SENATOR

RAUL S. ROCO
 Born in Naga City on October 26, 1941.
 He finished his elementary schooling at the age of 10 in
Naga Parochial School,
 High school at the age of 14 from the Ateneo de Naga Honors
Course and
 Graduated at the age of 18 from San Beda College, Bachelor
of Arts, (Magna Cum Laude) in 1960
 Graduated at the age of 18 from San Beda College,
Bachelor of Arts, (Magna Cum Laude) in 1960
 At age 23, awarded as one of the 10 Most
Outstanding Student of the Philippines (1964).
 Graduated Bachelor of Laws at San Beda College of Law.
 He took his Master of Comparative Law as a University Fellow at
the University of Pennsylvania, U.S.A., where he was cross-
enrolled at the Wharton School for Multinational Studies.
 Conferred seven honorary doctoral degrees by various
universities.
 As head of the legal staff of Sen. Benigno Simeon
“Ninoy” Aquino, he drafted and authored the most
famous law of Sen. Aquino the
“ Study Now, Pay Later Law”
 The youngest delegate from Bicol to the 1971 Constitutional
Convention.
 As congressman he provided the legal and constitutional basis for
the historic Comprehensive Agrarian Reform Program.
 Also, the youngest president of the prestigious
Integrated Bar of the Philippines in 1983.
 In 1992, he was elected Senator and was chosen Outstanding
Senator by Philippine, Graphics and Pilipino Reporter.
 In the Senate he authored important bills such as Senate Bill
No. 1742 which lifted the ban on political advertisements and
Senate Bill No. 1746, Allowing Overseas Filipino Workers to
Vote.
 “Honorary Woman”. The title derives from the
recognition given to him by women’s groups for authoring
and supporting pro-women legislations.
 Authored: R.A. 7877, The Anti-Sexual Harassment Law;
 R.A. 8353, Anti-Rape Law.
He was appointed Secretary of Education by President Gloria
Macapagal Arroyo in 2001.
 He implemented the Revised Basic Education Curriculum
(RBEC), popularly known as the Millennium Curriculum,
 The Computerization Program of State Universities, Colleges
and Public Schools.
 Implemented, for the first time in Philippine educational
history, completely free public primary and high school
education.
 “Father of Bangko Sentral ng Pilipinas”.
 Authored the law that reformed the Philippine Central
Banking System. Other laws passed under his stewardship
resulted in the liberalization of the banking industry and
the strengthening of the thrift banks; and
 The Intellectual Property Code and the Securities
Regulation Code.
“Best prepared to be President”
 By force of character, His career has been devoted to the
idea of fair play, decency and honor under the most trying
tests of public service.
 The excellence that marks his career as a
student leader;
 corporate and peoples lawyer; and
 effective change agent in the legislative and
executive branches of the government,
 prepares him very well for the modern
presidency.
On Good Governance:

corruption.

participation, and dispersal of development and
human resources."
On leadership

"Leadership today should be like the leadership of


an orchestra conductor.
 The conductor may not know how to play the
piano, but with a wave of a hand, he or she can
tell the piano player to play pianissimo.
 The conductor may not know how to play the
violin, but with the wave of a hand, he or she
can tell the violin player to play fortissimo.
 The conductor may not know how to play a
clarinet, but he or she can bring out the best
from the clarinet player.
 The leader, like the conductor, draws out talent
from everybody and creates a symphony out of
everybody's best efforts."
 Father of the Bangko Sentral.
 Honorary Woman.
 Outstanding Student.
 Outstanding Lawyer.
 Outstanding Congressman.
 Outstanding Senator.
 Outstanding Cabinet Member.

He would have made an “Outstanding President”.


Nay, in the words of some people, he was the “Best
President this country could have had”.
