Since the optimisation period of PIWORKS starts, the gap between 11 PIWORKS Clusters and E// Clusters in terms of
Intra Freq Handover SR is getting higher.

IRAT Handover SR is getting lower. This KPI is getting improved for PIWORKS Clusters while rest of the network is stable.
