INTRODU
BACKGROUND AND
NATURE OF THE
The Philippines is one of the country that homes out-of-school children covering
36 million population aged of 6-14, which one in every ten or about 4 million
Filipino children was out of school in 2013. There were also many of them lack

access to proper education and nutrition.

As of 2013 the proportion of out-of-school children across the different regions


ranged from 1.7% to 4.9%, and 10.9% for ARMM.

Many of them miss out on basic classes such as hygiene, sanitation, health, and
nutrition. The UN Economic and Social Commission for Asia and the Pacific
(UNESCAP) stressed that these lessons are critical for laying the foundation for
childrens subsequent learning and development. They are also deprived of
having different social and emotional interactions with teachers and other
children from which they can learn and practice proper communication,
creativity, respect, self-discipline, and other values.

The Unesco stressed the importance of Early Childhood Care and Education
(ECCE) which are mechanisms that support a childs holistic development from
age 0-8 through:

Due to the rapid neural connections, brain development and growth
that take place at this age, this period is considered a critical window of
opportunity for optimizing childrens development, Unesco said.

PROJECT
The Philippines created a law Republic Act 10410 or the Early Years Act
which recognizes the age 0-8 as the first crucial stage of educational
development. It mandates the early childhood care and development
(ECCD) Council to strengthen community and family-level programs for
children:
Daycare services, child-minding homes
Neighborhood playgroups
Parent education and effectiveness services
Training for daycare and barangay workers
Home visiting programs

The law affirms parents as a childs primary caregivers and first


teachers. ECCD programs are only there to provide support.

Critics, however, say that the Philippines is good at planning policies
but fail at actual implementation.

As the country had been suffering from this kind of issue from the
previous years, the more the number of the out-of-school children is
now in the present time and through the next years. Even different
policies, laws, etc. have been provided but there is still a small
percentage that the children attained proper education and health.

The relationship between education, poverty alleviation


and economic development is critical as they are self-
reinforcing. First, education creates greater
opportunities; second, the long-term outlook for
poverty reduction doesnt look good as everyone knows
that there is a very strong link between education (or
lack of education) and povertytwo-thirds of poor
families.

As to provide education for children, public


schools/children center were built but still lacks the
ability to provide a good education and lifestyle for the

create a good growth for the children, and
bonding with different kinds of people.

To act upon the urgent call to provide

future generations to witness and
