 LICENCE MAY AT ANY TIME BE SUSPENDED


OR REVOKED BY THE DIRECTOR GENERAL
UPON BREACH OF ANY CONDITIONS
GAS UTILITY LICENSEE
Means -

A PERSON SUPPLYING GAS THROUGH A


GAS PIPELINE TO A PERSON OTHER THAN
THE PRIVATE GAS LICENSEE

DOES NOT INCLUDE A PERSON OBTAINING THE SUPPLY


OF GAS FROM A GAS UTILITY LICENSEE

 Establish and implement codes and performance standards


for customer service

 Prepare and implement statement of charges and codes for


bill payment

• Information, Excavation and


Safety of Gas Installation.

Regulation 25 to 64.
EXCAVATION WORK

• A person who intends to carry out excavation work


in the vicinity of gas installation shall:
 Notify the licensee, and
 Request in writing the location of underground
gas installation

• Excavation work shall be carried out under the


supervision of the relevant competent person

THE APPROVAL OF THE DIRECTOR
GENERAL
APPROVAL OF GAS FITTING,
APPLIANCE AND EQUIPMENT

NO GAS FITTING, GAS APPLIANCE OR


GAS EQUIPMENT SHALL BE ASSEMBLED,
MANUFACTURED, IMPORTED OR SOLD
UNLESS IT HAS BEEN TESTED AND
CERTIFIED AND APPROVED BY :
– THE GOVERNMENT OR
– ITS AGENT OR
– A PERSON ACCREDITED BY THE
GOVERNMENT
INSTALLATION OF GAS APPLIANCE

• No person shall install appliance without:


– Pressure testing connection for gas tightness
– Ensuring all controls are working
– Ensuring operating pressure is as
recommended by manufacturer
– Ensuring adequate ventilation
CONNECTION FOR GAS SUPPLY

No gas shall be taken from the gas main pipe


until –

• Agreement has to be entered into between


the parties

• Installation has been inspected and tested


and found to be safe by a competent person
PART VI - MAINTENANCE
MAINTENANCE

• Installation shall be maintained in good and


efficient working order to ensure safety

• Competent person shall check, test and certify :


 Domestic gas installations once every three
years
 Other gas installations once every two years.

• Inspection and test may be made by director


general before licence renewal
REPAIRS
• Competent person shall carry out or supervise
repair and maintenance works

• Work procedure approved by competent person


shall be submitted to director general or licensee
for approval

• Where gas is leaking, competent person may make


necessary emergency repairs

ACCOUNTABILITY
1. Supply gas without licence RM100,000 or 5 years
jail or both
2. Failure to comply with licence RM10,000 or further
conditions RM1000 everyday

3. Negligently tampers with or RM100,000 or 5 years


damages pipeline or installation jail or both
causing injury or damage

4. Diverting pipeline for extracting RM5,000 or 3 years jail


gas, altering meter index, etc. or both
ACCOUNTABILITY
5. Undertaking without authority work RM5,000 or 2 years
near pipeline or installation jail or both

6. Obstruction of Officer RM5000 or 2 years


or both

7. Failure to attend inquiry RM3,000 or 1 year


jail or both

8. Other offences RM50,000 OR


RM1,000 everyday
