There can be shared responsibility; but there can only

be one person who is ultimately accountable for a
given task

your are responsible to complete a
part of a job by achieving assigned
tasks.
There may be some other officers at your capacity to
complete the overall job (shared responsibility) by
achieving similar or different tasks.

You can receive guidance from your superior Chartered

Engineer in difficult situations.

You are accountable for overall coordination

of your part by issuing technical guidance
and making administrative decisions.

You may have several sub-ordinates

Objective of Responsible Experience - Gaining

experience by executing work while receiving
necessary guidance from superior
Recognized Training and Responsible Experience
Your working duration (mm/yy),
Name, location and objective of the Project including
brief description
Project cost and duration
Name of Client, Consultant, Contractor,

Your representation (client, consultant, contractor)

Explain clearly the precise position which you
occupied in each case.
Position of your immediate supervisor and above

Stage of the project (initial stage, half way, tail end,

maintenance period) at the time of you are working
Recognized Training and Responsible Experience

Your duty My duties were construction supervision,

material management, contractual payments,
progress monitoring, environmental safeguard,
Machinery management, workshop management,
etc..
Your responsibility (recognized training) I was
responsible for assisting construction manager for
construction completion of 0 km to 5 km of access
road.
Your responsibility (responsible experience) I was
responsible for construction completion of 0 km to 5
km of access road .(i.e. The degree of responsibility
assigned to you )
Indicate where appropriate the magnitude and cost
of works you have been engaged on.
Recognized Training and Responsible Experience

Your responsibility (recognized training) I was

Your responsibility (responsible experience) I was

Your accountability While carrying out my duties, I
was accountable for performing following tasks

e.g. Tasks on which you have been engaged whether in

investigation, planning, design, construction, operation,
maintenance, manufacture or research and education.
General statements such as
I was involved in the construction of . You can
involve as an observer, doing nothing
I was instructed to engaged. You can simply ignore
the instructions
Such statements should be avoided as they do not
help the Panel to accurately assess the work done
by the candidate
Difference between Recognized training and
Responsible experience shall be highlighted in your
report
A Corporate Member of the IESL should sign alongside
from personal knowledge in certification of each such
period.
This section should be not less than 2000 words with
a maximum of 3000 words
Example
Product Quality Project Manager instructed me to
maintain the quality of concrete.
I called all the material suppliers and instructed them
to supply good quality material. I rejected few loads of
bad (inferior) quality material supplied to the site
without making payments. Some suppliers stopped
supplying. Only good suppliers remained.

It is important to know about the difference between

quality control and quality assurance; What is Total
Quality Management (TQM)?
How you are going to manage TQM?
Rule 2.6 Competences (2012
revision)
In 2002 version sub rule 6.3.3 of rule 6.3 (i.e. structure
of the report) :

A detailed account of a few specific instances which

demonstrate the application of theory to practice,
instances of technical problems encountered and
where the candidate has made a contributing to
solving specific problems.
In 2012 version sub rule 6.3.3 of rule 6.3 (i.e. structure
of the report) :

Applicants will be assessed on five

Competences. The report while highlighting the
applicants career progression should also be
structured so that the applicants attaining of a
good level in each competence is highlighted.
Competence includes the knowledge, understanding
and skills that underpin performance.

Engineers become competent through a mixture of

education and professional development.

The IESL will expect engineers seeking registration

as Chartered Engineers, to demonstrate the
following five core competences namely,

C1 - Knowledge and understanding of engineering

principles
C2 - Practical application of engineering knowledge
C3 - Leadership and management
C4 - Communication and interpersonal skills
C5 - Professional conduct
C1. Knowledge and understanding of engineering
principles

During recognize training period Understanding of

engineering principles and theories applied for the
planned work on which you engaged

During responsible experience period How did you

apply engineering principles and theories while you
are planning your works
C2. Practical application of engineering knowledge

How did you apply engineering principles and

theories in unplanned situations (unforeseen
situation, emergency situation)
C3. Leadership and management

How did your team achieve a difficult task (or

overcome any adverse/unfavourable situation) under
your leadership. May be a construction problem,
contractual matter, social problem, political influence,
conflicts between working groups, disaster
management
hat etc. And what is leadership
is management?

Four functions of management Planning,

Organizing, Leading and Controlling

Planning ( identifying possible alternatives, evaluating

them towards the ultimate goal subject to restriction,
and selecting most feasible one Goal achieving
process)
Organizing
Allocating resources (factors of production) to
implement the planned process

Arranging several elements into a purposeful

sequential or spatial (or both) order or structure.

Assembling required resources to attain organizational

objectives.
Leading
motivating and organizing a group of people to
achieve a common goal

coordinating and balancing the conflicting interests of

all members and stakeholders.
Controlling
Establishing benchmarks or standards,
Comparing actual performance against them
(Evaluating)
Taking corrective action, if required.
C4. Communication and interpersonal skills

Two-way process of reaching mutual understanding,

in which participants not only exchange (encode-
decode) information, news, ideas and feelings but
also create and share meaning.

Interpersonal skills are the life skills we use every day

to communicate and interact with other people, both
individually and in groups.
C5. Professional Conduct
Environment safety, Social safeguard ( Occupational
safety, Community safety), sanitary, health care,
involvement with IESL, Public relations, Grievance
Redress Mechanism (GRM) etc.
Rule 2.6 Competences this account would be of
approximately 1500 words.

Oral examination (Professional Review Interview) and

A paper
The interview will be based on compliance with
respect to the five core competences, using the
material (report, design work, log book etc.)
submitted by the candidate.
The candidate will be asked to outline the work he has
claimed as Responsible Experience and/or aspects of the
design submitted by him.

The degree of professional engineering responsibility

carried out by the candidate and his personal
contribution is assessed.
The topics assigned to a particular candidate in Paper A
will be based on his own work experience

The candidates ability to express in writing the level

of responsibility shouldered and how the candidate
has benefited from experience is assessed.

Candidate shall explain professional judgment on

engineering decisions and the solution of day-to-day
problems, faced by him.
Written Paper A would be of 1 hours duration.
(about 1,000 words).

Knowledge of the subject relevance of the

candidates answer and clarity of argument
75%

Grammar, syntax and expression 25%
