land as well

affordability of target market consisting mostly of lowsalaried government and private sector employees.
Under this program, projects are implemented under
joint venture arrangement with private sector or LGUs.
Partners invest or contribute equity in the project in
terms of land or funds for land development and house
construction.

BALAY BOL-ANON
CORE SHELTER
PROGRAM

This is the core shelter program of Rebuild Bohol Foundation Inc.


More than a month after the 7.2 magnitude earthquake, 14,000
families remain homeless while 54,000 families suffered heavy
damages to their homes and properties. Beyond food and water
relief packages, we need to heal our people by rebuilding homes.
For only P32,000.00, we can build this 2 bedroom home for our
earthquake survivors who have lost their homes.

providing for land security and housing for the
poor. Two basic problems being faced by the
government in realizing a successful housing
program are:

Other issues hampering pro-poor land and housing


programs:

high transaction costs due to the confusing and


unclear land use policies .
non-cooperation of land owners to engage in the
Community Mortgage Program (CMP)
misinterpretation and/or non-implementation of local
government units (LGUs)

Sen. Marcos: Government failed to solve housing problem

SENATOR Ferdinand Bongbong R. Marcos Jr.


has scored the government for its failure to
solve the housing problem in the country.
There exists a 5.5 million housing unit backlog
as he attributed the shortage to the insufficient
funds being allocated by the government to the
housing program.

A complete relocation program does not only


entail the building of housing units but also the
provision of very basic needs like water, electric
connection, schools, markets, access to
transportation and jobs in the relocation areas
which the government failed miserably to
accomplish.

The government (both national and local), people, and


non-governmental organizations willing to help in the
housing program of the Philippines.

Ignorance to the law is not an excuse, but of course,


being a poor country, not all people have access to
basic information. It is still, I believe, the task of
government to convey these important information to
public.
