Drinks to Elementary and High School
Students Inside and Within 50 meters
perimeter in Public and Private
Schools in Quezon City (PR 20CC-81)

According to the World Health Organization (WHO), by
limiting intake of free sugars to less than 10% of total
BACKGROUN energy intake is part of a healthy diet. A further
D reduction of sugar intake to less than 5% of total
energy intake is suggested for additional health
benefits.
WHO stated that by eating at least 400 grams of 5
BACKGROUN portions of fruits and vegetables per day reduces the
D risk of non-communicable diseases and helps ensure
an adequate daily intake of dietary fiber.
An existing Department of Education Memorandum,
BACKGROUN Memo No. 65 S. 2013 reiterates the prohibition on
D sale, distribution and bringing of junk food and
carbonated drinks in school canteens.
Item 4.5 of Division Memo No. 8 S. 2007 from
Department of Education states that the sale of
carbonated drinks, sugar-based synthetic or
BACKGROUN artificially flavored juices, junk foods and any
D food product and any food product that may be
detrimental to the childs health and those who
do not bear the Sangkap Pinoy Seal and/or
BFADs approval is prohibited.

SHORT TITLE: Anti Junk Food and Sugary Drinks


Ordinance of 2017
PREMISES includes inside and outside of the
schools premises and within the 50 meter perimeter
from the schools gates/fence.
JUNK FOOD food that are not made from
indigenous, natural, fortified food products. This also
include food that are low in nutritional content and
high in calories. This could also include Street Food,
DEFINITION such as but not limited to the list that the Joint Task
OF TERMS Force would identify.
SUGARY DRINKS any liquid substance made for
drinking that are carbon-based or with carbon dioxide
gas and/or categorized as soft drinks. Sugar-based,
synthetic or artificially flavored juices are also
included. This could also include palamig, and those
that are not limited to the list that the Joint Task Force
would identify.
The City Health, Division of City Schools, Market
Development and Administration Department and
other concerned agencies shall form a Joint Task
JOINT TASK Force for the monitoring and implementation of this
law.
FORCE The said task force shall be primarily responsible for
the identification of junk foods, sugary and
carbonated drinks that shall be prohibited.
It is unlawful for any person, sidewalk vendors,
canteen, store owners, operators as well as
establishment owners engaged in selling food within
school premises to sell or offer any of the
prohibited food items to students within 50 meter
PROHIBITED perimeter of and from the gates of public and private
elementary and high schools in Quezon City.
ACTS However, a 30-day grace period shall be given to
canteen and/or store owners and operators as well as
establishment owners engaged in selling food within
school premises to prepare and to completely comply
with this Ordinance.
