West Java and Bali Region

Week 33, 2010


Scope of Report

RAN capacity is reviewed and issues reported weekly basis focusing for the
following network elements and interfaces:
• Radio capacity – Radio power, common channel loading and
channelization codes
• BTS capacity – base band processing and HSDPA users capacity
• Iub capacity – access transmission user plane capacity
• RNC capacity – connectivity and user plane loading capacity

Summary – West Java
Area Issues Report
• 107 cells were found with high UL load.
• 10 cells detected with high noise floor. Either wrong WBTS
commisioning settings, antenna lines or hardware
Radio interface • 1 cells with a potential issue with high code utilization without
HSDPA activity.
• RNC Dago3 (206) and RNC Soekarno-Hatta (208) has a high cell
PCH load. Require to reduce the number of sites in a location area or
split the LAC.
• 13 sites found with high CE utilization. All the sites already have PO
BTS for the CE upgrade.
• 13 cells (5 sites) found exceeding max. HSDPA users’ capacity
• 3 user plane VCCs were found with high DL AAL2 CAC reservation
utilisation.
Iub interface
• 2 user plane VCCs were found with high AAL2 connections (CID)
utilisation
RNC Tugurajapaseh has low resource availability in DCH-DMPG
pool. The problem is most probably related to HW or SW issue
RNC
instead of real traffic load. The issue has been escalated to the PL
(case id NA04751825).

IU-PS, IU-CS & IUR No Major Issue.

Radio Interface – High UL Load

• 107 cells were detected


with high UL load, i.e.
uplink cell load is in
overload area more than
2% of the time, during the
busy hours.
• Adjust the UL admission
control parameters if
possible or reduce the
traffic.
• 10 cells has also a high
noise floor (above -95
dBm) which might indicate
issues with either wrong
WBTS commisioning
settings, antenna lines or
hardware.

• 1 cell was found with high


code utilization, i.e. maximum
code occupancy > 95% and
average > 80%, during the
busy hours without HSDPA
activity.
• The cell has a high code
utilisation due to SF8
blocking. Check if any site
issues or reduce DL 384 kbps
usage, if possible.

Radio Interface – High Common Channel Load

• The RNC Dago3 (206) has a


cell PCH load exceeding 50%
threshold which is probably
starting to degrade the MSS
VLR paging success.
• Reduce the number of sites in
a location area if possible or
split the LAC.
• The RNC Soekarno-Hatta
(208) has also an increasing
trend in PCH loading.

BTS – High CE Utilisation

• 13 sites were found with high


CE utilization, i.e. maximum CE
usage > 98% and average >
70%, during the busy hours.
• UL CE consumption is mostly
the limiting factor due to HSDPA
UL return channel (R99)
allocations.

• The AMR Erlangs is defined without soft handover overhead (SHO).


• The Iub throughput is the traffic in downlink direction defined in FP level.
• RRC connected mode users include the subscribers in Cell_DCH,
Cell_FACH and Cell_PCH states.

The number of simultaneous HSDPA users capacity depends on DMPG HW type and HSDPA UL
return channel bitrate allocations. However, there is no currently issue with the RNC HSDPA users
capacity.

DSP Resource Availability – RNC 205

DCH-DMPG pool has very low resource availability, i.e. 0% during busy hours. The problem is most
probably related to HW or SW issue instead of real traffic load. The issue has been escalated to the
PL (case id NA04751825).

Area Issues Report

• 3 cells were found with high UL load.
