Criteria for Clusters Optimization – Network Implementation Ready (Nokia)

1. 100% of sites minimum TRS bandwidth per band fulfillment – Transmission


- 2G : G900 6 Mbps ; G1800 15 Mbps
- 3G : U2100 30/75Mbps ; U900 15/25 Mbps
- 4G : L2100 40/90Mbps ; L850 40/90 Mbps

2. End state Technology as per Design- Capacity


- 80% of the sites (macro) in cluster achieved as per Design (6 Bands/site)
- 20% of the remaining Macro sites has to achieve Min 1 Band per Technology

* IBS, Micro, Street Pole Plan Design as single Band is measured in the 80%

3. Antenna Re-farming – Coverage


- 80% of the sites antenna Re-farming completion
- 100% RET is integrated/commissioned on 80% of the re-farmed sites

To avoid missing neighbors, ANR support is a prerequisite in MME and non-Nokia target eNodeBs.
LTE downlink/uplink coverage footprint impacts traffic absorbed by the layer as well as cell edge
performance. For this reason change in footprint can impact KPIs. Therefore, for example, downlink TX
power and mobility exit/entry thresholds should not change before/after. If DL TX power is changed mobility
thresholds may need to be modified to maintain performance.
Cluster must have a minimum of 500 samples (applicable for OSS KPIs) per day aggregated. Cluster
samples will be measured when 80% of the sites within the cluster are on-air.
Number of Samples
KPI can be reliably calculated only if there are enough attempts and for this reason low traffic sites need to
11 be excluded. Definition of low traffic (number of attempts) needs to be agreed by SMART/NOKIA.
