In most societies, national education systems are created for learning. Global organizations concerned with education also contribute toward this task. According to Boli (2002), for the past 50 years, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has become “the global center for discussion and implementation of educational ideas and organizational models” (p.307). It provides teacher training, curricular guidance, and textbook sources. It also gathers international statistics on educational achievement. Many countries have adopted UNESCO standards including the organizational model of six years of primary education. Formal education is the schooling that takes place in a formal or structured setting with the goal of teaching a predetermined curriculum. It has expanded dramatically in the past several decades as higher percentages of the population in many countries began to attend school. Although major educational gaps still exist between the elite and the poor and between males and females, these gaps are narrowing. Girls’ enrollment worldwide is now close to half of the total students at the primary levels in most countries, and girls’ in the 1990s (Boli, 2002). Women are also entering more male-dominated fields of higher education and attending university at levels equal to or exceeding men in some countries. Education has become a global issue. What is considered essential knowledge to be taught in schools is based largely on a country’s level of development, cultural values, political ideology, and guidelines from international standards. Leaders believe that a literate population is necessary for economic development and expansion, a thriving political system, and the well- being of the citizenry. Global trends in schooling influence educational systems in Africa, Asia, Latin America, and Europe, regardless of political system or level of affluence. Education plays a significant role in economic growth, social stratification, and political behaviors (Ballantine & Rogers, 2009).
